| 摘 要： | 文章聚焦破解科技经济"两张皮"难题,提出解决关键在于树立正确的科技评价导向。在此基础上,提出应落实五项基本要求和处理好"唯"与"不唯"、数量与质量、定性与定量三大关系,并从创新评价机制、评价体系和评价方式等方面提出建议,以推进科技评价导向改革。

| Abstract: | Focusing on solving the "Dichotomy" between science and economy, the author proposed that the key is to establish a correct scientific and technology evaluation orientation. On this basis, it was put forward that five basic requirements should be implemented and three relations should be deal with properly, i.e., "only" and "not only", quantity and quality, qualitative and quantitative. At last, suggestions on the reform of evaluation orientation of science and technology were put forward, such as innovate the evaluation mechanism, evaluation system and evaluation methods. |
