| 摘 要： | 根据国家林业局党组提出要着力加强“严管林、慎用钱、质为先”三项工作的要求,界定了森林培育质量管理的概念,构建了森林培育质量管理五大体系.按照全面质量管理的思想,针对森林培育的六个关键环节,完善规章制度,制定技术标准,公平质量评价,加强质量监管和强化质量保证.针对影响森林培育质量的因素,提出了提高我国森林培育质量的相关对策.

| Abstract: | According to the requests of"supervising forest strictly,utilizing financing carefully,giving priority to quality"brought forward by State Forestry Administration,the concept of quality control for forest cultivation was defined,and five systems of quality control for forest cultivation were proposed.In the light of comprehensive quality control idea,a serial of approaches were proposed towards the six key links of forest cultivation,including perfecting the laws and regulations,constituting technical criterion,evaluating the quality impartially,reinforcing quality supervision and aggrandizing quality guarantee.Based on analyzing the factors influencing upon forest cultivation quality,some countermeasures to improve the quality of forest cultivation were put forward. |
