| 摘 要： | 规模化养猪场沼气工程呈现一定的外部性特征，本文以外部性理论为基础分析财政政策对推进规模化养猪场发展沼气工程，并通过对美国、欧盟、日本、澳大利、印度等国沼气财政政策的借鉴和对国内沼气工程财政政策的回顾，提出促进规模化养猪场沼气工程发展的财政政策建议。 |

| Abstract: | All large-scale pig farm biogas projects have a certain common external characteristics.This paper analyzes the importance of governmental financial policy in promoting the development,based on the theoretical considerations, as well as experiences of countries,such as the United States,the European Union,Japan,Australia and India.Suggestions for the policy establishment are presented. |
