贵州省退耕还林工程雨雪冰冻灾害情况调研

2008年初在我国南方发生的特大雨雪冰冻灾害对贵州省退耕还林工程造成了巨大损失。通过对灾情的实地调研,深入剖析了工程恢复重建面临的主要矛盾和问题,提出了加强森林经营、安排专项资金用于工程重新造林或补植补造等具体措施和建议。

Investigation of the Influence of the Freezing Rain and Snow Disaster on the Conversion of Farmland into Forest Program in Guizhou Province

The catastrophic blizzards and icy rain disaster that attacked most of the southern provinces,autonomous regions and municipalities at the beginning of 2008 caused great losses to the forests planted during the implementation of the State Conversion of farmland into Forest Programme(CFFP).After an overall investigation and assessment of the losses caused by the disaster in the CFFP sites in Guizhou province,this report gives an in-depth analysis on the major problems of the post-disaster reconstruction and restoration,and specific measures and suggestions are raised on reinforcing the forest management and allocating the special fund for replanting and refilling operations,etc.
