“非粮化”背景下果业发展策略

探讨“非粮化”背景下,如何做到果树生产不与粮食争地,保障果品高效供给并持续发挥特色优势助力富民兴村。本文深入分析了“非粮化”背景下果业发展面临的挑战和机遇,认为果树生产规模扩张迎来拐点,产业资源整合趋于更加优化,提升产业效率和发展新模式新业态成为支撑果业提质增产促增收,满足群众丰富多样果品需求的重要手段,高素质果农将成为引领未来果业发展的主力军。针对产业规模扩张的刚性约束,以及提升果业质量、效益和竞争力的时代要求,提出4点发展对策：一是推动现存果园发展动能转换;二是探索庭院果园模式和“四荒”地开发;三是全面推动果农向高素质农民迈进;四是提升科技支撑能力。以期为我国果业高质量发展和全面实施乡村振兴战略提供参考。

Strategy for the development of fruit industry under the policy of priority for grain production in arable land

In November 2020, the national policy stipulated that the arable land should be preferentially used for grain production. In order to explore the strategy for the fruit industry, this paper analyzed the challenges and opportunities under the new policy. It was considered that the expansion of fruit production scale was going to stop, the integration of resources tended to be optimized. The improvement of industrial efficiency and the development of new models and new business forms had become an important means to support the fruit industry development and meet the citizen demands for rich and diverse fruits, high-quality fruit growers would become the main force leading the development of fruit industry in the future. To improve the industrial efficiency and competitiveness, four development strategies were proposed according to the rigid constraints of land resource and the demands of market: (1) promoting the transformation of the development motivation of existing orchards; (2)exploring the courtyard orchard model and the utilization of "four wastelands"; (3) improving the fruit grower capability comprehensively for market competition; (4) enhancing the ability of scientific and technological support to the industry. It is expected to provide reference for the high-quality development of China''s fruit industry in the future and the implementation of the Rural Revitalization Strategy.
