黑龙江省新型农民培养所面临的素质问题及对策

一直以来，农民以种植为主，靠土地生存。要使其成为有文化、懂技术、会经营的新型农民，还需要加强对农民的素质培养。以黑龙江省为例，针对当前农民普遍存在的法制意识淡薄、文化知识落后、小农意识较强、卫生健康意识淡薄等突出问题，从普法教育、科技下乡、人才引入、乡村规划等角度，提出合理化建议，为培育新型农民提供有益的参考。
