| 摘 要： | 天保工程公益林建设是天保工程的重要组成部分。文章分析了四川在建天保工程公益林建设成效及经验，剖析了存在的问题，提出了变更名称、贯彻森林分类经营原则、调整营造林方式、扩大土地种类对象、提高建设标准、改进管理措施等政策调整对策建议。

| Abstract: | Public welfare forest building of natural protecting project is the important constituent part.This paper analyzed the effect and experience in building public welfare forest of natural protecting project in Sichuan,discussed the existed questions,and put up such countermeasures as changing name,carrying out the principle of forest classification management,adjusting afforesting method,enlarging land types,increasing building standard and improving managing measures and so on. |
