中国农业综合开发之路——回顾篇

政府有组织、大规模的实施以改造中低产田、增加粮食产量为主要目标的农业综合开发,是从1988年开始的,如今已走进第20个年头了。近20年来,农业综合开发不断发展,取得了显著的综合效益,走上了一条蓬勃发展之路。进入新的时期,农业综合开发如何与时俱进,为建设全面小康社会作出新的贡献,是每个从事于农业综合开发工作的同志值得思考的课题。本文分三篇,从回顾中国农业综合开发所走的道路,反思农业综合开发的制度设计与政策效应,并提出今后一段时期的农业综合开发的初步设想,旨在推动农业综合开发的探讨与研究工作。

The Way to the Comprehensive Agricultural Development in China

It is twenty years since our government started its comprehensive agricultural development ( CAD) aiming mainly at transforming middle and low yield land to increase the grain output in 1988. In the past twenty years, CAD has made constant progress and achieved remarkable results. As we enter a new age it is worth our concern how we should keep pace with the development of the society so as to contribute to our modernization. This paper comprises three sections beginning with the retrospection of CAD and reflection of the designing of the regulations of CAD and the impact of its policies followed by some preliminary plans for the next stage of CAD to push its research and exploratory endeavor.
