可持续发展条件下的农业水价制定研究

水资源无论开发与否都有价值,水资源价值的内涵主要体现在稀缺性、资源产权和劳动价值3个方面,其中劳动价值是区别天然水资源和商品水资源的重要标志。农业用水属于商品水资源。农业水价是反映农业用水商品价值属性的重要指标。可持续发展条件下制定的农业水价应能应用经济规律对用水户对水资源的需求进行调节,最终促进农业用水资源的开发、利用和保护。

Study on Water Price Making in Agriculture Sustainable Development

Water resources, exploited or unexploited, has the attributes of scarcity, property right and labor value, in which labor value is the crucial ingredient to distinguish commercial water resources from natural water resources. Water consumption for agriculture belongs to commercial water resources, and water charge well reflects its commercial attribute. Water price orienting sustainable development should accommodate the water requirement of consumers under the direction of economic rules, and ultimately promote the development, employment and protection of water resources.
