“电子民主”对传统民主的解构重建

电子民主与传统民主的本质相同,体现人民主权、主权在民的理念。目前“电子民主”还不能说是一种独立意义的民主形式。电子民主扩展了政治参与的渠道,降低了民主参与的成本;电子民主提供了参与型政治文化生长的土壤,如使公民享有更多的言论自由,使政府工作的透明度大大提高,使民众利益表达和聚合的自由增强。需要指出的是电子民主可能产生新的不民主,导致信息的贫富两极分化,导致“政治欺骗”等。电子民主可以加快民主直接化趋势,并最终走向直接民主。

Electronical democracy has the same essence with the traditional democracy,which embodies ideas of dumb millions owning rights.At present,Electronical democracy is not even absolute democracy form.Electronical democracy expands the ways of politics participation;plays down the cost the democracy participation.It offers the growth condition for participational political culture,such as citizen owning the more liberty of speech,improving transparence of government work,mob better giving their voice to the government.It is need to point out that electronical democracy is likely to cause new non-democracy,polarization of information distribution,and politics cheat.Electronical democracy can quicken the trend of pure democracy,and can make it tend towards to pure democracy.
