摘    要:为创建重大植物疫情管理信息系统,发挥其在现实重大植物疫情管理中的作用,对重大植物疫情管理信息系统的创建原则进行探究。遵循经济性原则、稳定性原则以及保密性原则,创建包括监测预警系统、地理信息系统、诊断系统、视频会议系统、阻截系统等模块的重大植物疫情管理信息系统,并以漳州和厦门大豆疫霉菌管理为例,探究其实践效果。实践效果表明:该重大植物疫情管理信息系统能够快速、准确地采集重大植物疫情信息,并做好数据实时共享,可以提升重大植物疫情监测、预防以及管控等质量,开创重大植物疫情管理的新局面。

Construction and realization of management information system for major plant epidemics
Abstract:In order to establish a major plant epidemic management information system and play its role in the actual major plant epidemic management, the establishment principles of the major plant epidemic management information system were explored. Following the principle of economy, stability and confidentiality, a major plant epidemic management information system including monitoring and early warning system, geographic information system, diagnostic system, video conference system, interception system and other modules should be established. The management of Phytophthora soya in Zhangzhou and Xiamen was taken as an example to explore its practical effect. The practical results show that the major plant epidemic management information system can quickly and accurately collect major plant epidemic information, and do a good job in real time data sharing, which can improve the quality of monitoring, prevention and control of major plant epidemic, and create a new situation of major plant epidemic management.
