| 摘 要： | 为实现3~5年全省基本消除绝对贫困现象的承诺,江苏省组织实施＂脱贫攻坚＂,提高扶贫标准,界定扶贫对象,重点帮扶,多策并举,构建＂大扶贫＂格局。在组织实施过程中,应注重贫困概念内涵的发展,改变扶贫的战略思考,准确定位扶贫参与各方,结合村情选择扶贫项目,提升贫困人口应对致贫风险的能力。
