论中国西部退耕还林

中国西部由于自然和人为因素的影响，森林破坏严重，生态环境日趋恶化，经济基础薄弱，自然生态条件较差，发展水平仍然较低，人均国内生产总值元一达到全国平均水平，已严重地制约国民经济发展和社会安定团结的实际情况，分析了森林遭到破坏之后所造成的恶果对整个国民经济持续、快速和健康发展的影响，研究了退耕还林在整治国土中的巨大作用。

On Returning Farmland to Forests in the Western Regions of China

Under the influence of natural and man-made factors,forests in the western regions suffered serious damages,and ecological environment is getting worse and worse.Lower development level and no GNP up to the national average level are caused by poor economic basis and weak natural conditions. All these have gravely restricted the development of national economy and social stability.Based on the above-mentioned facts,the impacts to sustainable,rapid and healthy development of national economy resulted from the damaged forests are analysed,and the massive effective to trim territory by measures for returning cultivated land to forests is also considered.
