我国农村公共文化服务政策研究——下篇：发展特征

为了全面了解农村公共文化服务政策的发展特征，促进当代中国农村公共文化服务体系建设。本研究对1998—2015 年间中国农村公共文化政策的制定与实施情况进行了全面梳理。研究表明，农村公共文化服务政策的出台呈现出重视基础设施建设、重视文化权益保障、重视文化工程带动、重视全覆盖和均等化等特征。深入分析农村公共文化服务政策的发展特征，对于完善农村公共文化政策体系建设，提升农村公共文化服务水平有着重要意义。

Rural Public Culture Service Policy: Development Characteristics

In order to fully understand the development characteristics of rural public culture service policy and promote system construction of contemporary Chinese rural public culture service, the paper presented all the making and implementation of Chinese rural public culture service policy from 1998 to 2015. The results showed that: the rural public culture service policy had the characteristics of attaching importance to the infrastructure construction, the protection of cultural rights and interests, the driving force of cultural projects and the all-covering and equalization. The detailed analysis of the development characteristics of rural public culture service policy is of great significance to improving the construction of rural public culture policy system and to promoting the level of the rural public culture service system.
