制约农民增收的深层原因及宏观对策探讨

分析了目前城乡收入差距较大,农民收入难以持续增长的现状,认为其深层原因是农产品供求格局的根本改变、非农业发展对农民增收作用减弱、农村剩余劳动力转移困难、农村劳动力素质和技能水平较低以及国家宏观经济政策的制约等。针对这些制约因素,提出了解决这一问题的宏观对策:农业和农村经济结构的调整要以传统农业向现代农业转变;深化WTO贸易规则下我国农业支持政策;城乡统筹,加快城镇化步伐;发展农业远程教育等,促进农民增收。

Essential factors restricting peasants income growth and probing into the marcro-policies

Chinese peasants' income remains an increasing trend in general.However,there is a higher income gap between cities and countries.Moreover,peasants' income had hardly increased in succession.Their essential reasons are the basic change of agricultural products' supply-demand situation,diminishing function of non-agriculture development on peasants' income growth,difficulty for the transfer of the surplus rural labor force,and peasants' lower education degree and skill level,etc.According to the above reasons,macro-policies to be followed are to adjust agricultural and rural economic structure from traditional agriculture to modern agriculture,reconstruct agriculture protection policies in the guidance of WTO,speed up urbanization,develop agricultural distance education.
