留用地产业布局特征及影响因素研究——以广州市白云区为例

摘    要:留用地政策保障了被征地农民的长久生计,得到了农民的支持,但由于对"小而散"的留用地产业分布特征及影响因素缺乏足够认知,因而缺乏针对性的规划引导产业发展,一定程度上限制了留用地政策效用的发挥。据此,本文以广州市白云区为例,借鉴产业布局理论,探索了留用地产业分布特征及影响因素,以期为留用地产业发展提供指导。结果表明:白云区留用地产业布局呈现"整体分散,局部集中"态势,沿交通要道呈轴线布局形式,说明留用地产业发展对交通条件依赖性较强;此外,交通因素、到镇中心距离因素及地块形状因素对产业布局有重要影响,在未来产业规划中应加以重视;同时,留用地产业特征明显,交通运输及仓储业对交通条件要求极高,且距镇中心相对较远,商业金融业则距离镇中心较近,批发零售业特征不明显。因此,留用地产业引入及规划应制定差异化策略,交通运输及仓储业应以交通及距离为引导,商业金融业则应关注产业地块到镇中心的距离。

Abstract:The retained land policy was supported by farmers who lost cultivated land because it provides the long-term livelihood security for farmers. However, this policy is short of effective plan in industrial introduction because characteristics of industrial layout and its influencing factors were not analyzed well. The retained land blocks are scattered and in small scale. Taking Baiyun district as an example and applying the industrial layout theory, this paper explored the potential influencing factors of the industrial layout on retained land in order to provide some theoretical and practical guidance for retained land industrial layout planning. Results show that: the industrial layout on retained land in Baiyun District is scattered in general, but concentrated locally. Meanwhile, most of the retained land blocks are arranged along the main roads and appears axial layout pattern, indicating that the transportation is very important to the industrial layout on retained land. In addition, the industrial layout on retained land is influenced by transportation and location as well as land block shape. These three factors may play important roles for the future design of the industrial layout on retained land. On the other hand, the transportation sector and warehousing sector demand high quality of transportation infrastructure and are located far away from the town center, the finance and commercial districts are closer to the town center, and the wholesale and retail sectors do not show any significant characteristics. Therefore, when making a strategic plan for the industrial layout on retained land in the future, a diversified strategy should be adopted, taking consideration of the special characteristics of the transportation warehousing sectors, the financial and commercial sectors, and the wholesale and retail sectors.
