安徽省生态建设的有效途径及保障措施

自然生态系统是可持续发展的,人类传统的社会经济发展以破坏生态环境为代价。不同时代生态学的发展与进步,为生态建设提供了丰富的理论基础。生态建设以协调经济、社会、环境发展为主要对象,以区域的可持续发展为目标,并且坚持生态效益与经济效益“双效协同发展”的原则,与“生态安徽”建设的思想和目标是一致的,可纳入生态省建设的总体框架之中。以安徽为例,指出生态建设中尚存在建造的人工林生态系统存活率不高和稳定性差、小流域综合治理中缺乏生态效益与经济效益的结合、退耕还林中营造的经济林比重过大及缺乏生态补偿机制等问题,提出生态建设必须具备规划、政策、资金和技术等方面相应保障措施。

Theory of Ecological Construction and its Practice in Anhui Province

The natural eco-system was sustainable while man's traditional social-economic development took the cost of the degradation of eco-system.The plenty of theory basis was provided for the development and progression of ecology in different age.The ecological construction was corresponding with the economic-social-environmental development as the central object,the area sustainable development as the target,the "double coordination development" of ecological benefit and economic benefit as the principle,thus,it might be brought into the whole frame of eco-provincial construction.Ecological construction in Anhui had some problems,such as the low survival rate of man-forest eco-system,the bad stability,the lack of combination of ecologic benefit and economic benefit,the economic forest proportion great in receding farm and returning wood,the absence of ecological compensation mechanism and so on.At the same time,the ecological construction must be provided with safeguards of layout,policy,capital and technology.
