浅论农村基础水利设施建设

农村基础水利设施建设是我国国民经济中的一个重要组成部分,在当前的新农村建设中具有极为重要的作用。笔者从立足战略高度关注农村基础水利设施建设、注重农村基础水利设施建设中资金的规范使用、提高农民群众建设农村基础水利设施的主动性等3个方面进行简要论述。
