临泽县政策性农业保险助力乡村振兴的实践与思考

临泽县把开展政策性农业保险作为推动乡村振兴的有力抓手,在发展壮大现代农业的同时,有效降低了自然灾害对农业生产带来的风险损失,切实构筑起了农业产业发展风险防波堤。但也面临着一些制约发展的因素。本文综述了临泽县开展政策性农业保险助力乡村振兴发展的情况和存在的问题,并针对性提出发展对策。     

TRANSFORMATION OF AGRICULTURE ON THE LOESS PLATEAU OF CHINA TOWARD GREEN DEVELOPMENT

● Agriculture on Loess Plateau has transformed from food shortage to green development. ● Terracing and check-dams are the key engineering measures to increase crop yields. ● Agronomic measures and policy support greatly increased crop production. ● Increasing non-agricultural income is a key part of increasing farmers’ income. ● Grain for Green Program had an overwhelming advantage in protecting environment. Loess Plateau of China is a typical dryland agricultural area. Agriculture there has transformed from food shortage toward green development over the past seven decades, and has achieved world-renowned achievements. During 1950–1980, the population increased from 42 to 77 million, increasing grain production to meet food demand of rapid population growth was the greatest challenge. Engineering measures such as terracing and check-dam were the crucial strategies to increase crop production. From 1981 to 2000, most of agronomic measures played a key role in increasing crops yield, and a series of policy support has benefited millions of smallholders. As expected, these measures and policies greatly increased crop production and basically achieved food security; but, low per capita GDP (only about 620 USD in 2000) was still a big challenge. During 2001–2015, the increase in agricultural and non-agricultural income together supported the increase in farmer income to 5781 USD·yr^–1. Intensive agriculture that relies heavily on chemicals increased crop productivity by 56%. Steadfast policy support such as “Grain for Green Program” had an overwhelming advantage in protecting the natural ecological environment. In the new era, the integration of science and technology innovations, policy support and positive societal factors will be the golden key to further improve food production, protect environment, and increase smallholder income.

碳税收入使用政策是西方国家碳税制度设计的一项重要内容，其主要基于税收中性原则，将税收收入或投资于环保节能项目，或以税式支出方式降低纳税人负担，确保碳税收入的循环，实现节能减排的目标。在我国碳税制度设计的构想中，应借鉴西方国家税制经验，结合本国现实情况，科学合理地设计碳税收入使用政策，确保碳税调节功能的充分发挥，将碳税发展成培育战略性新兴产业的重要政策工具之一。     

松滋市“一站式”农村沼气服务模式建设现状及建议

文章深入的考察了湖北省松滋市“一站式”沼气后续服务模式的具体实现形式和建设现状；通过总结、对比等方式,对该模式做了详细分析和研究,发现“一站式”服务模式在优化人员配置、稳定服务人员等方面取得了良好效果,但仍存在诸如服务意识不到位、服务网点收入保障不足等问题.最后在分析“一站式”模式的优势和不足的基础上,提出了针对性的建议.

Corporate Dividend Policy Under the Change of Earnings in China

Using non-parameter test and multinomial logit regression, this paper studies the dividend policy and behavior empirically. The results show that the change of the earnings of firms affects their dividend policy. When the EPS of the firms increase, the probability of choosing not to pay cash dividend is maximal, yet when the EPS of the firms decrease, many firms choose not to pay cash dividend or choose to increase DPS, so that the information that the relevant firms have great expectation is transmitted to the market. Furthermore, this paper also finds that the successiveness of the dividend policy of the listed firms in China is not good.     

Resolvent and Application of Policy Control for QoS

With the rapid increase of the Internet user and widely application of Web,the current network technology is facing great challenge. More and more multimedia operations occupy plenty of bandwidth,and result in the network congestion. Therefore,people begin to use QoS to utilize the bandwidth effectively,and ensure the transport of the emergent operation data. The paper introduces the protocols and basic components of QoS,then expatiates the conception and the basic principles of policy control QoS, moreover,emphasizes the structure model of policy control QoS and how it runs. At last,it introduces the transport process of data packets under the control of policies in a policy control QoS system,and how to make the policies in the real world.     

Irrigation and food security in the 21st century

Global food projections indicate that food prices in the next threedecades will likely be stable or decline, but progress inreducing malnutrition in developing countries will be slow. Smallshortfalls in crop productivity growth would lead to rising foodprices and worsening malnutrition. Increased food production fromirrigation is essential, and will require expansion of irrigatedarea and water supplies, and improved efficiency of use of existingwater supplies. Neither of these growth factors will prove easy, andboth will require complex institutional and policy reforms. Failureto meet food production needs through efficient expansion andintensification of irrigated agriculture would increase pressure onland resources and hasten the process of environmental degradation.Irrigation and water development strategies have been hampered bya lack of understanding of the links between water scarcity, foodproduction, food security, and environmental sustainability.Research to improve this understanding would have high payoffs.
