The centuries-old, self-organizing Muang Fai community irrigation institution in northern Thailand has high potential in illustrating exemplary practices in irrigation cost sharing. This paper examines the cost sharing structure of the Pongsak Muang Fai Irrigation System in Mae Hong Son Province and its relationship with the system water management and sustainability. Results show that this primitive and high cost system accepts costs of the weir, the entire length of main ditch, not only the individually related ditch sections, and the management as common costs that should be equally shared so that it can gather sizeable membership to support the system. The capacity of this small scale run-of-the-river irrigation system with no river flow limitation is a simple summation of all determined farm intake capacities. The maintenance cost of the system every year depends on how much water should be diverted and conveyed, hence the use of “relative” scale of each farm intake capacity as the basis for sharing cost in the wet season paddy farming. Such structure is directly related to the water management under which every intake shall be served with continuous supply without permitting mid-canal water check-up and the members prefer to take collective action to keep enough water supply without leaving any room for suspicion of unfair water distribution. The direct relationship makes the members understand the purpose of payment and be willing to share the costs which are transparently estimated in easily understood terms and clearly de-aggregated into categories.  相似文献

In this study, the nuclear expression of nuclear factor kappa B (NF-κB) in 48 tissues specimens from 25 canine spontaneous mammary gland tumor (MGT) patients was assessed by immunohistochemistry to compare their levels with clinical features, histological types, prognostic outcomes and proliferative activities, including the mitotic index (MI) and cylcinD1 expression. Twelve of eighteen (66.7%) malignant tumor tissues showed greater than 10% nuclear staining, while benign tumor and hyperplastic tissues showed less than 10% nuclear staining. Higher nuclear expression of NF-κB was positively correlated with larger tumor size, lymph node metastasis and higher MI; however, no correlation was observed with distant metastasis and cyclin D1 expression. Higher NF-κB nuclear expression correlated with shorter patient survival. These findings suggest that NF-κB is a useful prognostic factor for canine MGT patients.  相似文献

The concentration level of carbonyl compounds in Bangkok ambient air were measured in five roadside sites and five residential sites during July 2007 to April 2008. About 250 samples were collected and ten carbonyls were identified. Formaldehyde and acetaldehyde were the most abundant carbonyl compounds found in Bangkok ambient air. The ambient concentration of formaldehyde at the roadside areas in Bangkok during July 2007 to April 2008 ranged from 5.14 to 17.2 ??g/m3 (average 11.53 ??g/m3) while, the ambient concentrations of formaldehyde in residential areas in Bangkok during the same period ranged from 3.06 to 19.9 ??g/m3 (average 9.65 ??g/m3). The concentrations of acetaldehyde in roadside areas ranged from 1.59 to 7.95 ??g/m3 (average 3.51 ??g/m3) while at the residential areas the concentrations of acetaldehyde during the same period ranged from 1.07 to 8.05 ??g/m3 (average 3.11 ??g/m3). Other compounds showed low concentration. The concentrations of formaldehyde and acetaldehyde were low during the rainy season due to rain washout since these compounds are water soluble. The concentrations were high during the cold season due to stable conditions during these months. The concentrations slightly decreased during the summer due to photochemical reactions and photolysis under extreme temperature. Formaldehyde and acetaldehyde showed good correlation during 17:00 P.M. to 05:00 A.M. due to absence of solar radiation that may enhance photochemical reactions and mobile sources may be the sources of emission in the environment. It was also found that the concentrations of formaldehyde and acetaldehyde were low during the night time.  相似文献

With increasing water conflicts arising from competing demands and global climate changes, it has become paramount to understand how the available water resources can be judiciously utilized for sustaining life. This article extends the previous studies on equal water sharing in water-abundant conditions to water-scarce conditions. On the basis of a case study of the self-managed Chaisombat Muang Fai irrigation group in Chiang Rai Province of northern Thailand, the article analyzes the factors that helped the group in successfully sharing water equally when they faced dry-season water scarcity caused by the competing demands of upstream irrigation systems. Interview data on Muang Fai development and management obtained from all levels of Muang Fai managers and field observations reveal three major success factors. First, Muang Fai managers across all levels recognized that water scarcity is a common problem and that, in their capacity as delegates accountable to all members, they must decide how intense competition for water and extensive crop failure can be prevented. Second, the Muang Fai organization provided a large number of farmers of diverse backgrounds with two-way communication and resilient implementation mechanisms for reaching a mutual agreement and synchronically adapting to a new water environment. Third, the group was ready to constantly update and employ socio-technical information to maximize the total benefit, so that all members obtain a proportionately larger share. These results reveal that in addition to social organization and traditional practices related to the normal condition, in the scarcity condition, it is essential to understand the “common” nature of the problem and acquire skills in extracting, updating, communicating, and using socio-technical information for decision making on equal water sharing. Therefore, these capacities should be built, or knowledge on building them should at least be developed, before the water scarcity problem worsens.  相似文献

Pyrene is a dominant PAH in urban environments. It can combine with airborne particulates and accumulate on plant leaves. To investigate pyrene’s biodegradation potential, this study initially monitored the abundance of airborne and phyllosphere bacteria. The number of airborne pyrene-degrading bacteria ranged from 22 to 152 CFU m?3 air, and more bacteria were found in the proximity of the ornamental plant swath than along the roadside. Pyrene-degrading bacteria averaged 5 × 104 CFU g?1 on the leaves of all tested plant species and accounted for approximately 7% of the total population. Four pyrene-degrading bacteria were isolated from I. coccinea to use as model phyllosphere bacteria. To increase the bioavailability of pyrene, a lipopeptide biosurfactant was applied. Kocuria sp. IC3 showed the highest pyrene degradation in the medium containing biosurfactant. The removal of deposited pyrene at 30 μg g?1 leaf was monitored in a glass chamber containing I. coccinea twigs. After 14 days, leaves containing both Kocuria sp. IC3 and 0.1× CMC biosurfactant showed 100% pyrene removal with the most abundant bacteria. The system with biosurfactant alone also enhanced the activities of phyllosphere bacteria with 94% pyrene removal. Consequently, the bioremediation of deposited pyrene could be achieved by spraying biosurfactant on ornamental shrubs.  相似文献

In principle, participatory irrigation management (PIM) means the involvement of irrigation users in all aspects at all levels of irrigation management. In practice, all over the world efforts are being made to realize the principles. However, in the execution of PIM, role sharing between farmers and government is a serious problem, and thus a clear method and ideas are needed to improve PIM. In particular, a broad discussion of role sharing is demanded. This article illustrates how the Japanese way of role sharing in PIM is realized based on the case of the Toyogawa Irrigation Project. Organizationally, the project is jointly managed by five entities, including both the public sector and the farmers’ organizations. These entities have clearly divided their functional roles, with the ultimate decision power in all aspects of irrigation management given to organized farmers. The power is realized either directly or through the land improvement districts’ representative system depending on the levels of the irrigation system. The public entity provides coordination support to create a transparent forum of discussion together with scientific information for farmers’ understanding and decision making. The participatory institutional line-up of this project enables the upland areas that suffered periodically from water deficits.  相似文献
