国家重点实验室专项经费绩效预算管理方式应用于其他财政专项管理的思考

绩效预算是我国部门预算管理改革的重要内容。国家重点实验室专项经费绩效预算安排机制，是财政科研经费绩效预算的典型示例。文章通过剖析国家重点实验室专项经费绩效考评管理机制，对国家重点实验室绩效预算机制推广应用于其他财政专项的范围、考评指标、考评工作方法、考评结果应用等方面提出了意见建议。

对3D打印技术进行应用研究,阐述其精度、强度和速度等关键性能指标合理性,能够有效避免特殊形式结构部位的施工带来的成本、工期及质量问题,增加工程效益,并对溢流堰面特殊部位计算表面曲线轮廓,进行实验3D打印,最后总结3D打印在水利水电工程施工中的优势。     

Influence of the Expert Effect on Cultural Models

We examined hunters’ perceptions of fauna to see if expert hunters and other hunters perceive wildlife abundance similarly. We used cultural consensus analysis (CCA) to assess the knowledge of 25 hunters in the Bolivian Amazon about the abundance of 38 animals. CCA indicated highly shared beliefs among hunters concerning wildlife abundance (average agreement = .62). However, expert hunters (as judged by their reported successful hunts of rare species, having hunted recently, and consuming more game in their diet) perceived more animals as abundant than did non-experts, although they all shared the same model. Since the expert hunters did not always agree on which species was more abundant, they had low cultural knowledge scores in CCA results. These experts may be unwilling to curtail hunting efforts on key species that they perceive to be abundant.

青海省农产品加工业的现状 问题及对策

简述了青海省农产品加工业的发展现状及存在问题,并提出了相应的发展对策,旨在加快青海省农产品加工业的发展,实现农产品转化增值,优化产业结构,吸纳农村富余劳动力,提高农业综合效益。     

Antioxidant,anti-amylase and anti-glycation potential of brans of some Sri Lankan traditional and improved rice (Oryza sativa L.) varieties

Brans of 23 traditional and 12 improved (both red and white) rice varieties in Sri Lanka were screened for anti-amylase and anti-glycation activities in vitro. Varieties which showed the highest inhibitory activities at screening were further investigated for anti-glucosidase and glycation reversing as anti-diabetic properties. The same varieties were studied for selected antioxidant properties. Significantly high anti-amylase and anti-glycation activities were observed for bran extracts of red varieties compared to white varieties at screening. Traditional red rice varieties, Masuran, Sudu Heeneti, Dik Wee and Goda Heeneti, exhibited significant and dose dependent anti-amylase, anti-glycation and glycation reversing activities. These varieties also showed marked antioxidant properties. It is concluded that brans of Sri Lankan traditional red rice varieties Masuran, Sudu Heeneti, Dik Wee and Goda Heeneti may be potential food supplements for diabetes.     

Research on Mapping Method of Customer Need Information in Product Family Improvement

Aiming at ensuring that product family improvement is based on customer needs while taking full advantage of enterprise history database, firstly, customer needs in the product family improvement are expressed. Then a method of realizing the mapping of customer needs to functional requirements is presented, which is based on quality function development and association rule mining. Finally, an example illustrates the good application of the method.     

Wavelet Edge Detection Method Based-on Multi-scale Fuzzy Logic

A novel edge detection algorithm is proposed by implementing fuzzy image enhancement at different scales.The implement of this algorithm can reduce the negative influence bring from the non-maximum suppression algorithm which select only one threshold.The success of the approach depends on the selection of a general fuzzy operator(GFO) for the enhancement of contrast of region after smoothing of image at different scales.Consequently,it is more obvious that coarse intensity changes are obtained at a large scale whereas the fine details of intensity changes are obtained at a small scale.A pretty performance is obtained by used this work.     

Application of Function Analysis in Conceptual Design

Product design is a procedure that enterprises meet the needs of consumers; conceptive design is one of the steps in product design and it directly considers requirements of consumers. So how to supply consumers with satisfying function is the essential point. On the basis of function analysis of Value Engineering, the paper puts forward a new method to exercise function definition and function analysis, implements conceptual product design procedure with database techniques.A new way is gotten to convert requirements to conceptual product.     

Lighting Design of Chinese Traditional Buildings and Application of New Type of Little Power LED

This paper is a part of the research on the lighting techniques of the traditional Chinese buildings in Summer Palace,Beijing,which is a sub-project of the Municipal Research Project on the Correlative Techniques for Beijing's Sustainable Development(Y0604017040391).The work,which the authors took part in,on the most representative Chinese traditional buildings in Summer Palace,is taken as a case study on lighting design and lab simulated experiments and checked by practical result,illustrating a working frame for other similar lighting design works.
