浅谈集体林改制后森林经营方案的编制

农村集体林改制分为主体改革和配套改革两部分,主体改革是将集体林划分到户,并确权发证,最终把集体所有的森林和林木改变为个人所有的过程。配套改革是在完成主体改革后,为引导林农依法有序经营森林资源而制定的政策和技术措施。森林经营方案是农村集体林配套改革的重要组成部分,是广大林农今后森林经营活动时所必须遵循的技术文件,因此,编制一部科学合理的森林经营方案,对加快林业发展,保持生态平衡,合理开发利用具有深远的现实和长远意义。     

A Spot Price Model with Var Cost

This paper has applied the var cost to the theory of spot price.An augmented Lagrange method is employed to develop the exact model of spot price of active power and reactive power,and the physical means of Lagrange multipliers are explained.The numerical examples are given to demonstrate the validity of the proposed model.     

The Evaluating Model of the BSC in the Audit of the Capacity of Sustainable Operation

With the increasingly economic competition in the World, the audit industry, numerous investors and the enterprises pay more and more attention on the audit of company's sustainable operation. In view of existing situation that the audit on the capacity of sustainable operation attach main importance to the finance of the audited company, in the result, it is difficult to recognize it completely. The model of the balanced scorecard is used, an indicator system that combine company's finance condition and non-finance condition is built in the sustainable operation audit. Basing on the way to process non-dimensional quantities of indicators, the audit use the analytic hierarchy process to determine the weights of the evaluating indicators and take the degree of gray incidence as the evaluation criteria.

消费者对安全猪肉的支付意愿及其影响因素

为了了解消费者对猪肉质量安全的态度和对安全猪肉的消费倾向,构建消费者支付意愿的理论模型,利用CVM法测算武汉市城市消费者对安全猪肉的支付意愿,通过Logit模型分析消费者对安全猪肉支付意愿的影响因素。研究表明,消费者对安全猪肉的支付溢价为30.9%,安全猪肉随机价格、消费者对猪肉质量安全的关注和信任评价对其支付意愿产生显著影响。由此,从改善消费者的信任、评价的角度提出了建议以促进武汉市生猪产业的发展。     

健全土地适度规模经营下的承包经营权流转市场

土地承包经营权流转市场的健全,是发展和完善农村家庭联产承包制、改造传统农业、构建现代农业的目标,也是提高土地产出率和劳动生产率、转移农村剩余劳动力、增加农民收入的有效途径。但目前农村土地承包经营权流转市场体制不够健全,存在着缺乏市场流转中介组织,缺乏土地的定级及价格评估机构等问题。针对存在的这些问题,本文提出了大力发展市场经济,完善农村市场经济体制,完善农村土地承包经营权流转市场以及农村土地承包经营权流转自身的法律制度等一系列的措施,达到稳妥推进适度规模经营的目的。     

Tests and analysis on energy consumption of heating ventilating and air conditioning systems in commercial buildings

Three typical commercial buildings in Chongqing, P.R. China were selected to study the actual summertime operation and energy situations of heating ventilating and air conditioning (HVAC) systems in commercial buildings. Based on tests of energy consumption of HVAC systems in these three buildings, we analyzed the electricity consumption of the main components of the air conditioning systems. The energy efficiency of the chillers and air conditioning water distribution systems were studied. The indoor thermal environment in these three buildings were also tested and discussed. It is concluded that problems exist in the air conditioning systems of commercial buildings. Among the problems are over sized system design, low equipment operating efficiencies, poor operation management, and lack of indoor temperature controls. To reduce energy consumption of HVAC systems in commercial buildings, we propose energy efficient strategies such as sizing systems based on accurate load calculation and automatic control under partial load conditions.
