农村运输安全性系统的综合分析与评价

介绍农村运输安全性系统的组成要素、特性及以系统主要素为参数的一定运输系统事故的数学模型。通过事故次数模型和质量指标评价模型的相应分析，揭示了发生事故的主要因素，提出了减少和控制事故发生的一些手段。通过实例分析。证明系统事故次数模型和质量指标评价模型是适用的。     

An Evidential Analysis on the Rural Urbanization Development in Chongqing

The rural urbanization process in Chongqing is much slower than that in other metropolitans and most of the provinces in eastern China, which can't adapt to its important function as the economic and cultural center in southwestern China.It is urgent for Chongqing to accelerate the rural urbanization for improving its whole urbanization level and speeding up its economy development to catch up with other metropolitans and some advanced provinces.Compared with the urbanization in other metropolitans and some provinces, the authors demonstrated the rural urbanization situation and its characteristics in Chongqing in details, analyzed the reasons for the poor urbanization and its influences on the social-economic development especially that in the rural area.Inferior position of Chongqing's small towns in the market competition with those from other provinces is one of the results of its poor urbanization development.At last, the authors suggested a few practical countermeasures to improve the rural urbanization in order to get a rapid and sustainable rural development and to increase the whole economic effects of the metropolitan.     

The Reformation of the Construction Employment System and Building a Harmonious Society

Construction industry is not only the pillar industry in national economy,but also the typical industry with intensive labors.As a major part of the construction industry,the Construction Employment System(CES) is an important factor of the market order,as well as the quality,the safety and the development of the industry.It is also an important part for building a harmonious society.It concerns the social harmony,political harmony,societal harmony,cultural harmony,urban-rural harmony,etc.However,at present,there are still many problems in CES that might influence the harmonious society building.This paper advises to speed up the reformation of CES,to establish and consummate the system of construction labor subcontract,to develop vigorously labor subcontract corporations,to improve the quality of the labors,to ensure the rights and interests of the labor.     

论乡村产业振兴

当前,全国上下正在全力推进乡村振兴战略的实施。乡村振兴,产业兴旺是重点。如何实现乡村产业振兴、产业兴旺,这是值得研究的紧迫而现实的重要问题。本文首先从乡村产业振兴在乡村振兴战略中的地位与作用入手分析,对新中国成立70年来中国乡村产业发展的历程进行了简要回顾,并将其划分为4个发展阶段：第一阶段：1949—1977年,传统产业缓慢发展;第二阶段：1978—2000年,乡镇企业异军突起;第三阶段：2001—2011年,新型产业不断涌现;第四阶段：2012年至今,乡村产业绿色“转型”。同时也指出了当前中国乡村产业存在的突出问题,即：产业门类少、生产规模小、产业层次浅、产业链条短、生产效率低、特色产业弱、品牌产业缺、产业环境差、产品质量低和缺乏竞争力。最后,针对上述存在的问题,提出了实施乡村振兴战略、实现乡村产业振兴要遵循的6大原则和10项具体措施,以期为推动实施乡村振兴战略做出积极贡献。     

组织农机跨区作业促进农村经济发展

从安徽省阜阳市农机跨区作业实践出发,指出农机跨区作业在促进农村经济发展中的作用,农机管理部门应努力做好信息服务、组织调度、加大监理力度等方面工作,将农机跨区作业培育成增加农民收入的一个重要途径,成为促进农村经济发展的强大动力。     

小型农村水利改革思路

在分析小型农村水利的特点和性质的基础上,理清了小型农村水利改革的思路。认为：小型农村水利具有工程小、数量多、分布面广,地位重要但易受忽视,涉及范围广、服务功能多、公用性、垄断性、群众性、政策性、公益性、系统性和整体性强,季节使用、经营管理难等特点。改革的核心要按照“谁受益,谁负担,谁投资,谁所有”的原则,组建用水合作组织,明晰所有权。改革的关键是把所有权与经营管理权分开,采用灵活多样的形式加强经营管理。改革的实质是建设与管理制度改革,不能简单理解为“产权制度改革”。     

加快洞庭湖区农机化发展 促进社会主义新农村建设

建设社会主义新农村是我党今后很长一段时期的重大历史任务。新农村建设使洞庭湖区农机化获得了发展良机,而农机化在新农村建设中的地位和作用显著,本文从湖南洞庭湖区新农村建设的要求出发,提出了大力推广水稻生产全程机械化技术,以促进洞庭湖区农村生产发展、农民生活宽裕;坚持依法行政,保障农机安全生产,以促进农村社会和谐,乡风文明;抓好农机部门自身建设,以适应社会主义新农村建设的需求等几项措施。     

Evaluating factors influencing farmers' satisfaction with their irrigation system

The logit technique is used to analyze the relationship between dichotomous reactions of satisfaction (satisfied/dissatisfied) with the irrigation system and certain independent variables. The result shows that five important variables — water availability on time, fertilizer availability, landholding size, farmers' participation in irrigation activities and location of farmland along the canal — significantly determine satisfaction.     

基于环境费用-效益分析的农村户用沼气池效益分析

利用环境经济学中环境费用-效益分析的原理和方法,对农村户用沼气池的效益进行分析和计算,并且将环境效益考虑在内进行分析,结果显示户用沼气池建设有显著的效益.     

职业教育要为新农村建设服务

推进新农村建设,必须培养大量农村实用型人才和技能型人才,普及农业先进实用技术,大力提高农民思想道德和科学文化素质,转移大量的农村剩余劳动力。文中首先分析了当前职业教育亟需解决的问题,接着提出了职业教育为“三农”服务,必须进行的几项改革,最后则提出了“职业教育为‘三农’服务要注重提高和转化并举”的措施。
