中欧农业预算比较分析

欧盟农业发展较快,一直处于世界领先行列,各项制度相对完善,农业预算发展颇具成效.中国农业预算在经济快速发展的大环境中,逐步得到了完善,但同时也暴露出一系列问题.笔者通过中欧农业预算编制、预算执行、预算监督三个方面进行比较分析,并提出对策建议.     

基于土地生态服务价值对土地生态管理的探讨

结合1996—2005年临夏回族自治州土地利用变更调查数据,采用Costanza生态系统服务价值计算方法和中国陆地生态系统单位面积服务价值表,研究了临夏州近10 a来土地利用变化对生态系统服务价值的影响,结果表明,1996—2005年临夏州生态系统服务价值总量增加了1.27亿元,土地利用类型的调整从宏观角度看是可持续发展的,其主要得益于生态退耕还林,为保证区域生态环境的稳定和不断改善,生态管理意识需加强,并针对研究区的实际情况提出了相应的土地生态管理方面的政策和建议。     

Mathematical modeling and an application of the filled function method in entomology

Macrosiphum rosae (L.) is one of the most destructive pests for Rosa damascena (Miller) when it is found in high numbers. In order to understand the population dynamics of this pest, our priority should be the determination of what extent environmental factors affect the pest population. In this study, we apply fuzzy logic modeling to visualize the population variations, which depends on the environmental factors (temperature and humidity), by using the data obtained from the field studies. After that, we determine the values of temperature and humidity that makes the number of M. rosae maximum by using the filled function method as a global optimization technique.     

Bioeconomy – an emerging meta-discourse affecting forest discourses?

The term bioeconomy and closely related notions like bio-based economy or knowledge-based bioeconomy (KBBE) are increasingly used by scientists and politicians in the last years. It does therefore have the potential of becoming an influential global discourse. Its role is however so far unclear. The general assumption that guides this paper is that discourses, resulting ideas and arguments are generally said to have performative power. They shape actors' views, influence their behaviour, impact on their beliefs and interests and can cause institutional change in a given society. Thus, the aim of this paper is twofold: first, it aims to analyse whether the ideas used in a bioeconomy discourse differs from those in other global meta-discourses of the last decades affecting forest discourses, such as the ecological modernization discourse or the sustainable development discourse. Second, this paper aims to analyse whether and how the bioeconomy discourse has started (or not) to reshape or overshadow the “classical” forest discourses, such as sustainable forest management, forest biodiversity or forest and climate change.     

营养导向型农业国内外政策规划与启示

以《“健康中国2030”规划纲要》、《国民营养计划（2017—2030年）》等国内重要政策规划提出为背景,分析我国开展营养导向型农业研究和实践的重要性。以国际组织、相关国家两个维度,梳理和分析其在营养导向型农业政策规划与计划方面的内容与特点,与中国已有的政策与实践结合,提出发展中国营养导向型农业的政策建议。分析表明,以联合国粮农组织、国际农业研究与磋商组织为代表的国际组织在营养导向型农业政策与规划中充分体现全球性与系统性;以欧盟为代表的相关国家也已将地区协同、全球协同作为营养导向型农业发展的主要方向。中国营养导向型农业的发展起步较晚,在全球一体化背景下,营养导向型农业中国政策和规划的制定需遵从国际准则并充分考虑地区乃至全球影响力的发挥;中国营养导向型农业的发展需在国家和社会、理论和实践等不同层面上形成高度统一认识;中国营养导向型农业的发展需统筹全局力量,以系统思维开展设计、实施和评估工作。     

试论科技英语的翻译与逻辑

科技英语作为英语的一个重要体系,已经深入工业生产甚至人们的日常生活。通常说来,科技英语大致可以分为以下几类:书面论文、报告、计划;信息和文件;机器的操作和使用说明;科技会议或对话中的术语;科技记录片或影片;科幻小说,等等。本文中的逻辑这个概念不仅仅是英语语法和修辞的基础,更是科技英语翻译的立足点。正确的逻辑能够产生正确的思维,而不同的语言体系包含着不同的逻辑特点。科技英语通过准确清晰的逻辑阐述客观事实。因此,对于科技英语的翻译必须依据这个立足点——逻辑。     

Fengshui forest management by the Buyi ethnic minority in China

Fengshui forests, very popular among the ethnic minorities in the rural areas in Guizhou Province of China, have spiritual symbolic meanings and are strictly managed. This paper examines the nature, history, local perceptions and management of fengshui forests in two Buyi villages in the Guizhou Province. With their long history, the fengshui forests are perceived to provide good wishes, security, unity, fortune, wealth and health to the local communities. Fengshui forests act as a form of “community based nature reserve” which maintains the health of natural forests, especially hydrological features and prevention of soil erosion. Cunguimingyue (Folk Regulation and Customs) is the primary local normative mechanism that maintains the fengshui forests in a good condition. The lessons learnt from local fengshui forest management needs to be incorporated in for contemporary China's forest policy formulation as these forests play an important role in rural livelihoods.     

一种基于负载的短信中心性能优化策略

随看短信业务的迅猛发展，短信中心的性能问题也逐渐浮出水面．在系统高负载，甚至超载下怎样保证短信中心能够正常运行并维持较好的性能成为了引人注目的焦点，本文针对其原有的按时重发策略在系统高负载时容易因为重发造成系统超载的缺点，提出了一种新的具有负载适应性的短信重发策略——基于负载的重发策略．该策略通过将系统的首次下发短信与重发短信的下发流量进行错峰，将系统下发流量控制在系统设置的阀值之内；在接近系统处理能力的高负载环境下可以有效减少拥塞的发生，从而提高短消息中心在高负载下的可靠性与性能．     

广东省林业政策若干问题探讨

在调查研究基础上，总结了广东省林业政策存在的若干问题，提出了相应对策，对市场经济条件下林业新政策框架进行了探索，旨在促进广东省林业市场化改革与可持续发展。     

会说话的石头——从城市景观中的石头看法国南部城市发展逻辑

法国南部城市有着悠久的使用石头建造城市景观和建筑的历史,石头以其稳重而灵活的特性成为构成城市意向的骨架。本文描述了法国南部城市中,石头在传统和现代景观中的存在形式,并总结了现代法国人如何用石头延续城市历史的3种方式。从中可见法国城市发展过程中的连续性逻辑,以及法国人对待历史的谦虚态度。
