This paper presents findings from a representative opinion poll among Swiss private forest owners regarding the actual and
future role of outside professional advice, training and extension services. First, the Swiss private forest owners are a
highly heterogeneous group insofar as they are difficult addressees for any form of public support and extension services.
Second, the majority of Swiss private forest owners appreciate the presently offered training facilities as well as the advisory
activities of the cantonal and communal public forest services. Third, Swiss private forest owners are open to new forms of
extension provided that such services will be custom-tailored and initiated by the advisers. Custom-tailored in this context
means that the individual demands of private forest owners need to be addressed in a differentiated manner and advice will
not be limited to the economic aspects of timber production. Local advisers from cantonal and communal forest services are
presently in a pole position for offering new forms of extension, however, there are also more opportunities for services
offered by private firms and non-governmental organisations. The broader scope for advisory and supporting activities as well
as an increasing variety of potential actors providing such services implies a change in formulating and implementing forest
policy programs at federal and cantonal levels. 相似文献
Ecologists and natural resource managers struggle to define and relate biodiversity, biocomplexity, ecological integrity, ecosystem services, and related concepts; to describe effects of disturbance dynamics on biodiversity; and to understand how biodiversity relates to resilience, resistance, and stability of ecosystems and sustainability of resource conditions. Further diversifying this “lexicon zoo” are the ecological roles of rare species and refugia, and measures of surrogates and indicators of biodiversity parameters. To impart order on this lexicon zoo, a “concept map” framework is suggested for clearly defining biodiversity parameters and related terms, relating biodiversity to ecosystem services and sustainability, describing how disturbance affects biodiversity, and identifying biodiversity parameters for management and monitoring. There are on-going reforms in the delivery of veterinary services in many developing countries, with privatization of certain veterinary activities as one of the approaches. In Jamaica, with the support of veterinarians, clinical aspects of veterinary services were privatized in 1992. In contrast, Ghanaian veterinarians are generally wary of the government's on-going privatization process. The objective of this study was to find out if perceptions of the veterinarians from these two countries on certain issues of privatization were sufficiently different to explain the willingness or reluctance to go into private practice.
The response proportions for predominantly self-administered questionnaires were 83% (121/145) and 92% (35/38) for Ghana and Jamaica, respectively. There was a very good (92%) agreement in the perceptions of veterinarians in Ghana and Jamaica on a battery of 24 responses pertaining to privatization of veterinary services. Generally, the perceptions of the veterinarians in Ghana and Jamaica were similar even though the predominant delivery systems for animal health services were different. Therefore, reasons other than those examined in this study may explain the differences in willingness to go into private practice. The need to account for these other reasons is discussed. 相似文献
