This paper presents a case study of Goulburn-Murray Water's approach to the development and implementation of its asset management program for irrigation infrastructure. The success and effectiveness of asset management is not a matter of technical aspects only, rather it depends on an integrated package of institutional, organisational, technical and financial aspects.

Customer Service Satisfaction Evaluation System and Method Viewed From Supply Chain Management

Based on experience in customer service evaluation,through the analysis of many factors affecting customer satisfaction calculation estimate, customer service evaluation rules as well as customer-oriented and supply chain partner-oriented methods are developed and discussed from the view of supply chain, besides, we construct two sets of customer satisfaction evaluation systems, in which we perform non-dimensional analysis on evaluation system to form single factor evaluation matrix after using improved AHP to determine each factor item's weighting ,utilizing fuzzy decision theory to construct evaluation model for integrated estimate. This evaluation method is scientific, round and objective with more stability and convienience in practical use.     

森林生态资产资本化运营研究综述与展望

森林生态资产资本化运营是利用市场手段保护森林资源、改善生态环境,直接或间接创造收益的经济运作过程,对于实现森林可持续经营具有重要意义。文中在界定森林生态资产资本化运营概念的基础上,从运营要素、生态补偿机制与政策工具3个视角梳理了森林生态资产资本化运营的相关文献,并对现存的问题和未来发展方向进行探讨;最后提出相关建议:重视森林生态资本由谁来运营以及运营环境和目标等方面的要素作用,调动社会资本并实施与全民参与激励相容的市场化补偿机制,实行分类补偿并探索小尺度的森林生态补偿标准与评估方法,提高政府监督管理力度并合理利用金融政策工具。

本文论述了实行国有固定资产公开化的必要性，提出只有实行国有固定资产公开化，才能避免资产的流失和私有化，提高资本利用效果，使现有的资产更好地发挥效果，从而提高企业的经济效益。     

Research on Accounting Recognition and Measurement of Forest Ecological Assets

Current accounting standards and systems do not include the accounting of forest ecological assets.With the increasing attention that people pay to forest ecological issues and the needs for accounting information disclosure,its value accounting has become a forefront issue and hot topic in the accounting profession.The profound issues about its particularities,accounting recognition and measurements are to be solved. Based on the analysis of the features of forest ecological assets and its impacts on accounting recognition and measurement,this paper proposes that accounting recognition should be based on the appraisal and a fair value model is suggested for initial and further measurement of forest ecological assets.For the fair value measurement, the appraisal techniques of non-market values should be given more consideration.And its value appraisal methods should refer to the existing mature ecological economic or environmental economic appraisal methods.     

An asset‐based approach to indigenous development in Taiwan

Numerous scholars studying community efforts to (re‐)establish autonomy have begun to focus on the importance of empowerment in the economic, political and cultural spheres. There is a growing understanding that such empowerment can be hastened by affirmative development strategies that build on community assets and capacities rather than attempting to redress – and thereby emphasising – needs or lack. Such development work reflects intertwined currents in contemporary philosophy, influenced by the thought of Friedrich Nietzsche and of Gilles Deleuze. In Taiwan, a recent resurgence in identities among marginalised aboriginal or indigenous peoples (‘Formosans’) has been accompanied by novel approaches to development. This discussion heuristically employs a set of development theories that are essentially variants of ‘asset‐based community development’ (ABCD) to suggest that a focus on affirmation and empowerment has been and can be a key to success in Formosan development initiatives. The paper presents the results of qualitative field research, illuminating three case studies of Formosan development – in Tsou, Tayal and Taroko territories. It argues that Formosan development will benefit from a focus on community capacity, political empowerment and social as well as physical assets, and that to an important degree this has already happened in some communities.     

Research on Mapping Method of Customer Need Information in Product Family Improvement

Aiming at ensuring that product family improvement is based on customer needs while taking full advantage of enterprise history database, firstly, customer needs in the product family improvement are expressed. Then a method of realizing the mapping of customer needs to functional requirements is presented, which is based on quality function development and association rule mining. Finally, an example illustrates the good application of the method.
