Some Ideas on Reconstruction of Villages inside the City

In this paper, the historical reasons of formation of the village inside the city are analyzed. It is indicated that such situation for the villages inside the city are the result of joint action of both the villagers and the government. The foundation of villages inside the city laid on the simple compensation for farmers in confiscating the rural land and lack of intelligence aids. In this paper, the ideas and measures for their reconstruction are put forward based on consideration of the reasons of their formation and difficulties in the reconstruction.     

The River Wadu role play — ten years experience

This paper describes a role playing planning exercise that has been used for training agriculturists, engineers and agricultural economists for more than ten years. It sets out the objectives and key features of the exercise and the experience that has been gained in its use. The exercise has been found to successfully test and integrate subject matter expertise acquired from formal teaching. It also highlights the multiple and often conflicting objectives of irrigation planning, and the need for full evaluation of alternatives and sound technical judgements under conditions of inadequate data and time pressure. The exercise is also successful in developing professional personal skills such as group working, interviewing and presentation, and is recommended as an effective training aid.     

A postscript: Macroeconomics and structural adjustment — the minimum for water sector specialists

The need for a grasp of macroeconomic concepts and methods for microeconomists and technical specialists is stressed. At this juncture policy failure is commonplace. Experience in using the World Bank Structural Adjustment in Lowinca as a training exercise is discussed.

Visits to the U.S. Bureau of Reclamation from South Asia and the Middle East, 1946–1990: An indicator of changing international programs and politics

International study programs have contributed to the diffusion of modern irrigation technologies, approaches, and problems. But the patterns and processes of international travel have received little attention to date. This paper examines foreign visits to the US Bureau of Reclamation (USBR) from South Asia and the Middle East from 1946 to 1990. Using data from the Foreign Activities Branch of the USBR, we compare the participation rates from 16 countries in South Asia and the Middle East. India, Turkey, and Egypt had the highest rates of participation, followed by Pakistan, Iran, and Israel. The frequency of visits is influenced by political, economic, cultural, and institutional factors. But the most important factors appear to be foreign relations and geopolitics. Given the problems faced by national irrigation bureaucracies around the world, there is a need to focus more directly on political factors than in the past.
