高标准基本农田建设潜力及区域分布研究——以延边州为例

从确定延边州高标准基本农田建设潜力及区域分布的角度出发,构建包含自然地理条件、土地利用状况、粮食生产能力、基础设施条件以及区域发展条件5个方面、14个指标的评价体系,将基本农田按照基本具备高标准条件、稍加整治和需全面整治3类区域进行划分,为延边州科学规划、高效建设高标准基本农田提供依据。结果表明,基本具备高标准条件的基本农田建设条件较好,共31 359.67 hm~2,分布在敦化市和安图县;稍加整治的基本农田存在一些不足,面积为70 093.97 hm~2,主要分布在敦化市、安图县、延吉市等县市;需全面整治的基本农田则应在田、水、路、林、村等多个方面进行全面整治,面积共197932.92 hm~2,在全州广泛分布。     

针对农林学院基础化学课程教学的思考与探索

针对不同专业,对基础化学课程教材的选择、教学方法的更新、教学思维的转化、教学班级的整合及期末的考评等方面进行改革与探索,构建具有针对性和实效性的基础化学课程教学模式。     

农民工医疗保险参保意愿及影响因素分析

通过对重庆农民工调查数据的实证分析,研究影响农民工参加城镇基本医疗保险意愿的因素。结果表明:影响最为明显的是农民工所在的单位性质,国有企事业单位、三资(外资)企业的农民工更愿意参加城镇基本医疗保险;年龄越大、文化程度越高、对医疗保险政策了解越多的农民工参加城镇基本医疗保险的意愿更强烈。分析还发现,重庆籍的农民工比外地农民工更愿意参加重庆城镇职工基本医疗保险。     

基于空间数据的丁庄镇土地管理系统的设计与开发

本文以山东省广饶县丁庄镇的国土资源管理为例,针对村镇土地资源管理的特点进行了充分的调研和需求分析,详细研究了村镇土地资源管理系统包含的主要内容。在此基础上,首先对丁庄镇土地资源管理系统进行了总体设计,深入探讨了村镇土地资源管理信息系统各模块的主要功能和系统界面设计需要遵循的主要原则。然后,利用丁庄镇的空间数据和属性数据建立了丁庄镇的空间数据库和属性数据库,研发了丁庄镇地理信息系统平台。在该地理信息平台上,运用丁庄镇国土资源有关数据和组件式二次开发技术,研究开发了基于空间数据的村镇土地资源管理信息系统。本系统具有土地利用规划、基本农田管理、建设用地管理、土地调查和土地登记等功能。实现了村镇一级基本农田管理到田块、图查属性和属性查图等功能。     

“三农”与“三牧”政策对比：基于中央一号文件的分析

基于中央一号文件分析,对＂三农＂与＂三牧＂政策进行了对比,对我国牧区的现实存在的问题进行了分析,＂三牧＂政策的制定要根据现实的社会客观状态,不能仅仅理解为把＂三牧＂问题的解决就是对＂三农＂政策在草原上的一个翻版,为政策的制定提供现实依据与参考。     

中国粮食生产政策体系现状及完善建议

粮食安全是关系国计民生的重要问题,历来受到中国政府的重视。为了从根本上保障粮食供给,夯实国家粮食安全的基础,中国制定了一系列确保和促进粮食生产政策。深入分析了目前中国包括粮食补贴政策、粮食价格政策、产粮大县奖励政策、农业保险政策、土地政策和税费改革等在内的粮食生产政策体系及其实施效果,并通过与发达国家粮食生产政策体系对比研究,提出完善中国粮食生产政策体系的建议:完善粮食补贴政策、改进粮食最低收购价及粮食存储政策、建立健全政策性农业保险制度、强化粮食产销区的利益协调和优化粮食市场调控机制。     

Regional inequality: An analysis under the core–peripheral model

Desmet, Gumpert, and Ort?n have analyzed regional development using the Ricardian model or the Heckscher–Ohlin theorem. However, aspects such as consideration of combined wages, substitution elasticities, marginal costs, fixed costs, and number of companies were completely ignored. This study investigates the underdevelopment of regions in light of Krugman`s core–peripheral model. The extension of the model is intended to analyze the aspects that have so far been ignored and their influence on the benefits of the two regions. The following aspects characterize the model. Two regions with two sectors are considered for the model. The regions are characterized by different technological equipment. The first region is industrial. The second region has an agricultural character. When a new technology is available, both regions can benefit under certain conditions. The financial transfers lead to a convergence of wages.

Reflections on the influence of a synthesis of circle‐hook evidence on the angling community and conservation policy and practice

1. Understanding how different forms of environmental evidence inform the actions of different stakeholders is useful to improve how we share knowledge with knowledge users. Reflections on a literature review that we published in 2004 on circle hooks as a tool for fish conservation in the recreational fishing sector identified a number of ways in which that synthesis was influential.
2. The article has had direct influence on policy and regulations in a number of countries, but there were even more examples of where the article has been used to influence voluntary guidelines. The article also contributed to formally defining circle hooks, which was necessary from a regulatory and enforcement perspective.
3. The recreational fishing community has also embraced the work, with numerous angling articles based on the literature review appearing in the media and with some angler organizations pushing for the adoption of circle hooks. The fishing tackle industry has also responded with evidence that circle hooks are now more widely available in stores with more hook design options to suit diverse recreational fisheries. In addition, the influence of the article has extended beyond the recreational sector to commercial fishery issues that span several taxa. The research agenda from the article helped to direct research for more than a decade and has since been updated.
4. Overall, this review was timely in that it provided various knowledge users with credible information synthesized in a thoughtful manner at a time when there was interest and need in exploring circle hooks as a tool to enhance the conservation of angled fish. Although this was not a systematic review, it still served as a form of evidence synthesis that gave diverse knowledge users information to guide them in their decisions.
