用层次分析法决策喷灌规划设计方案

在喷灌工程规划设计过程中,正确地选用规划设计方案,实际是一个综合分析决策的过程。主要应考虑的因素中,有些可定量,有些则是无法定量的。如何对非定量因素作定量分析,进而对整个喷灌规划设计方案作出评价决策,层次分析法是解决这类问题简洁、有效、实用的方法。     

Some Ideas on Reconstruction of Villages inside the City

In this paper, the historical reasons of formation of the village inside the city are analyzed. It is indicated that such situation for the villages inside the city are the result of joint action of both the villagers and the government. The foundation of villages inside the city laid on the simple compensation for farmers in confiscating the rural land and lack of intelligence aids. In this paper, the ideas and measures for their reconstruction are put forward based on consideration of the reasons of their formation and difficulties in the reconstruction.     

Harmonic Analysis and Suppression of High-frequency Welding Devices

This paper analyzes the structure and line current waveform of 3-phase AC voltage regulation circuit. As an application of 3-phase AC voltage regulation circuit, a high-frequency welding device's simulation model and harmonic analysis of line current are presented. Results of simulation are compared to field measurements. The two are in a good agreement, so this simulation model is correct. Two single-tuning filters and one second-order HPF are designed according to the device's harmonic condition. Simulation results of the circuit with filters indicate decrease of the harmonics in current of power supply, and the waveform is close to sinusoidal wave, which prove correctness of the solution to harmonics pollution.

In view of the complication of compreliensive evaluation to development projectplanning alternatives,an AHP model for comprehensive evaluation to the alternatives is advanced,the way of determinating the weight of each index affecting the aIternatives' quality is expounded,and the general methods of evaluating the alternatives with the indexes are given.     

Water Pricing and Sustainability of Self-Governing Irrigation Schemes

The sustainability of self-governingirrigation schemes is currently underpressure in many countries as publicfinancial support is decreasing.Furthermore, growing global concernregarding water scarcity means thatefficient water use is essential.Theoretically the choice and implementationof a water-pricing system should play acentral role in achieving this objective,both by recovering water costs and byencouraging farmers to adopt more efficientbehaviour. In the Senegal River Delta newlyestablished water users associations (WUAs)have chosen low water charges, which areaffordable for the majority of farmers butwhich underestimate long-term maintenancecosts. Combined with the difficulty ofcollecting and managing farmers' fees, thischoice has drawn them into a vicious circleleading to scheme deterioration and poorwater service. New alternatives have beendiscussed with them using a simulation toolthat takes into account both the watercosts and the farmers' incomes. Comparedwith the present fixed water charge basedonly on cultivated land, a two-part optionbased both on equipped and irrigated areasensures the recovery of fixed expenses suchas maintenance, while encouraging farmersto intensify their farming systems byadopting double cropping. Neverthelesschoosing a relevant water charge does notensure by itself the sustainability of anirrigation scheme. Combined supportproviding WUAS and farmers with efficientadvice regarding management andorganisational skills should alsocontribute significantly to achieve thisprime objective.     

梯级水电站补偿效益分摊方法研究

为了真实地体现梯级水电站的补偿效益，从分析影响梯级水电站补偿效益分摊的主要因素入手，提出了几种单因子分摊方法、综合分析法以及模糊综合评判法，建立了分摊数学模型，以汉江支流岚河梯级补偿效益分摊为例，将不同方法计算结果进行对比，提出了不同条件下梯级水电站补偿效益的合理分摊方法。

为解决中国农业长期粗放经营问题,研究中国耕地与生态文明协同保护体系,采用文献研究法和归纳演绎法,分析东亚地区代表国家环境保全型农业下的耕地农业协同体系。研究表明,日本的耕地农业环境保护支付制度、生态补偿市场认证体系、耕地农业法律制度保障,是建立在生态补偿原则上,经过实践检验行之有效的,能够提升市场参与度及农民自主性投入的耕地生态协同保护措施。中国在推广耕地合理利用实践方面做出了不懈努力,但是在建立耕地生态协同保护的休耕制度、因地制宜建立生态补偿体系、加快推进耕地生态协同保护专项基金的设立等方面还需进一步坚持和完善。     

南水北调中线工程生态补偿计算研究

跨流域调水生态补偿的计算方法和考虑因素直接影响着受水区在调水工作中的参与热情.本研究以南水北调陕西汉中、安康、商洛水源区及京、津、冀、豫受水区为研究区,在考虑水源区水土保持建设、受水区水市场情况、水源区水资源价值、水源区排污权损失价值基础上,加入未来水资源调度机会成本、市民意愿支付差价占比及意愿支付补偿额占比,重新计算生态补偿总量.得陕西水源区当前可计算的受水区补偿额为62.42亿元/年.为发展中南水北调中线工程生态补偿计算提供新的计算思路和方法.
