Strategic Approaches for Implementing International Cooperation in Industrialised Housing in Chongqing

The paper deals with the concept of housing industrialisation, the importance of promoting industrialised housing in Chongqing. It analyses the current condition and the possible implementation approaches for developing industrialised housing in Chongqing. It addresses the aim, objectives, suggested organisation structure and the rules and responsibilities of each party in this project. The paper also mentions the importance for international cooperation and what overseas participants can offer for this project.     

Accessing genetic resources: international law establishes multilateral system

The International Treaty on Plant Genetic Resources for Food and Agriculture is rapidly gathering sufficient ratifications to become international law. Once it enters into force, it will define the rules for access and benefit-sharing associated with most genetic resources of major food crops. This paper explains how the new Multilateral System established by the Treaty will work, and points out a number of ambiguities and problems in the text. Despite these shortcomings, the Treaty provides the international community of researchers, plant breeders, and farmers with an opportunity to foster cooperation and further the conservation and use of plant genetic resources.

Distribution, habitat and biomass of Pittosporum undulatum, the most important woody plant invader in the Azores Archipelago

Pittosporum undulatum Ventenat (Pittosporaceae) is a tree or shrub native to Australia introduced in the Azores Islands in the 19th century, presently naturalized in the nine islands. According to a random survey of vascular plants in the Azores, the invader is present throughout the archipelago, in 62% of 547 1-km² samples. It was found in pure or mixed stands, forming groups and also as isolated trees. P. undulatum was frequently found in native scrubland (62%), mixed woodland (39%) and hedgerows (25%). The altitudinal range extended from sea level up to about 800 m a.s.l., with the highest frequency between 100 and 400 m. The woody species more strongly associated with P. undulatum included characteristic native and endemic species as well as non-indigenous and invasive taxa. Based on a forest inventory, 49% of the forested area in the Azores, about 24,000 ha, is occupied by P. undulatum. Considerable areas inside Island Natural Parks are covered by this species. The estimated annual P. undulatum biomass production in the Azores might range from only about 150 Mg in the small island of Corvo up to more than 60,000 Mg in Pico Island. The heating value of its wood and its chemical composition make it a good candidate for use in combustion or gasification processes. Since there are no resources available to control this large-scale invasion, using P. undulatum biomass for energy production might be an important factor to stimulate the progressive and sustainable cutting of its stands and its replacement by Macaronesian species.     

农村环境污染防治体系创新研究——兼论农村环境污染防治四方合作共赢模式的构建

日趋恶化的农村环境污染问题,已经成为社会主义新农村建设不可回避的一个重大课题。导致农村环境污染问题日趋恶化的原因是多方面的,但无论是＂市场失灵＂,亦或＂政府失灵＂,还是科学技术与教育文化方面存在的问题,在本质上,都是一系列具体制度及其运行机制设计、安排的＂失灵＂。因此,对现有的农村环境污染防治体系进行完善与创新,构建一个为政府、企业、公众和社会组织四方合作共赢的结构化制度安排,就成为当下必然的选择。     

加强合作与创新 为建设现代农业提供科技支撑

改革开放以来中国农业取得了巨大成就，科技进步发挥了极为重要的作用。进入新时期以后，农业发展面临人多地少、人均资源量少、地区经济发展不平衡、农业资源退化和生态环境恶化加重等一系列问题，必须大力加强农业科研单位合作与创新，推进农业自主科技创新，为建设新农村和加快建设现代农业提供科技支撑。     

对我国农民经济合作组织法中若干问题的探讨

新出台的《农民专业合作社法》规定了农民专业经济合作组织在市场经济中的行为,促进了农村经济走向规范化和法制化。但关于农民经济合作组织为何种法人,排除农民金融合作组织于合作领域之外是否合理,合作社的投资方式以及政府在这些关系中的定位等问题还存在一定的缺陷,须立法加以完善,文章对以上问题作了相关思考。     

园艺专业“校中厂”实训基地功能实现的实践与模式探讨

该研究以揭阳职业技术学院园艺专业"校中厂"的建设实践为例,从教学实训功能、生产经营功能、技术研发功能,以及社会服务、技能考证功能方面对"校中厂"实训基地给予功能定位。围绕实训基地的功能目标,结合学院现状,探讨了"校中厂"实训基地功能实现的实践问题,强调通过教学实践培养合格人才,在互惠互利的前提下使企业生产经营步入良性循环,积极开展社会服务,并且围绕产业发展提升科技水平。在此基础上,总结出"校中厂"功能实现的模式,如以企业为主体的校企高度融合的模式、围绕产品生产为主导的产学高度融合的教学模式、以推动产业发展为目的的服务社会和科技开发模式。     

台湾地区农民专业合作组织的发展及其对福建的启示

台湾地区在农业产业化过程中,通过转变农业经营模式,扩大了经营规模,使农业经营走向企业化和专业化。通过发展农民专业合作组织,降低了农民在市场竞争中的风险,提高了农民的谈判地位和利益保护能力,最终达到了增加农民收入的目的。福建与台湾地区具有“五缘”（地缘相近、血缘相亲、文缘相承、商缘相连、法缘相循）的独特优势,在福建省委提出建设海峡西岸经济区的战略构想和闽台农业试验区扩大到全省的背景下,两岸农业合作的平台更加广大,台湾地区发展农民专业合作组织的做法对福建发展农民专业合作组织更加具有借鉴意义。     

高新技术企业协作研发的博弈分析

研究了高新技术企业在协作研发、研发费用支出和产品市场竞争三个方面的三阶段博弈．认为企业间是否开展协作研发取决于其研发收益，当协作研发收益大于竞争研发收益时，企业才会有动机开展协作研发．同时模型中还引入了研发溢出参数、产品的替代系数、研发路径等因素对企业开展协作研发的影响．最后分析了协作研发博弈对我国高新技术企业开展协作研发的启示．
