The purpose of this article is to illustrate the importance of socio-cultural factors in risk management and the need to incorporate these factors in a standard, internationally recognized (WTO) framework. This was achieved by analysing the relevance of these factors in three cases. It can be concluded that the pre-eminent role of science in food-related regulatory decisions is debatable. At a risk management level, other factors, such as cultural, social, or economic issues, are often more important than scientific advice in determining policy. There is a need for transparency at an international level as trade barriers are gradually being removed and these other factors are becoming more apparent. Therefore it is important that all the factors implicated in the food safety policy-making process are recognized in a standard framework.  相似文献

Urban wastewater is increasingly used for agricultural production, particularly in those areas where access to fresh water resources is limiting. Depending on the prevailing institutional arrangements, this agricultural use is planned or unplanned. If planned, a general policy is to minimise health risks and environmental pollution, leading to an often centralised collection of the city’s sewage, followed by primary, secondary and further treatment until the prevalent discharge effluent use standards are met. If society can afford them, advanced treatment technologies are installed, backed by a well functioning institutional infrastructure. In contrast, in less prosperous countries the agricultural use of wastewater is driven by the high needs for water and the absence of affordable fresh water resources along with insufficient financial means to construct treatment systems and distribution networks that comply with the official regulations. Combined with a poor institutional framework, this results in unplanned and unguided direct or indirect use of raw, partially treated or diluted wastewater. In an effort to mitigate health and environmental problems, we propose using a reverse water chain design approach, in which the ultimate fate of the water is the basis for the design of conveyance and treatment facilities.  相似文献

Disease outbreaks, associated with ixodid ticks, among cows on a dairy farm in Friesland, in the north of the Netherlands, were monitored during the summers of 1996, 1997, and 1998. The most important symptoms were a sudden drop in milk yield, fever, apathy, and problems with locomotion. The diagnosis 'tick-borne fever' was confirmed by finding Ehrlichia phagocytophila inclusion bodies in neutrophils of blood smears from sick animals. Significant economic losses due to the disease were recorded each year. Borrelia burgdorferi, although transmitted by the same tick, did not seem to be involved. Further research on tick-borne fever is of particular relevance in connection with recent E. phagocytophila cases diagnosed in dogs and in a human patient in the Netherlands.  相似文献

A total of 60 food samples commonly consumed in China were analyzed for phytate using the anion-exchange method and for calcium, iron, and zinc using atomic absorption spectrophotometry. The foods analyzed included those based on cereal grains and soybean. Phytate contents expressed on a wet weight basis ranged from 0 for foods made from starches to 1878 mg/100 g for dried stick-shaped soybean milk film. The calcium contents were between 2.08 mg/100 g for ground corn and 760.67 mg/100 g for diced fried soybean curd. The lowest values of iron and zinc were 0.04 mg/100 g for Panjin pearl rice cooked with discarding extra water and 0.08 mg/100 g for potato and bean starches, while the highest values of iron and zinc were observed in dried stick-shaped soybean milk film. Although many foods were relatively rich in calcium, zinc, and iron, many also contained a higher level of phytate. Of the 60 food samples, 34 foods had a phytate/calcium molar ratio >0.24, 53 foods had a phytate/iron molar ratio >1, 31 foods had a phytate/zinc molar ratio >15, and only 7 foods had a phytate x calcium/zinc >200. Phytate in foods impair the bioavailability of calcium, iron, and zinc, which to some extent depends upon food processing and cooking methods.  相似文献

In managing risks associated with the human consumption of honey, all sectors of the production chain must be considered, including the primary production phase. Although the introduction of the Hazard Analysis Critical Control Point (HACCP) system has not been made compulsory for purposes of quality and safety control in farming operations, European legislation makes many references to the key role of primary production in food safety management and the HACCP system has been indicated as the preferred tool to ensure that consumers are provided with safe foods. This article describes a systematic HACCP-based approach to identifying, preventing and controlling food safety hazards occurring in primary apicultural production. This approach serves as a useful tool for beekeepers, food business operators, veterinary advisors, and for Food and Veterinary Official Control Bodies in their planning and conducting of audits and for establishing priorities for the evaluation of training programmes in the apicultural sector.  相似文献

The role of seed producer cooperatives (SPCs) in the Ethiopian seed sector and their contribution to seed supply improvement have received attention from researchers, policymakers, and development partners. However, limited work has been done in reviewing and documenting their involvement in the seed sector development. In this paper, we review and discuss the SPCs in the Ethiopian seed sector. Specifically, we reflect on the contribution of SPCs to improving seed availability and access in the country. The current liberal market system of Ethiopia creates new opportunities for growth as successful enterprises, but also brings new challenges, such as more intense competition for smallholder producers. The government policy encourages SPCs to engage in seed business. We draw on scientific literature, reports, white papers, project documents, and websites. The review reveals that the seed sector in Ethiopia consists of three seed systems: formal, informal, and intermediary seed systems. Each seed system has a specific contribution to the delivery of seed to farmers, but they vary in their approach and respective strategies. The SPCs are categorized in the intermediary seed system because they have features of both formal and informal seed systems. They play a key role in meeting seed demand and contribute greatly to seed supply improvement through high-volume production of seed, crop, and variety diversification, and seed delivery to farmers. They produce and market the seed through various market channels, including direct sales to farmers, sales through contractual agreement, and sales directly to institutional buyers. Their contribution to improving the seed supply and seed security has received considerable recognition by policymakers and development practitioners. Therefore, government and development partners should support and strengthen SPCs to maximize their success in the seed business and their contribution to improving the seed supply in Ethiopia.  相似文献

OBJECTIVE: To assess blood oxygen binding in calves with diarrhea. ANIMALS: 22 dairy and 26 double-muscled calves with diarrhea, 31 healthy dairy calves and 37 healthy double-muscled calves. PROCEDURE: Severity of disease, including the ability of affected calves to stand, was evaluated. Hydration and signs of depression were scored. Venous and arterial blood samples were collected, and 2,3-diphosphoglycerate, ATP, chloride, inorganic phosphate, lactate, pyruvate, total protein, albumin, and hemoglobin concentrations, and Hct, pH, Pco2, and PO2 were determined. Oxygen equilibrium curves (OEC) were constructed under standard conditions, and oxygen extraction ratios were calculated. RESULTS: Recumbent calves of both breed-types were more dehydrated and had more severe signs of depression than ambulatory affected calves. In both breed-types, hemoglobin oxygen affinity was increased in calves with diarrhea, compared with healthy calves, as indicated by a decrease in standard partial oxygen pressure (P50). Diarrhea induced hypocapnia and hypothermia in the most severely affected calves, which counteracted the acidosis-induced right shift in arterial and venous OEC. Arterial and venous P50 were significantly less in double-muscled calves with diarrhea than healthy calves, whereas P50 for affected dairy calves were similar to those of healthy calves. Except in the most severely affected dairy calves, oxygen extraction ratio was significantly less in calves with diarrhea, compared with healthy calves. CONCLUSIONS AND CLINICAL RELEVANCE: Release of oxygen from blood may be impaired in calves with diarrhea, depending on the effect of the disease on certain blood biochemical variables.  相似文献

Hyalomma anatolicum anatolicum engorged nymphs and flat adults were collected from two areas in northern Sudan. Various developing stages of Trypanosoma theileri-like flagellates were observed in the engorged nymphs, freshly moulted adults and mature adults partially engorged on rabbits. When these ticks were applied to two calves, one calf became infected with the trypanosome. The parasites were observed for one day in the enlarged lymph node nearest to the tick-feeding site 5 days after the tick application. Subsequently the trypanosomes were re-isolated in vitro from the infected calf. Inoculation of a ground-up tick supernatant suspension from the infected batch of ticks containing 10(4) trypanosomes into a calf did not produce a patent infection.  相似文献
