种子行政执法自由裁量权行使之法律思考

国务院《全面推进依法行政实施纲要》明确规定了依法行政的基本要求，即合法行政、合理行政、程序正当、高效便民、诚实守信、权责统一。依法行政的本质是依法规范、约束行政权力，以防止行政职权的任意扩张或被滥用。合理行政在依法行政诸多要求中处于十分突出的重要地位，而在行政执法过程中其重要的一点就是如何正确行使自由裁量权问题。     

Hydrolysis and Condensation of Silane Agent for Metallic Surface Treatment

Novel surface treatment technique by silane film is developing for metallic anti corrosion and coat improvement. The key points, hydrolysis and condensation, for the stability of the Silane agent(SA) solution is investigated, and the effective factors of stability for silane agent solution and the relative rule are discussed. It is found that stability of SA solution is related to the temperature, pH, solvents, SA concentration and additive by studying the state of the solution and the conductivity-time curve of SA solution. Meanwhile, controlling factors and improving methods for SA stability are proposed to guide the practical application of metallic surface anti-corrosion treatment by SA.     

A Method for State Diagnosis of Grounding Grid

This paper discuses the method with which the corrosion of the grounding grid can be diagnosed .A grounding grid can handled as a circuit network. With the application of circuit network graph theory and the fault diagnosis theory of analog circuit and optimization, the fault diagnosis equations can be set up. This equations is figured out by Matlab, and the corrosion status of the grounding grid can be deduced from the result.     

Analysis of Causes and Impacts of Soft Budget Constraints of Enterprises Based on Dynamic Game for Three Players

This paper researches the behavior difference among government,banks and enterprises and how it affects soft budget constraints of enterprises and non-performing loans of banks based with dynamic game.The game model suggests that government will give banks some assistance and let them refinance enterprises,especially government has strong(incentive) to sustain SOEs in China's transitional economy.Banks will do it if the assistance from government is more than the loss from refinance enterprises.In addition the value of liquidation of enterprises and the new loans affect banks' refinancing old enterprises.

加入WTO对于我国农业及其生产力水平重要标志的农业机械化来说，是风险与利益并存、挑战与机遇同在。因此把握好“入世”的机遇，努力创造有利于农业机械化发展的环境条件，迅速提高我国农业牛产力水平，是我国农机化发展的重要基础，也是奠定我国农业国际竞争力的重要基础．     

烟气脱硫泵在我国农村小火电厂应用探讨

通过对目前我国农村现有的小火电厂现状进行分析,找出其落后原因以及对环境造成污染的因素.结合目前国家相关政策,对火电厂进行烟气脱硫改造,并通过对烟气脱硫泵发展和结构的研究,指出烟气脱硫泵在农村小火电厂技术改造中占有重要作用.     

3个草莓品种在辽阳地区温室栽培比较试验

为优化辽阳地区温室栽培草莓品种,笔者于2018年8月在辽阳县亚新农业合作社进行'香野'红颜'甜查理'温室栽培试验.结果表明,新品种'香野'果实甘甜爽口、香味浓郁、口感好、可溶性固形物含量高、抗病性强,是一个早熟、高产、优质的草莓新品种,可作为'甜查理'的替代品种在辽宁辽阳地区种植.     

海马病原菌的分离鉴定及其对抗生素敏感性的研究

从患病海马Hippocampus kelloggi体内分离到3株菌株,用分离菌株的纯培养物感染健康海马,48 h内海马全部发病,其临床症状与原患病海马相似,经形态学、生化和室内感染试验,鉴定该菌株为副溶血弧菌Vibrio parahem olyticus。药敏试验结果表明,所分离菌株对链霉素、利福平、卡那霉素、环丙沙星、氟派酸、四环素、复达欣、菌必治、奈定酸等抗菌药表现为高敏感性;对红霉素、新霉素、先锋霉素Ⅵ、强力霉素、新生霉素、头孢呋肟、呋喃妥因等药物敏感性较高;对氨苄青霉素、羟苄青霉素、头孢氨苄、林可霉素等药物敏感性较差。     

气候变化对临沂冬小麦主要生育期的影响及适播期研究

为了研究气候变化对临沂市冬小麦生产的影响,确定合理播期和适宜的田间管理措施。利用2001—2021年临沂市气象资料和农业农村部门苗情调查数据,同时参考1962—2000年临沂市历史天气数据,采用线性趋势性预测对小麦生育期温度、积温以及主要生育期日期和持续时间进行变化规律分析。结果表明:临沂市冬小麦适播期和各生育期均对气候变化发生了不同的响应,适播期为10月8—19日,最佳播期为10月11—14日;分蘖期出现反复降温频率变高,促进了小麦冬前抗寒锻炼,利于形成壮苗;冬前积温增多和越冬期延迟,间接推迟了适播期,为上一季玉米晚收创造了条件;返青大幅提前和返青后积温显著增加,大幅缩短了小麦停止生长和越冬时间,增加了冬小麦实际生长时间,有利于冬小麦苗情转化;拔节期大幅提前,使小麦更容易遭受晚霜冻(冷)害和倒春寒;4月和5月温度下降为小麦抽穗、扬花、灌浆提供了更好的气候条件,特别是5月温度下降既减少了干热风的发生机率又利于小麦后期灌浆。确定了临沂市冬小麦适播期,为小麦全生育期田间管理和高产栽培提供了依据。     

Decreasing detection frequency of MITE(MCLas-A) in the population of ‘Candidatus Liberibacter asiaticus' recently collected in southern China

An active miniature inverted-repeat transposable element(MITE), MCLas-A, was previously identified from ‘Candidatus Liberibacter asiaticus' known to be associated with citrus Huanglongbing(HLB, yellow shoot disease). To explore the recent transposition status of MCLas-A, 389 ‘Ca. L. asiaticus' strains collected from nine regions in China were amplified using a specific primer set and three representative ‘Ca. L. asiaticus' strains were analyzed by next-generation sequencing(NGS) approach. PCR and genomic analysis showed that the entire MCLas-A was only present in 1.80%(7/389) and the jumping-out type of the MITE was predominant(81.23%) in samples tested, suggesting high frequency transposition occurred in ‘Ca. L. asiaticus' strains recently collected from China. Biological roles of transposition of the active MITE remain to be determined.
