The value of environmental regulation through command and control measures has been questioned because of inflexibility and high cost. Voluntary environmental initiatives have been proposed as an alternative approach to save costs, overcome problems of inadequate enforcement and monitoring and to take advantage of the environmental leadership of transnational corporations (TNCs). Amongst voluntary environmental initiatives certified environmental management system standards have so far had most impact in Singapore and the rest of Southeast Asia. This paper investigates the environmental policy statements of 52 ISO14001 certified organisations in Singapore and shows that the environmental commitments being made are no substitute for traditional environmental regulations.  相似文献

Surplus production modelling has a long history as a method for managing data‐limited fish stocks. Recent advancements have cast surplus production models as state‐space models that separate random variability of stock dynamics from error in observed indices of biomass. We present a stochastic surplus production model in continuous time (SPiCT), which in addition to stock dynamics also models the dynamics of the fisheries. This enables error in the catch process to be reflected in the uncertainty of estimated model parameters and management quantities. Benefits of the continuous‐time state‐space model formulation include the ability to provide estimates of exploitable biomass and fishing mortality at any point in time from data sampled at arbitrary and possibly irregular intervals. We show in a simulation that the ability to analyse subannual data can increase the effective sample size and improve estimation of reference points relative to discrete‐time analysis of aggregated annual data. Finally, subannual data from five North Sea stocks are analysed with particular focus on using residual analysis to diagnose model insufficiencies and identify necessary model extensions such as robust estimation and incorporation of seasonality. We argue that including all known sources of uncertainty, propagation of that uncertainty to reference points and checking of model assumptions using residuals are critical prerequisites to rigorous fish stock management based on surplus production models.  相似文献

Six cannulated Salers steers (305 +/- 17 kg initial BW) were used in a double 3 x 3 Latin square design to compare the effects of the nature of the cereal (wheat vs corn) and the corn genotype (dent vs flint) on rate, site, and extent of digestion of high-concentrate diets. The cereals were coarsely cracked, and the diets were balanced to have the same percentage of starch (47.7 +/- 2.3%) and CP (14.6 +/- .7%). Differences in ruminal starch digestion were observed between wheat- and corn-based diets (86.6 vs 47.8%; P < .001) and between corn genotypes (60.8 vs 34.8% for dent and flint corns; P < .001). For flint corn, more than half the starch was digested in the hindgut. Total tract digestion of starch was greater (P < .001) by steers fed wheat than by those fed corn and did not differ (P > .1) between the two corn genotypes. Ruminal mean pH (P < .01) was lower and total VFA concentration (P < .1) was higher for wheat- than for corn-based diets. Ruminal acetate:propionate tended to increase with the decrease in the amount of starch degraded in the rumen, but differences were not significant (P > .1). When wheat replaced corn, nonammonia, nonmicrobial N duodenal flow decreased (P < .01), and microbial duodenal flow increased (P < .05), so there were no differences in the duodenal flow of nonammonia N duodenal flow (P > .1). The lower nonammonia N duodenal flow for the dent corn- than for the flint corn-based diet (P < .05) was related to a lower passage of nonammonia, nonmicrobial N into the duodenum. Efficiency of microbial protein synthesis was inversely correlated with the amount of starch degraded in the rumen. Nature of the cereal, wheat vs corn, and genotype of the corn, dent vs flint, alter the site and extent of starch digestion.  相似文献

Land use changes operate at different scales. They trigger a cascade of effects that simultaneously modify the composition or structure of the landscape and of the local vegetation. Mobil animals, and birds in particular, can respond quickly to such multi-scalar changes. We took advantage of a long term study on the response of songbirds to land-use changes on four Mediterranean islands in Corsica and Sardinia to explore the benefits of a multi-scale analysis of the relationships between songbird distribution, vegetation structure and landscape dynamics. Field data and aerial photographs were used to describe the vegetation at three different scales. Birds were censused by point counts. We used statistical variance decomposition to study how bird distribution and vegetation at various scales were linked. We analysed multi-scale vegetation changes (floristic composition, plot vegetation type, and landscape structure) and their consequences on bird distribution with multivariate and non-parametrical tests. The distribution of most species was linked to at least two spatial scales. The weight of a given scale was consistent with life-history traits for species whose biology was well-known. In the examples studied, vegetation composition, vegetation type and landscape changes that resulted from land abandonment negatively affected birds depending on open or heterogeneous areas. Our results emphasize that multi-scale analyses can greatly enhance our understanding of bird distribution and of their changes. Management of these populations should take into account measures at various spatial scales depending on the sensitivity of the species.  相似文献
