《农业行政处罚程序规定》修订要点解读

《农业行政处罚程序规定》修订坚持以规范农业行政执法程序、保护管理相对人合法权益为落脚点,进一步规范了农业行政处罚程序,统一了农业行政处罚的实施主体,完善了农业行政处罚案件地域管辖、立案管辖、移送管辖、直接管辖、指定管辖的规则以及管辖权争议解决途径,明确了电子商务平台、自建网站、通过其他网络服务销售商品或提供服务的电子商务经营者的农业违法行为,以及电子商务平台内经营者的农业违法行为的管辖规则,增加了农业行政处罚案件的立案条件、立案期限和撤销案件、中止调查的适用情形,细化了九种主要证据种类及其调查取证规则,以及全面推行了行政执法"三项制度"。新版《规定》将是农业综合执法改革和发展过程中指导我国农业行政处罚权威的纲领性文件。     

Expression of Perilipin 2 (PLIN2) in Porcine Oocytes During Maturation

Perilipins have been reported to limit the interaction of lipases with neutral lipids within the droplets, thereby regulating neutral lipid accumulation and utilization. This study aimed to identify the location and expression of PLIN1 and PLIN2 in porcine oocytes during maturation. Quantitative real‐time polymerase chain reaction (qRT‐PCR), immunostaining and Western blot methods were used to characterize the expression and distribution patterns of PLIN1 and PLIN2 in porcine oocytes. The results showed that PLIN1 was not detectable in porcine oocytes. PLIN2 and BODIPY 493/503‐detected neutral lipid droplets appeared identical distribution patterns and extensive colocalization in both GV and MII porcine oocytes. PLIN2 protein expression was higher in GV oocytes than that in MII oocytes (p < 0.05), although PLIN2 mRNA expression was similar in both groups. These findings suggested that PLIN2 was a major lipid droplet‐associated protein in porcine oocytes.     

Enhancing mucosal immunity in mice by recombinant adenovirus expressing major epitopes of porcine circovirus-2 capsid protein delivered with cytosine-phosphate-guanosine oligodeoxynucleotides

A recombinant replication-defective adenovirus expressing the major epitopes of porcine circovirus-2 (PCV-2) capsid protein (rAd/Cap/518) was previously constructed and shown to induce mucosal immunity in mice following intranasal delivery. In the present study, immune responses induced by intranasal immunization with a combination of rAd/Cap/518 and cytosine-phosphate-guanosine oligodeoxynucleotides (CpG ODN) were evaluated in mice. The levels of PCV-2-specific IgG in serum and IgA in saliva, lung, and intestinal fluids were significantly higher in the group immunized with rAd/Cap/518 and CpG ODN than animals immunized with rAd/Cap/518 alone. The frequencies of IL-2-secreting CD4⁺ T cells and IFN-γ-producing CD8⁺ T cells were significantly higher in the combined immunization group than mice immunized with rAd/Cap/518 alone. The frequencies of CD3⁺, CD3⁺CD4⁺CD8^-, and CD3⁺CD4^-CD8⁺ T cells in the combined immunization group were similar to that treated with CpG ODN alone, but significantly higher than mice that did not receive CpG ODN. PCV-2 load after challenge in the combined immunization group was significantly lower than that in the phosphate-buffered saline placebo group and approximately 7-fold lower in the group treated with CpG ODN alone. These results indicate that rAd/Cap/518 combined with CpG ODN can enhance systemic and local mucosal immunity in mice, and represent a promising synergetic mucosal vaccine against PCV-2.

应用电镜技术对狂犬病毒ERA株污染鼠痘病毒的检出

狂犬病毒ERA株BHK21细胞上增殖并用电镜技术跟踪观察。结果发现除了有少量的目的毒外，还混有大量的痘病毒，经鼠痘酶标抗体检测试剂盒检测为鼠痘病毒。该病毒很可能是来自做复壮狂犬病毒ERA株毒力试验的小白鼠。     

Relationship between accumulated heat stress during the dry period, body condition score, and reproduction parameters of Holstein cows in tropical conditions

To estimate the relationship between heat stress during the last 60 days prepartum, body condition score and certain reproductive traits in the subsequent lactation of Holstein cows, 564 multiparous cows and 290 primiparous cows from four dairy herds were used in a hot, humid region. Maximum prepartum degree days were estimated to quantify the degree of heat stress. Multiple regressions analyses and logistic regression analysis were performed to determine the effect of prepartum heat stress and body condition change on reproductive parameters, which were obtained from DHIA forms at the end of the lactation. Multiparous and primiparous cows which gained body condition score from calving to 60 d postpartum exhibited 28 and 27 fewer days open (P?<?0.05), respectively, than cows not gaining. There was no effect (P?>?0.05) of heat stress measurement on days open or services per conception in either multiparous or primiparous cows. During hotter months of calving, multiparous cows showed higher services per conception and primiparous cows showed higher days open and services per conception (P?<?0.05). Maximum prepartum degree-days were positively associated (P?<?0.05) with calving difficulty score. Multiparous cows with high body condition score at calving were 1.47 times more likely to present a very difficult calving than cows that calved in October (P?<?0.05). Collectively, these results suggest that reproductive performance was not affected by cumulative prepartum heat stress although it was associated with very difficult calving score.     

病死畜禽处理的现状及其无害化处理技术

近年来出现的"黄浦江漂猪事件"和"江西高安病死猪事件",引发了人们对病死畜禽无害化处理问题的担忧。病死畜禽的无害化处理还存在养殖者不受重视、政府部门监管不到位、补贴政策落实不到位和处理技术落后等问题。本文分析了当前病死畜禽处理的现状,阐述了五种病死畜禽的无害化处理技术,并提出了4点对策建议。
