  • 1. In February 2002, France, Italy and Monaco agreed to establish an international sanctuary for Mediterranean marine mammals. The resulting Pelagos Sanctuary encompasses over 87500 km2 of the north‐western Mediterranean Sea, extending between south‐eastern France, Monaco, north‐western Italy and northern Sardinia, and surrounding Corsica and the Tuscan Archipelago.
  • 2. The Pelagos Sanctuary illustrates how the tenets of Marine Protected Area (MPA) design can be reconciled with the dynamic nature of oceanic systems, because its spatial scale was defined by oceanographic and ecological considerations, specifically the location of the Ligurian permanent frontal system.
  • 3. By expanding protective measures beyond national waters, the Pelagos Sanctuary also sets a precedent for the implementation of pelagic protected areas in the high seas. The Pelagos Sanctuary will contribute to the conservation of the Mediterranean Sea at two scales: (i) locally, by protecting important cetacean foraging and breeding grounds in the Ligurian Sea, and by providing ‘umbrella’ protection to other marine predators in this area; and (ii) regionally, by empowering other conservation measures, such as the Specially Protected Areas Protocol of the Barcelona Convention and the wider goals of the Agreement on the Conservation of Cetaceans of the Black and Mediterranean Seas (ACCOBAMS).
  • 4. However, because few cetacean species are resident within the Sanctuary, their effective long‐term conservation will require large‐scale management and coordinated monitoring throughout the Mediterranean basin.

  1. The Mediterranean common dolphin (Delphinus delphis), considered to have been very common in the past, had undergone a dramatic decline across most of the basin by the end of 1970s. In the northern Adriatic Sea, one of the regions with most available historical information, the common dolphin is thought to have been the most common and abundant cetacean throughout most of the 20th century. However, by the end of 1970s, it had virtually disappeared from the region and is now considered generally absent from the entire Adriatic Sea.
  2. This contribution summarizes the occurrence of common dolphins in the Gulf of Trieste and provides a brief review of published records in other parts of the Adriatic Sea.
  3. Systematic boat surveys in the wider area of the Gulf of Trieste between 2002 and 2019 confirmed that the common bottlenose dolphin (Tursiops truncatus) is the only regularly occurring cetacean species in this area. Despite this, several records of common dolphins were documented in the Gulf of Trieste between 2009 and 2012, through sightings of live animals or recovery of dead stranded animals.
  4. Dorsal fin markings allowed the photo-identification of some of these, suggesting that at least four different live individuals (three adults and one calf) occurred here in recent times. Most cases involved single adult individuals, but one included a mother-calf pair that was temporarily resident in a port for several months, a behaviour atypical for this species. Photo-identification showed that the presumed mother had previously been sighted in the Ionian Sea in Greece, over 1,000 km from the Gulf of Trieste, making this the longest documented movement for this species worldwide.
  5. At present, the common dolphin continues to be rare in the region.

  1. Many species and populations of odontocetes have modified their behaviour to take advantage of feeding opportunities provided by fishing activities, with depredation of fishing gear being the most common type of adaptation.
  2. The northern Adriatic Sea has been identified as an important marine mammal area because of a regular occurrence of common bottlenose dolphins. Boat surveys were conducted within a 3,000 km2 sector of the Adriatic Sea off the coast of Veneto, Italy, between April and October 2018–2019. Based on 76 days at sea, 10,711 km of navigation, and 81 h 26 min of dolphin tracking, this study contributes novel quantitative information on dolphin spatial distribution, and on their occurrence in the wake of beam trawlers, otter trawlers, and midwater pair trawlers.
  3. A combined generalized additive model and generalized estimation equation framework indicated that trawling—along with other physiographic, biological and anthropogenic variables—influenced dolphin distribution. In days of trawling, the chance of encountering dolphins increased by ~4.5 times (95% confidence interval 1.8–11.0) near active beam trawlers, by ~16.0 times (7.1–36.0) near otter trawlers, and by ~28.9 times (12.0–69.6) near midwater pair trawlers.
  4. Spatial modelling was used to create maps of predicted distribution, suggesting differences in habitat use between trawling and no-trawling days. Spatial modelling for all days identified a dolphin distribution hotspot of 832 km2, situated off the Po river delta.
  5. Evidence contributed by this study can be used to inform management action within one of the world's areas most heavily impacted by fishing and other human encroachment. Such management action would help enforce the European Union's Habitats Directive and Marine Strategy Framework Directive, while also informing EU's Maritime Spatial Planning.

  1. Spatial connectivity is an essential process to consider in the design and assessment of Marine Protected Areas (MPAs). To help maintain and restore marine populations and communities MPAs should form ecologically coherent networks. How to estimate and implement connectivity in MPA design remains a challenge.
  2. Here a new theoretical framework is presented based on biophysical modelling of organism dispersal, combined with a suite of tools to assess different aspects of connectivity that can be integrated in MPA design. As a demonstration, these tools are applied to an MPA network in the Baltic Sea (HELCOM MPA).
  3. The tools are based on the connectivity matrix, which summarizes dispersal probabilities, averaged over many years, between all considered areas in the geographic target area. The biophysical model used to estimate connectivity included important biological traits that affect dispersal patterns where different trait combinations and habitat preferences will produce specific connectivity matrices representing different species.
  4. Modelled connectivity matrices were used to assess local retention within individual MPAs, which offers indications about the adequacy of size when MPAs are considered in isolation. The connectivity matrix also provides information about source areas to individual MPAs, e.g. sources of larvae or pressures such as contaminants. How well several MPAs act as a network was assessed within a framework of eigenvalue perturbation theory (EPT). With EPT, the optimal MPA network with respect to connectivity can be identified. In addition, EPT can suggest optimal extensions of existing MPA networks to enhance connectivity. Finally, dispersal barriers can be identified based on the connectivity matrix, which may suggest boundaries for management units.
  5. The assessment of connectivity for the HELCOM MPA are discussed in terms of possible improvements, but the tools presented here could be applied to any region.

  • 1. Nine cetacean species have been reliably reported to occur in the shallow northern Adriatic Sea since the 17th century. However, only two species were considered regular there until the 1970s: the short‐beaked common dolphin (Delphinus delphis) and the common bottlenose dolphin (Tursiops truncatus).
  • 2. Short‐beaked common dolphins have progressively disappeared from the northern Adriatic and are now rare in the region. The systematic culling campaigns and other takes that occurred between the second half of the 18th century and the 1960s, and habitat degradation in subsequent years are the most likely causes of their decline.
  • 3. Today, common bottlenose dolphins are the only regular component of the northern Adriatic cetacean fauna; however, they now occur at low densities, and their fragmented groups are facing significant anthropogenic threats.
  • 4. The future of northern Adriatic dolphins will depend on precautionary action to prevent further decline and on intensified research effort aimed at identifying the most effective mitigation strategies.

  • 1. Within the Moray Firth, north‐east Scotland, there is a history of conflict between seals and salmon fisheries. Under the UK's Conservation of Seals Act 1970 (CoSA) seals are shot to protect fisheries. In 1999 six rivers in the Moray Firth were designated as Special Areas of Conservation (SACs) for Atlantic salmon under the EU Habitats Directive, and in 2000 an SAC for harbour seals was designated in the Dornoch Firth.
  • 2. In the 1990s salmon stocks declined. Fisheries managers believed the decline was partly caused by seal predation and consequently increased shooting effort. In years 1993–2003 Moray Firth harbour seal numbers declined possibly due to shooting, posing a potential threat to the status of the Dornoch Firth SAC. Meanwhile wildlife tourism based on marine mammals has increased. The declines in salmon and harbour seals, and the implementation of the Habitats Directive forced a watershed in the approach of statutory authorities to managing seals, salmon and tourism.
  • 3. In years 2002–2005 local District Salmon Fishery Boards, the Scottish Executive, Scottish Natural Heritage and stakeholders negotiated a pilot Moray Firth Seal Management Plan to restore the favourable conservation status of seal and salmon SACs, and to reduce shooting of harbour seals and seal predation on salmon.
  • 4. Key facets of the plan are the management of the Moray Firth region under a CoSA Conservation Order; application of the Potential Biological Removal concept to identify a limit of seals to be killed; management areas where removal of seals is targeted to protect salmon, while avoiding seal pupping and tourism sites; a training and reporting system for marksmen; a research programme, and a framework allowing an annual review of the plan.
  • 5. The plan was introduced in April 2005. A maximum limit of 60 harbour and 70 grey seals was set. Forty‐six harbour and 33 grey seals were killed in 2005 while in 2006 these figures were 16 and 42 respectively. Although the numbers killed were below the maximum limits in both years the returns raised questions about the plan's ability to manage seal shooting at netting stations. The plan provides a useful adaptive co‐management framework for balancing seal and salmon conservation with the protection of fisheries and/or fish farms and tourism for application in the UK and internationally.

  1. The short-beaked common dolphin is one of the most numerous cetacean species in the North-East Atlantic and plays a key functional role within the ecosystem as a top predator. However, in 2013, its conservation status for the European Marine Atlantic, under Article 17 of the Habitats Directive, was assessed as ‘Unfavourable-Inadequate’. Of key concern for this species is fishery bycatch, with pollution also being an issue. There are, however, major knowledge gaps concerning the extent of the effects of such pressures on the species.
  2. Implementation of national observer bycatch programmes and bycatch mitigation measures under EC Regulation 812/2004 has been important. The responsibility for this is currently being transferred to the EU fisheries Data Collection Framework and Technical Measures Framework, the potential advantages and disadvantages of which are discussed. Collection of data and samples through national stranding schemes in some countries has enabled assessments of life-history parameters, dietary requirements, and the effects of stressors such as pollutants.
  3. Nevertheless, in order to improve the conservation status of the North-East Atlantic population, a number of key actions are still required. These include the implementation of a species action plan, finalization of a management framework procedure for bycatch, and coordination between member states of monitoring programmes. It is important that there is monitoring of the state of the common dolphin population in the North-East Atlantic management unit through regular surveys spanning the range of the management unit, as well as continued assessment of the independent and interactive effects of multiple stressors. Above all, conservation status would be improved through application and enforcement of existing legislation in European waters.
  4. This paper provides a summary of the current state of our knowledge of common dolphins in the North-East Atlantic along with recommendations for conservation management that may also be relevant to the species in the Mediterranean Sea.

  • 1. Implementation of the E.U. Habitats Directive requires information on the distribution, abundance and area covered by the habitats listed in Annex I of the Directive.
  • 2. In Finland, 21 of these habitats occur in marine and coastal areas. The demand for spatial information of these habitats is increasing, so rapid and relatively inexpensive mapping methods are needed.
  • 3. This study examines the identification of 15 habitats using high altitude black and white aerial photographs. Our goal was to find out how well these habitats could be identified using these types of photographs. We used a test group of 34 persons who were given only brief instructions on how to identify the habitats prior to the test. Their results were compared to a set of field data from an archipelago area at the entrance of the Gulf of Finland, in August 1999 and autumn 2000.
  • 4. The test group identified sandy beaches, lagoons, submerged sandbanks and cliffs with an accuracy of 82%, 71%, 66% and 65%, respectively. The main reasons for these high accuracy percentages were apparently the high contrast and/or easy delineation of the habitat from the surrounding areas.
  • 5. Reefs, wooded dunes and submerged reefs were identified with an accuracy of 39%, 44% and 45%, respectively. The remaining habitats were less precisely identified, apparently due to their small size or poor contrast to the surrounding areas.
  • 6. High altitude aerial photographs are shown to be a useful tool for identifying several of these habitats and can be used as a complement to field mapping methods, GIS methods and other remote sensing techniques. The use of high altitude photographs for monitoring change is discussed.

  • 1. Under the EC Habitats Directive (92/43/EEC), several rivers in the UK have been designated Special Areas of Conservation (SACs) because they support important populations of fish species. Several factors need to be considered when establishing survey protocols to assess the conservation status of fish species in these rivers.
  • 2. It is important to understand the biology and habitat requirements of fish species and to design appropriate monitoring surveys that adequately assess the status of the fish populations. This information can, in turn, provide the basis for establishing sustainable conservation targets for specific stocks, a process known as condition assessment.
  • 3. Favourable condition of fish species in SAC rivers is assessed using three criteria. The first relates to density of fish in various life stages against pre‐set targets, assuming that an appropriate number of sites is surveyed to account for natural spatial and temporal variations in fish populations. The second is evaluation of the demographic structure to demonstrate continued recruitment success. Third, by mapping the distribution of the target species in individual rivers and where favourable condition is only achieved where there has been no reduction in the distribution range river between surveys.
  • 4. The framework described was developed from limited survey data. As more monitoring and assessment data become available, the threshold criteria for favourable condition for each species should be improved, and uncertainty in the procedures reduced.
