The trend in wildlife management over the last two decades has been to develop locally based approaches for responsiveness to local conditions, but some state wildlife agencies are finding the amount of staff time required to service this approach prohibitive. Although local engagement strategies have been lauded as assuring that public trust obligations of state government to citizens are met, we can expect that states with a local focus as their operational level of stakeholder engagement may opt to change their approach to reflect their resource limitations. We argue for comprehensive regional level effort to understand stakeholders augmented with local engagement processes where needed to deal with special circumstances in smaller areas within a region. Such an approach can be anticipated to have implications for stakeholder engagement and human dimensions research needs, which we discuss in the context of public trust resource administration and good governance of wildlife resources.  相似文献

Wildlife management increasingly incorporates public participation to be more inclusive and reduce tensions between management and the general public in the decision-making process. There is also a need, however, to include spatial data since most wildlife biological and biophysical data are stored spatially in geographic information systems (GIS). This article presents a method for integrating this information using public participation geographic information systems (PPGIS). We asked stakeholders to identify specific places on a map that they would like to see maintained for the conservation of particular threatened species. This information is useful for identifying public wildlife management preferences and for allowing comparisons between public and expert opinions. We found high levels of public accuracy in identifying suitable habitat for threatened species conservation. We also identified places of potential conflict due to incompatible stakeholder preferences, but found little conflict between public conservation and development preferences.  相似文献

Growing populations of American alligators (Alligator mississippiensis) in human-dominated landscapes present a challenge to wildlife managers concerned with promoting coexistence between humans and alligators. Where structural fixes such as direct removal of animals are not viable options, cognitive fixes such as conservation education programs should be considered. We evaluated the effectiveness of two conservation education programs (classroom-based program, field excursion) on three outcome variables that help define wildlife acceptance capacity for American alligators: beliefs and attitudes, perceived risk, and potential for coexistence. We found respondents who took part in both education programs had more positive beliefs and attitudes toward alligators, and believed in a greater potential for coexistence than individuals in a control group who did not undergo either intervention. Control group respondents also perceived higher risk from alligators. These data suggest that conservation education programs can impact stakeholder beliefs, attitudes, and perceptions, ultimately influencing acceptance capacity for predators.  相似文献

Assessments of society’s perceptions of rangeland systems offer insights into the motivations, cultural beliefs, and values that can support landscape conservation and the everyday decisions of landowners. Silvo-pastoral landscapes, the grazed oak woodlands known as montado in Portugal and dehesa in Spain, are the main rangelands of southwestern Iberia. At the interface of complex interactions between natural processes and human activities, they have potential to deliver multiple services at the ecosystem level. However, the actual rendering of their potential to the well-being of contemporary society has not been comprehensively documented. This paper aims to enrich research perspectives and identify benefits and challenging aspects of silvo-pastoral landscapes through the lens of society well-being. An integrated socioecological perspective is used to examine one case study in Portugal and one in Spain. To better understand their context, montado and dehesa are assessed relative to other landscape types in the studied areas. A qualitative approach assesses tangible but also intangible aspects. The interviewed stakeholders include members of rural communities, public authorities, land managers, and researchers. Results reveal similar benefits and challenges in montado and dehesa. Interviewees considered them to have numerous sociocultural and environmental benefits. These were mainly regulatory services but also intangible benefits such as cultural identity, aesthetic qualities, and local knowledge. Nevertheless, a rendering of their full potential to society well-being has numerous challenges. These systems were believed to struggle economically, due to the low prices for the goods produced and a high dependence on subsidies. Their environmental vulnerability was also highlighted. Critical challenges for future research and policy interventions are identified for both case studies. Moreover, we encourage the wider application of approaches to rangelands focusing on well-being, as they provide a complement to ecological and economic perspectives that can improve understanding of social-ecological systems.  相似文献

Researchers argue that human–wildlife conflict (HWC) can be understood better in terms of conflict between humans over wildlife. We explore human conflict over wildlife by using a social constructionist approach to examine meanings of African wild dogs in Botswana. In 2013 and 2015, we conducted a qualitative study in four study sites by completing: (a) 113 semi-structured interviews with individuals in the agricultural, conservation, and tourism sectors; (b) participant observation; and (c) document analysis. Our results reveal that wild dogs are socially constructed as problem animals, as an endangered species, and as an economic resource, reflecting stakeholders’ diverging agendas, priorities, and values. The social constructions are driven by and emblematic of politico-economic and sociocultural trends, and competing development trends in Botswana. We propose: (a) seeing HWC as human conflict over wildlife can increase communication between conservationists and affected communities, and (b) integrative management plans that increase collaboration among stakeholder groups.  相似文献

Encroachment of Great Plains grasslands by fire-sensitive woody plants is a large-scale, regional process that fragments grassland landscapes. Using prairie grouse (Tympanuchus spp.) of conservation concern, we apply hierarchy theory to demonstrate how regional processes constrain lower-level processes and reduce the success of local management. For example, fire and grazing management may be locally important to conservation, but the application of fire and grazing disturbances rarely cause irreversible fragmentation of grasslands in the Great Plains. These disturbance processes cause short-term alterations in vegetation conditions that can be positive or negative, but from a long-term perspective fire maintains large tracts of continuous rangelands by limiting woody plant encroachment. Conservation efforts for prairie grouse should be focused on landscape processes that contribute to landscape fragmentation, such as increased dominance of trees or conversion to other land uses. In fact, reliance on local management (e.g., maintaining vegetation structure) to alter prairie grouse vital rates is less important to grouse population persistence given contemporary landscape level changes. Changing grass height, litter depth, or increasing the cover of forbs may impact a few remaining prairie-chickens, but it will not create useable space at a scale relevant to the historic conditions that existed before land conversion and fire suppression.  相似文献

Participatory methods for people with diverse literacy levels are needed for community-based wildlife conservation, particularly in developing countries. The Nominal Group Technique was adapted for 55 illiterate and semi-literate attendees across 10 stakeholder meetings with rural populations in Kenya. Ranking cards with different colors, sizes, and symbols were used concomitant with research assistants to engage community members and prioritize ideas. This Adapted Nominal Group Technique elicited 544 ideas in response to four discussion and ranking questions. This process facilitated participation by individuals with low literacy and those with low levels of formal education. This led to inclusive planning for community projects. This Adapted Nominal Group Technique appears to be promising for application in other developing country settings for rapid exploratory data collection.  相似文献

Wildlife agencies balance the effectiveness of management with public acceptability. Past research has demonstrated stakeholders’ normative beliefs regarding management are influenced by the severity of the human-wildlife interaction, and the harshness of human response. Such beliefs may be more complex when public and private interests intertwine. In Montana, concerns about Brucellosis spreading from wild elk to domestic livestock prompted agencies to consider new management actions on private lands. We investigated how normative beliefs within stakeholder groups related to reciprocity between landowners and the public, and elk population status, using a linear mixed-effects analysis of mail survey responses. Proposed actions were considerably more acceptable in scenarios where landowners reciprocated with public hunting access, and where elk populations were abundant. Acceptability of lethal actions varied substantially across scenarios, indicating a need for a nuanced understanding of how stakeholders perceive different wildlife control measures, especially in private land contexts.  相似文献

Motivating ranchers to adopt preventive husbandry practices that limit livestock depredation by large carnivores, such as jaguars (Panthera onca) and pumas (Puma concolor), requires reducing perceived barriers and increasing benefits associated with coexistence. We assessed stakeholder perspectives on preventive practices by conducting eight focus groups consisting of ranchers, researchers, and government wildlife officers in Costa Rica using a nominal group technique to identify and rank benefits, barriers, and motivations. We identified 29 benefits, 27 positive motivations, 33 negative motivations, and 20 barriers. Common responses among stakeholders highlight the importance of economic issues, contextual factors, and external support. However, social interactions, a reactive approach to management, and personal motivations also influence rancher decision making, but tend to be ignored by researchers and wildlife officers. Nominal group rankings reveal misunderstandings and misalignment of priorities among stakeholders that should be targeted by collaborative problem-solving processes. The Endangered Species Act (ESA) continues to serve as one of the most powerful and contested federal legislative mandates for conservation. In the midst of heated debates, researchers, policy makers, and conservation practitioners champion the importance of cooperative conservation and social-ecological systems approaches, which forge partnerships at multiple levels and scales to address complex ecosystem challenges. However, few real-world examples exist to demonstrate how multifaceted collaborations among stakeholders who share a common goal of conserving at-risk species may be nested within a systems framework to achieve social and ecological goals. Here, we present a case study of Greater Sage-grouse (Centrocercus urophasianus) conservation efforts in the “Bi-State” region of California and Nevada, United States. Using key-informant interviews, we explored dimensions and drivers of this landscape-scale conservation effort. Three themes emerged from the interviews, including 1) ESA action was transformed into opportunity for system-wide conservation; 2) a diverse, locally based partnership anchored collaboration and engagement across multiple levels and scales; and 3) best-available science combined with local knowledge led to “certainty of effectiveness and implementation”—the criteria used by the US Fish and Wildlife Service to evaluate conservation efforts when making listing decisions. Ultimately, collaborative conservation through multistakeholder engagement at various levels and scales led to proactive planning and implementation of conservation measures and precluded the need for an ESA listing of the Bi-State population of Greater Sage-grouse. This article presents a potent example of how a systems approach integrating policy, management, and learning can be used to successfully overcome the conflict-laden and “wicked” challenges that surround at-risk species conservation.  相似文献

Over half of the endangered species in the United States depend on private lands for habitat. In 1982, Congress amended the Endangered Species Act (ESA) to address the conservation of endangered species on private lands through the introduction of Habitat Conservation Plans (HCPs). HCPs enable landowners to comply with the ESA and can foster creative partnerships between the federal government and local stakeholders. Researchers have investigated the scientifically biological merits of HCPs, but comparatively little attention has been given to social aspects despite an emphasis on stakeholder involvement in HCPs. We explore stakeholder perceptions of HCP development through 19 semi-structured key informant interviews. Findings include the influence of interpersonal themes, shared understanding and capacity on process outcomes, and the importance of the external context in which HCP development occurs. Our research highlights the central role of understanding social dimensions to achieve the desired outcomes from collaborative conservation planning processes.  相似文献

Communication is an important part of wildlife management. Communication strategies based in knowledge of stakeholder understandings of key issues tend to be particularly effective. We conducted focus groups in five states across the United States to evaluate how laypersons conceptualize wildlife health and wildlife disease management. Based on insights from the focus groups, we identified building blocks of layperson mental models for wildlife health. From the layperson perspective, wildlife health was associated with absence of disease; balanced, sustainable populations; healthy animals; habitat quality; and ecosystem health. Wildlife disease was commonly viewed as a natural phenomenon. Factors influencing support for wildlife disease management included the specific methods used, cost, predicted consequences of management, level of uncertainty, and severity of the disease threat. Knowledge attained from these focus groups provides empirical evidence of beliefs and perceptions that influence public understanding and agreement with wildlife disease management.  相似文献

Humans and primates are coming into increasing contact within urban landscapes. Few studies have investigated how the impacts of living alongside urban primates affect residents’ perceptions of primates. Perceptions have been shown to play a role in conservation interest and management of other urban wildlife species. A survey of suburban residents in Knysna, South Africa was used to explore the relationships between attitudes, level of perceived threat and extent to which baboons were considered a problem, support for local baboon conservation and preferred baboon management strategies. Results indicated that perceived threat was associated with less positive attitudes toward baboons, a greater perceived problem, decreased concern for baboon conservation, and increased advocacy for their lethal removal. This article illustrates the link between respondent perceptions and acceptance of urban primates and the need for further investigation for the wellbeing of both humans and primates.  相似文献

Public trust thinking (PTT) promises to inspire ecologically and socially responsible wildlife governance in the United States, but its application is not straightforward. We describe eight broad challenges to comprehensive application of PTT including: increasing authority and capacity; overcoming resistance to change; achieving fair consideration of all public interests; facilitating broad public participation; and fulfilling commitments to future generations. We discuss potential solutions including: distributing responsibilities for public wildlife conservation among governmental and nongovernmental entities; adopting an expansive definition of “wildlife;” promoting an inclusive interpretation of PTT among public wildlife professionals; rejuvenating relationships between the public and wildlife agencies; and increasing public participation and accountability in decision-making processes. Efforts to address challenges in specific socioecological contexts should be led by people working in those contexts. Achieving comprehensive application of PTT will require collaboration and cooperation among governmental and nongovernmental partners, supported by diverse and engaged members of the public.  相似文献

US natural resources and wildlife agencies have been increasing their efforts to involve cattle ranchers in wildlife conservation through technical assistance programs that provide for wildlife conservation activities. Understanding why ranchers choose to be involved in these programs is fundamental to increasing participation and ensuring their success. Using the theory of planned behavior as a theoretical model, we surveyed 1 093 ranchers in Alabama, Florida, Georgia, and Mississippi to explain and predict intention to participate in technical assistance programs, specifically, wildlife workshops and field days. All three theory components—attitude, subjective norm, and perceived behavioral control—were important to intent to participate and explained 41% of the variance, with perceived behavioral control and subjective norm having the greatest standardized effects (β = 0.329 and β = 0.316, respectively). Investigation of the construct components yielded insight into how agencies could increase participation. Ranchers generally held positive attitudes toward wildlife workshops, perceiving them to be a good way to learn about wildlife management and perceiving that most ranches were suitable for wildlife, an instance of perceived behavioral control. However, ranchers did not perceive that workshops and field days were widely advertised or promoted, limiting the amount of perceived control they had over their participation. Additionally, ranchers identified normative groups whose opinions were important to them, namely their families, friends and neighbors, fellow ranchers, and agency staff. However, these same groups were not seen to actively encourage ranchers to participate in technical field days and workshops. Using key members of these normative groups to advertise and promote workshops and field days among their peers should increase rancher behavioral control and attitudes associated with technical workshops and field days. Employing strategies from this research to increase attendance at technical workshops and field days should improve wildlife conservation technical assistance program effects.  相似文献

Amenity migration describes the movement of peoples to rural landscapes and the transition toward tourism and recreation and away from production-oriented land uses (ranching, timber harvesting). The resulting mosaic of land uses and community structures has important consequences for wildlife and their management. This research note examines amenity-driven changes to social-ecological systems in the Greater Yellowstone Ecosystem, specifically in lower elevations that serve as winter habitat for elk. We present a research agenda informed by a preliminary and exploratory mixed-methods investigation: the creation of a “social-impact” index of land use change on elk winter range and a focus group with wildlife management experts. Our findings suggest that elk are encountering an increasingly diverse landscape with respect to land use, while new ownership patterns increase the complexity of social and community dynamics. These factors, in turn, contribute to increasing difficulty meeting wildlife management objectives. To deal with rising complexity across social and ecological landscapes of the Greater Yellowstone Ecosystem, future research will focus on property life cycle dynamics, as well as systems approaches.  相似文献
