Declining fisheries catches are a global trend, with management failing to keep pace with growth in fishing effort and technological advances. The economic value of Honduras’ catches was estimated within the industrial and artisanal sectors. Catches were found to be 2.9 times greater than the official statistics between 1950 and 2015. The merging of industrial and artisanal catch data masked the decline in industrial catches and hid the strong growth of artisanal fisheries. In 1996, annual artisanal fisheries landed catches surpassed the industrial fishery sector, and in 2000, the annual net value of artisanal fisheries eclipsed the value of the industrial fisheries. These data highlight the importance of artisanal fisheries in Honduras and challenge the long‐held belief that the industrial sector contributes more to the national economy. The global paucity of fisheries data highlights the need for comprehensive strategies to collect more detailed and accurate fisheries data.  相似文献

The biological impact and the social characteristics of different artisanal (professional) and recreational fishing techniques on the marine resources of a coastal Mediterranean area were compared. Data were from artisanal and recreational surveys carried out between 2006 and 2010. Competition between recreational (particularly spear fishing) and artisanal fishers for the natural resources is important as 52% of the 98 species surveyed were caught by both types of fishers. A total of 87 species were caught by all artisanal fishing gears together (of which 84% were retained and 16% discarded). Recreational fishing caught 58 species of which none was systematically discarded. The two fishing techniques that raise major environmental concerns are spear fishing (very selective in terms of species and/or sizes and high intrinsic vulnerability of catches) and trammel netting (highest number of species discarded and highest number of species endangered). Important challenges from the social standpoint were found that need to be taken into account in the management of coastal fisheries in the Mediterranean Sea including: progressive disappearance of the artisanal fisheries, ageing of the artisanal fisher populations and decline in the number of fishing gears used by artisanal fishers.  相似文献

Artisanal coral reef fisheries provide food and employment to hundreds of millions of people in developing countries, making their sustainability a high priority. However, many of these fisheries are degraded and not yielding their maximum socioeconomic returns. We present a literature review that evaluates foci and trends in research effort on coral reef fisheries. We describe the types of data and categories of management recommendations presented in the 464 peer‐reviewed articles returned. Identified trends include a decline in articles reporting time‐series data, fish catch biomass and catch‐per‐unit effort, and an increase in articles containing bycatch and stakeholder interview data. Management implications were discussed in 80% of articles, with increasing frequency over time, but only 22% of articles made management recommendations based on the research presented in the article, as opposed to more general recommendations. Key future research priorities, which we deem underrepresented in the literature at present, are: (i) effectiveness of management approaches, (ii) ecological thresholds, trade‐offs and sustainable levels of extraction, (iii) effects of climate change, (iv) food security, (v) the role of aquaculture, (vi) access to and control of fishery resources, (vii) relationships between economic development and fishery exploitation, (viii) alternative livelihoods and (ix) integration of ecological and socioeconomic research.  相似文献

This study aimed to assess the suitability of the Berkowitz' ( 2005 ) social norms approach (SNA) for improving compliance behaviour amongst recreational fishers. A total of 138 recreational shore anglers were interviewed in Eastern Cape, South Africa and asked about their compliance, attitudes towards compliance, perceptions of compliance and the attitudes of other anglers. Results indicate that angler compliance for individual regulations was relatively high (75%–90%). Attitudes of anglers towards compliance was positive, with >80% feeling that “breaking any regulation is wrong.” Yet, as predicted by the SNA, interviewees often overestimated the non‐compliance and negative attitudes of other anglers, particularly as their social proximity decreased. Interviewees with the greatest misperceptions were also less compliant. The social norms present in the Eastern Cape rock and surf fishery fulfil the criteria required for the application of the SNA, suggesting that this approach may provide a suitable normative intervention for improving compliance to be used in conjunction with instrumental approaches in recreational fisheries.  相似文献

In this study we tested the hypothesis that Centropomus parallelus Poey moves between areas where fishing tourism is important, but the management rules for recreational fisheries are different. Fieldwork was conducted from May 2014 to June 2017 in an estuary located in the border between the states of São Paulo and Paraná, South‐Southeastern Brazil. Through a mark and recapture experiment, 2.000 individuals were tagged, of which 42 were recaptured. Among these, six fish were recaptured in Paraná, after being tagged in São Paulo, and a fish was recaptured in São Paulo, after being tagged in Paraná. These results support the hypothesis tested and indicate an uneven use of C. parallelus by anglers in both states. Thus, the use of the species and the recreational fisheries regulations need to be reviewed in the study area, taking into account the ability of C. parallelus to move across political boundaries and the importance of a fish‐oriented fisheries management regime.  相似文献

Application of environmental DNA (eDNA) analysis has attracted the attention of researchers, advisors and managers of living marine resources and biodiversity. The apparent simplicity and cost‐effectiveness of eDNA analysis make it highly attractive as species distributions can be revealed from water samples. Further, species‐specific analyses indicate that eDNA concentrations correlate with biomass and abundance, suggesting the possibility for quantitative applications estimating abundance and biomass of specific organisms in marine ecosystems, such as for stock assessment. However, the path from detecting occurrence of an organism to quantitative estimates is long and indirect, not least as eDNA concentration depends on several physical, chemical and biological factors which influence its production, persistence and transport in marine ecosystems. Here, we provide an overview of basic principles in relation to eDNA analysis with potential for marine fisheries application. We describe fundamental processes governing eDNA generation, breakdown and transport and summarize current uncertainties about these processes. We describe five major challenges in relation to application in fisheries assessment, where there is immediate need for knowledge building in marine systems, and point to apparent weaknesses of eDNA compared to established marine fisheries monitoring methods. We provide an overview of emerging applications of interest to fisheries management and point to recent technological advances, which could improve analysis efficiency. We advise precaution against exaggerating the present scope for application of eDNA analysis in fisheries monitoring, but also argue that with informed insights into strengths and limitations, eDNA analysis can become an integrated tool in fisheries assessment and management.  相似文献

Assumptions about the future productivity of a stock are necessary to calculate sustainable catches in fisheries management. Fisheries scientists often assume the number of young fish entering a population (recruitment) is related to the biomass of spawning adults and that recruitment dynamics do not change over time. Thus, managers often use a target biomass based on spawning biomass as the basis for calculating sustainable catches. However, we show recruitment and spawning biomass are not positively related over the observed range of stock sizes for 61% of 224 stocks in the RAM Legacy Stock Assessment Database. Furthermore, 85% of stocks for which spawning biomass may not drive recruitment dynamics over the observed ranges exhibit shifts in average recruitment, which is often used in proxies for target biomasses. Our results suggest that the environment more strongly influences recruitment than spawning biomass over the observed stock sizes for many stocks. Management often endeavours to maintain stock sizes within the observed ranges, so methods for setting management targets that include changes within an ecosystem may better define the status of some stocks, particularly as climate changes.  相似文献

Much subsistence fishing in tropical regions is based in discrete communities which have a high level of marine awareness and some degree of control of adjacent waters. These factors provide an ideal basis on which to motivate communities to manage their own marine resources. A fisheries extension programme in Samoa encouraged each village community to define its key problems, discuss causes, propose solutions and take appropriate actions. Various village groups, including women's and untitled men's groups, provided information which was recorded (as problem/solution trees) on portable white-boards. The extension process culminated in a community-owned Fisheries Management Plan which listed the resource management and conservation undertakings of the community. Undertakings ranged from enforcing laws banning destructive fishing methods to protecting critical marine habitats. Within the first 2 years, the extension process commenced in 65 villages, of which 44 have produced Village Fisheries Management Plans to date. A large number (38) of these villages chose to establish community-owned Marine Protected Areas.  相似文献

The social and economic importance of small‐scale fisheries is frequently under‐valued, and they are rarely effectively managed. There is now growing consensus on how these fisheries could be managed for sustainability and to minimize the risks of crossing undesirable thresholds. Using a concept developed in health care, these approaches have been referred to as primary fisheries management. By encouraging the use of best‐available information in a precautionary way, the approaches will facilitate sustainable use and should therefore be encouraged, but they accept high scientific and implementation uncertainties as unavoidable because of limited management and enforcement resources and capacity. It is important to recognize that this limitation will result in social costs, because application of a precautionary approach in the face of high uncertainties will require forgoing potential sustainable benefits. Acceptance of primary fisheries management as a final and sufficient goal could therefore add a further constraint on the possibility of fishing communities escaping the poverty trap. Primary fisheries management should be seen as a first and minimum target for fisheries where there is currently no or inadequate management, but the longer‐term goal should still be well informed and adaptive management that strives for optimal benefits, referred to here as tertiary management.  相似文献

Since the 1970s, recreational fishing has become a mass hobby in Italy, reaching a large number of people, who, using modern equipment, increased their harvesting capacity, provoking serious conflicts with the professional fisheries. Recreational fishing is strictly regulated inside Italian Marine Protected Areas (MPAs) and is generally allocated to local residents, mainly to reduce the tensions caused by limitations of access to the resources. The aim of this study was to provide an analysis of recreational fishing activities within the Portofino MPA (Mediterranean Sea), to assess the possible impact on the local fish stocks and to plan potential management actions. Furthermore, some serious inconsistencies on the minimum lengths of fish caught as defined by law relative to the minimum size of first reproduction are discussed. Since 2014, all anglers exploiting the Portofino MPA have been obliged to fill out a logbook. The compilation of these was not completely satisfactory, when compared with a group of reliable anglers whose catches were accurately monitored, but allowed for estimated yields of about 24 kg/angler/yr. After 15 years of protection, the fish biomass has increased within the Portofino MPA, generating a positive spillover effect. At the same time, it has attracted many anglers whose gross harvesting was estimated at about 8 t/year, representing about the 8% of the total yield of the local small‐scale fishery.  相似文献

Marine fisheries contribute to the global economy, from the catching of fish through to the provision of support services for the fishing industry. General lack of data and uncertainty about the level of employment in marine fisheries can lead to underestimation of fishing effort and hence over‐exploited fisheries, or result in inaccurate projections of economic and societal costs and benefits. To address this gap, a database of marine fisheries employment for 144 coastal nations was compiled. Gaps in employment data that emerged were filled using a Monte Carlo approach to estimate the number of direct and indirect fisheries jobs. We focused on estimating jobs in the small‐scale fishing sector. We characterized small‐scale fishing as (i) primarily geared towards household consumption or sale at the local level; (ii) conducted at a low level of economic activity; (iii) minimally mechanized; (iv) conducted within inshore areas; (v) minimally managed; and/or (vi) undertaken for cultural or ceremonial purposes. In total, we estimated that 260 ± 6 million people are involved in global marine fisheries, encompassing full‐time and part‐time jobs in the direct and indirect sectors, with 22 ± 0.45 million of those being small‐scale fishers. This is equivalent to 203 ± 34 million full‐time equivalent jobs. Study results can be used to improve management decision making and highlight the need to improve monitoring and reporting of the number of people employed in marine fisheries globally.  相似文献

The increasing need to account for the many factors that influence fish population dynamics, particularly those external to the population, has led to repeated calls for an ecosystem approach to fisheries management (EAFM). Yet systematically and clearly addressing these factors, and hence implementing EAFM, has suffered from a lack of clear operational guidance. Here, we propose 13 main factors (shift in location, migration route or timing, overfishing (three types), decrease in physiology, increase in predation, increase in competition, decrease in prey availability, increase in disease or parasites and a decline in habitat quality or habitat quantity) that can negatively influence fish populations via mechanisms readily observable in ~20 population features. Using these features as part of a diagnostic framework, we develop flow charts that link probable mechanism(s) underlying population change to the most judicious management actions. We then apply the framework for example case studies that have well‐known and documented population dynamics. To our knowledge, this is the first attempt to provide a clearly defined matrix of all the probable responses to the most common factors influencing fish populations, and to examine possible diagnostics simultaneously, comparatively and relatively in an attempt to elucidate the most probable mechanisms responsible. The framework we propose aims to operationalize EAFM, thereby not only better diagnosing factors influencing fish populations, but also suggesting the most appropriate management interventions, and ultimately leading to improved fisheries. We assert the framework proposed should result in both better use of limited analytical and observational resources and more tailored and effective management actions.  相似文献

The advent of an ecosystem‐based approach dramatically expanded the scope of fisheries management, creating a critical need for new kinds of data and quantitative approaches that could be integrated into the management system. Ecosystem models are needed to codify the relationships among drivers, pressures and resulting states, and to quantify the trade‐offs between conflicting objectives. Incorporating ecosystem considerations requires moving from the single‐species models used in stock assessments, to more complex models that include species interactions, environmental drivers and human consequences. With this increasing model complexity, model fit can improve, but parameter uncertainty increases. At intermediate levels of complexity, there is a ‘sweet spot’ at which the uncertainty in policy indicators is at a minimum. Finding the sweet spot in models requires compromises: for example, to include additional component species, the models of each species have in some cases been simplified from age‐structured to logistic or bioenergetic models. In this paper, we illuminate the characteristics, capabilities and short‐comings of the various modelling approaches being proposed for ecosystem‐based fisheries management. We identify key ecosystem needs in fisheries management and indicate which types of models can meet these needs. Ecosystem models have been playing strategic roles by providing an ecosystem context for single‐species management decisions. However, conventional stock assessments are being increasingly challenged by changing natural mortality rates and environmentally driven changes in productivity that are observed in many fish stocks. Thus, there is a need for more tactical ecosystem models that can respond dynamically to changing ecological and environmental conditions.  相似文献

  1. Case studies of Marine Protected Area (MPA) upscaling were solicited from participants of a workshop at the International Marine Protected Areas Conference held in Autumn 2013 in Marseille.
  2. One such case study was Solandt, Jones, Duval‐Diop, Kleiven, and Frangoudes (2014; Governance challenges in scaling up from individual MPAs to MPA networks. Aquatic Conservation: Marine and Freshwater Ecosystems, 24, 145–152) which illustrated the role of science, non‐governmental organizations, government and local regulators in applying systemic management measures for local MPAs based on risk, highlighting the importance of balancing top‐down and bottom‐up drivers.
  3. Here we follow up on the UK example, illustrating the incentives and actors involved in developing centralized and subsequent fisheries management measures in UK waters. Forty local laws were created to protect features in 143 inshore MPAs between 2013 and 2019.
  4. We illustrate best practice in delivering management, focusing on multiple practitioner involvement in a single MPA and the monitoring put in place after trawling and dredging were banned.
  5. We reflect on how the governance mechanisms in place in English inshore waters can be used as a template to allow for progressive MPA management in other coastal states.

Despite a scarcity of pertinent information, it has been possible to reconstruct time series of marine fisheries catches for Equatorial Guinea from 1950 to 2010 using per capita fish consumption and population numbers for small‐scale fisheries, catch rates and number of vessels for industrial fisheries and discard rates to estimate the discarded bycatch. Small‐scale fisheries, industrial large‐scale fisheries, domestic and legal and illegal foreign fisheries and their discards are all included. Total catches were estimated at 2.7 million tonnes over the time period considered, of which 653 000 t were caught domestically compared to 187 000 t reported by FAO. This shows that fisheries have more importance for Equatorial Guinea's food security than the official data suggest. In contrast to what is suggested by official figures, fisheries were shown to be strongly impacted by civil and political unrest; notably, they declined overall because of civil and political conflicts, socio‐demographic dynamics, and a growing role of the newly discovered oil resources, which directly and indirectly threaten the food security of the people of Equatorial Guinea.  相似文献

Abstract An in‐depth explanation of selected content of the European Inland Fisheries Advisory Commission’s ‘Code of Practice for Recreational Fisheries’ (CoP) is presented. The focus is on core areas that were intensely debated in the drafting the CoP. These include definition of recreational fishing, recreational fishing practices, fish welfare, recreational fisheries management and research. It is anticipated that the CoP for recreational fisheries promotes best practice and management principles for sustainable recreational fisheries, within the recreational fisheries sector and ancillary industries/sectors regionally, nationally, and ultimately globally. To be viable, the CoP for recreational fisheries must be adopted by the international community complementing the Code of Conduct for Responsible Fisheries of the Food and Agriculture Organization of the United Nations.  相似文献
