Mapping global landings is an important prerequisite for examining causal relationships between fishing and ecological change. Landing statistics, typically provided with poor spatial precision, can be disaggregated into a grid system of spatial cells (30 min ×30 min) using a rule‐based approach and ancillary data about distributions of fished taxa and fishing access of reporting countries. Presentation of time series catch composition is then possible for many types of marine areas including biogeochemical provinces, large marine ecosystems and exclusive economic zones.  相似文献

Fishers’ economic status is hard to assess because fisheries socio‐economic data, including earnings, are often not centrally available, standardized or accessible in a form that allows scaled‐up or comparative analyses. The lack of fishing income data impedes sound management and allows biased perceptions about fishers’ status to persist. We compile data from intergovernmental and regional data sets, as well as case‐studies, on income earned from marine wild‐capture fisheries. We explore the level and distribution of fishers’ income across fisheries sectors and geographical regions, and highlight challenges in data collection and reporting. We find that fishers generally are not the poorest of the poor based on average fishing income from 89 countries, but income levels vary widely. Fishing income in the large‐scale sector is higher than the small‐scale sector by about 2.2 times, and in high‐income versus low‐income countries by almost 9 times. Boat owners and captains earned more than double that of crew and owner‐operators, while income from fisheries is greater than that from agricultural work in 63% of countries in this study. Nonetheless, incomes are below national poverty lines in 34% of the countries with data. More detailed fishing income statistics is needed for quantitative scientific research and for supporting socio‐economic policies. Key gaps to address include the lack of a centralized database for fisheries income statistics and the coarse resolution at which economic statistics are reported internationally. A first step to close the gap is to integrate socio‐economic monitoring and reporting in fisheries management.  相似文献

The study of environmental impacts of seafood production as a result of ecolabelling and certification is a young yet rapidly growing discipline that lacks theoretical models. Pieces of the model have been suggested in the literature, and these pieces are formalized here realizing the current operating parameters of the global seafood industry. The derived pull‐threshold model assumes that if producers exceed the threshold, there is no incentive to improve while if too far below, improvement is most likely beyond technical or financial means. Thus, a single certification is only a marginal solution to the larger picture. Those producers immediately below the certification threshold are within range or ‘pull’ of the threshold to improve as a result of certification. Results from a single threshold model applied to compliance data indicated that a maximum improvement of 12.5%, achieved when the pull was the greatest and the threshold was at the lower end of the impact distribution. When impacts were continuous (e.g. escapes in aquaculture), greater improvement was observed with thresholds targeting the producers at the higher end of the impact distribution. In all cases, improvement was maximized with a triple threshold model, indicating that single threshold scenario will not drive the greatest movement towards environmental improvement throughout the industry. Innovation is potentially more important in reducing environmental impacts of seafood production and needs to be accounted for as the seafood certification or ecolabelling continues to mature.  相似文献

Anglers that release Atlantic salmon (Salmo salar) in recreational fisheries do so with the intention that the fish will survive and contribute to succeeding generations. In some instances, salmon that are released may be recaptured, but mechanisms associated with recapture are unclear. To test whether gear avoidance influences recapture rates, we analysed data from tagging programmes in major Norwegian Atlantic salmon fishing rivers to determine how frequently salmon were recaptured by different gear than that by which they were initially captured (i.e. gear switch). Among 339 salmon captured, externally tagged and released in 2012 and 2013, 46 (14%) were recaptured; 70% of these recaptured salmon exhibited gear switch. To test whether this gear switch percentage could be expected in the absence of gear avoidance, a simulation was conducted, which accounted for variation in catch probability among rivers and across time with different gear types based on comprehensive catch data. Each simulation step provided a simulated rate of gear switch under the null hypothesis of no gear avoidance. A distribution was generated, which described the probability that we would observe 70% gear switch. The simulated results indicated that this rate of gear switch was highly unlikely (= 0.003) if recapture gear is assumed to be independent of initial capture gear, suggesting that salmon avoided familiar gear types. Changes to behaviour after release, including learned hook avoidance, may explain our observation of gear avoidance by recaptured salmon.  相似文献

Sharks and their cartilaginous relatives are one of the world's most threatened species groups. The primary cause is overfishing in targeted and bycatch fisheries. Reductions in fishing mortality are needed to halt shark population declines. However, this requires complex fisheries management decisions, which often entail trade‐offs between conservation objectives and fisheries objectives. We propose the mitigation hierarchy (MH)—a step‐wise precautionary approach for minimizing the impacts of human activity on biodiversity—as a novel framework for supporting these management decisions. We outline a holistic conceptual model for risks to sharks in fisheries, which includes biophysical, operational and socioeconomic considerations. We then demonstrate how this model, in conjunction with the MH, can support risk‐based least cost shark conservation. Through providing examples from real‐world fishery management problems, we illustrate how the MH can be applied to a range of species, fisheries and contexts, and explore some of the opportunities and challenges hereto. Finally, we outline next steps for research and implementation. This is important in the context of increasing international regulation of shark fishing and trade, which must lead to reductions in shark mortality, while managing trade‐offs between conservation objectives and the socioeconomic value of fisheries.  相似文献

A holistic basis for achieving ecosystem‐based management is needed to counter the continuing degradation of coral reefs. The high variation in recovery rates of fish, corresponding to fisheries yields, and the ecological complexity of coral reefs have challenged efforts to estimate fisheries sustainability. Yet, estimating stable yields can be determined when biomass, recovery, changes in per area yields and ecological change are evaluated together. Long‐term rates of change in yields and fishable biomass‐yield ratios have been the key missing variables for most coral reef assessments. Calibrating a fishery yield model using independently collected fishable biomass and recovery data produced large confidence intervals driven by high variability in biomass recovery rates that precluded accurate or universal yields for coral reefs. To test the model's predictions, I present changes in Kenyan reef fisheries for >20 years. Here, exceeding yields above 6 tonnes km?2 year?1 when fishable biomass was ~20 tonnes/km2 (~20% of unfished biomass) resulted in a >2.4% annual decline. Therefore, rates of decline fit the mean settings well and model predictions may therefore be used as a benchmark in reefs with mean recovery rates (i.e. r = 0.20–0.25). The mean model settings indicate a maximum sustained yield (MSY) of ~6 tonnes km?2 year?1 when fishable biomass was ~50 tonnes/km2. Variable reported recovery rates indicate that high sustainable yields will depend greatly on maintaining these rates, which can be reduced if productivity declines and management of stocks and functional diversity are ineffective. A number of ecological state‐yield trade‐off occurs as abrupt ecological changes prior to biomass levels that produce MSY.  相似文献

This paper evaluates the implications of managing fisheries to achieve a BMEY target, or a biomass level that maximizes net economic returns in the fishery, and discusses the role of private ownership and the trade‐offs between economic and conservation benefits in this setting. The paper shows how a BMEY target can be used to: (i) determine relative employment and profitability measures; (ii) account for both the harvesting and processing sectors; and (iii) incorporate the interests of consumers and producers of fish. The profits–employment trade‐off of adopting a BMEY target vs. a traditional BMSY target is calculated using a model and data from the Western and Central Pacific tuna fisheries (WCPTF), while a generic bioeconomic model is constructed to show numerical values of BMEY from including processing and/or retail sectors and the consumer benefits of harvesting fish. For the WCPTF, results show that the long‐term gains per job lost from pursuing a BMEY target are worth several times the value of the average GDP per capita of Pacific Island Countries. The generic bioeconomic model shows that including a processing and/or retail sector, as well as measures of consumer benefit, lowers the BMEY target. However, there remains a broad range of parameter values for which BMEY is still greater than biomass at maximum sustainable yield, or BMSY. The paper also illustrates cases where BMEY > BMSY at different values of the price elasticity of demand, margins for processing and/or retail sectors and values of the discount rate.  相似文献

In the Abrolhos Bank (Southwest Atlantic), multidimensional indicators were used in sustainability assessments of data‐poor reef fisheries. Potential impacts, risks and stocks vulnerabilities were evaluated based on biological, environmental, social and economic aspects by combining both adapted productivity and susceptibility analysis (PSA) and scale intensity consequence analysis (SICA). Data were obtained from local surveys with stakeholders and experts and from literature. A value chain map revealed final consumers at many locations and middleman presence. Vulnerability to overexploitation ranged from low (Cephalopholis fulva (L.), Lutjanus synagris (L.) and Ocyurus chrysurus (Bloch)) to moderate (Lutjanus jocu (Bloch & Schneider), Epinephelus morio (Val.) and Mycteroperca bonaci Poey). While moderate consequences of the catches were observed to C. fulva, major consequences were identified to the other five stocks. The main threat to coral reef habitats was found to be mining wastes. Poor governance may constrain fisheries sustainability in the region, while the empowerment of fishers in both governance and post‐harvest processes should enhance it.  相似文献

The growth of gilthead sea bream ( Sparus aurata ) has been studied considering five multiple exponential regression models using data from 20 lots of gilthead sea bream growing in 20 marine cages from a Mediterranean commercial fish farm. The final weight ( W f) of fish was predicted in relation to the initial weight ( W i), time ( n ) and temperature ( T ), or the sum of effective temperatures (∑ T ef). The estimated weight results from the simulation using the five models have been compared with the real final weight values using the mean of the absolute values of the prediction errors in short and long term (the precision value). All models presented a high determination coefficient, above 96%, and good prediction values in the short term. Regression models were tested using data from six new cages. The best models for predicting the growth of sea bream long term were the ones where final weight is expressed in relation to the initial weight and the sum of effective temperature,     and     obtaining long-term prediction errors 12.9% and 10.7% respectively.  相似文献

China is the world's largest capture fisheries and aquaculture producer. Over recent decades, China's domestic marine catch composition has changed markedly, from large volumes of a few high‐valued food species to multiple, small, low‐valued, species, a significant proportion of which is primarily used as animal, especially fish, feed. Despite the growing volume and economic importance of the feed catches, their species composition, catch volumes and socio‐environmental impacts are all poorly understood. Based on a nationwide survey of >800 fishing vessels, and the identification and measurement of >12,000 fish and invertebrate individuals, the present study provides an overview of the feed component of China's domestic marine catch, by volumes, species and sizes, and found it to be substantial and biologically unsustainable. Half of the trawler catch (3 million metric tons, mmt), or 35% of the total catch (4.6 mmt) in China's exclusive economic zone, are now comprised of low‐valued “feed‐grade fish”. The present study identified 218 fish species, 50 crustaceans and five cephalopods, and of these, 102 fish species were food species with 89% individuals in their juvenile size ranges. Feed‐grade fish were mainly used as aquaculture feed directly, or indirectly, through the feed industry after reduction to fishmeal and fish oil. The unparalleled scale and poor fisheries resource condition of China's domestic marine fisheries, in parallel with severe overfishing of juveniles, creates a demand for fundamental changes to fishery management practices, including a significant reduction of fishing effort to ensure productivity and ecosystem resilience.  相似文献

Abstract

Aquaculture management patterns are greatly influenced by the economic or social purpose of the project. Though some types of farms may yield both economic and social benefits, they can generally be classified on the basis of their major objective. Economic benefits, in one form or the other, gets considered in the planning stage of all farming activities; but it is necessary to ensure social and environmental viability as well to achieve sustainability. Subsistence and family farming, crop/animal integrated farming and farming for recreational purposes, are largely orientated to social benefits; whereas small‐scale farming enterprises, cooperative and state farms, as well as vertically integrated large‐scale farms are run mainly for economic gains. Stock enhancement and creation of culture‐based fisheries represent a mix of all the three elements of sustainability, with a stronger base of environmental improvement. The complexity of management differs significantly between these types of enterprises. The systems of production adopted, such as extensive, semi‐intensive, intensive and super‐intensive, as well as farm location (land‐based or open waters) bring about their own special management problems, especially in relation to ecological integrity.  相似文献

Abstract  The fisheries of two coastal lagoons, Keta and Songor, were studied as part of Ghana Coastal Wetlands Management Project (GCWMP) aimed at sustainable exploitation of wetland resources. Fish samples were obtained with seine nets and cast net as well as from local fishermen. Water quality parameters (pH, dissolved oxygen, temperature and turbidity) were similar in the two lagoons, except for salinity, which was significantly different ( P  < 0.001). Despite their close geographical proximity, the two lagoons supported different fish assemblages with the blackchin tilapia, Sarotherodon melanotheron Rüppell, and the redchin tilapia, Tilapia guineensis (Bleeker), being the most important commercial fishes in both lagoons. The number of individuals for each species in Songor Lagoon were far more abundant, with densities several orders of magnitude higher than in Keta Lagoon. However, both species were significantly larger ( P  < 0.01) in the latter [15–121 and 25–157 mm standard length (SL)] than in the former lagoon (30–102 and 15–95 mm SL) for S. melanotheron and T. guineensis respectively. Over-fishing, use of small-size mesh nets, limited mixing of marine and fresh water were some of the factors limiting fish production in both lagoons.  相似文献

International instruments of fisheries governance have set the core principles for the management of highly migratory fishes. We evaluated the progress of tuna Regional Fisheries Management Organizations (tRFMOs) in implementing the ecological component of ecosystem‐based fisheries management (EBFM). We first developed a best case tRFMO for EBFM implementation. Second, we developed criteria to evaluate progress in applying EBFM against this best case tRFMO. We assessed progress of the following four ecological components: target species, bycatch species, ecosystem properties and trophic relationships, and habitats. We found that many of the elements necessary for an operational EBFM are already present, yet they have been implemented in an ad hoc way, without a long‐term vision and a formalized plan. Overall, tRFMOs have made considerable progress monitoring the impacts of fisheries on target species, moderate progress for bycatch species, and little progress for ecosystem properties and trophic relationships and habitats. The tRFMOs appear to be halfway towards implementing the ecological component of EBFM, yet it is clear that the “low‐hanging fruit” has been plucked and the more difficult, but surmountable, issues remain, notably the sustainable management of bycatch. All tRFMOs share the same challenge of developing a formal mechanism to better integrate ecosystem science and advice into management decisions. We hope to further discussion across the tRFMOs to inform the development of operational EBFM plans.  相似文献

While there has been a growing concern for the adverse ecological impacts of fishing, progress on incorporating these into operational fisheries management has been slow. Many fisheries management organizations have addressed the problem of overharvesting and over‐capitalization first. In this domain, the question of access regulation has gained growing recognition as a key dimension of fisheries sustainability, leading to recommendation and progressive implementation of rights‐based systems, in particular Individual Transferrable Quotas (ITQs). While adjustments in fishing capacity resulting from the implementation of these systems may entail a reduction in some unwanted ecosystem impacts of fishing, it is also recognized that they will not be sufficient to achieve the ecological outcomes increasingly demanded by the global community. There is thus a need to examine the possibilities for a common management framework for dealing with both over‐capitalization of fisheries and adverse ecological effects of fishing. In this paper, we examine the feasibility of incorporating greater ecosystem goods and services into ITQ policy instruments initially designed with a narrow focus on commercial target species. We consider the advantages and limitations of alternative approaches in this respect and identify some of the practical issues associated with the different alternatives, in particular the underpinning knowledge requirements. We argue that given the need for increasingly streamlined management processes, further investigation into practical ways forward in this domain is crucial if management of fisheries is to achieve economic efficiency while fully encompassing the ecologically sustainable development objectives of ecosystem‐based fisheries management.  相似文献

The regulation of fishing gear is a widely accepted fisheries management solution that requires further research to improve the chances of achieving sustainable yields, maintaining ecological integrity, and assisting fishers to escape from poverty. Fishing traps are a good candidate for modification because they are used widely, represent one of the most profitable gears, and often catch key species known to promote ecological resilience.
  2. The ecological and economic implications of modifying fishing traps with escape slots were examined in a heavily fished and poor artisanal Kenyan fishery. Catches of fish from traps with four escape slot sizes (2, 4, 6, and 8 cm,) were examined for differences in the catch rates and composition and to calibrate a simulation model. The simulation model was used to predict how the ecological and economic outcomes will change as the standing stock responds to the new size selectivity of the fishing traps.
  3. The results suggest a fishery's wide implementation of the 2 cm escape slots could provide an immediate benefit to the ecosystem by reducing the catch of juvenile fishes and algal browsers, which could help avoid or reverse coral–macroalgal phase shifts that can reduce reef biodiversity. However, the model predicts a decline in per trap profits in the first year that the 2 cm escape slot is implemented. This period would be followed by profitability increasing by a factor of 1.6 and 2.2 in the second year for the 2 cm and 4 cm escape slots respectively.
  4. Sequential implementation of 2 cm slots followed by 4 cm slots in the fourth year reduces the total economic cost of implementing the 4 cm slots by 34%. Consequently, sequential implementation of these traps is suggested as a potential way to simultaneously conserve key ecosystem functions and reduce poverty.

Reef fishes are significant socially, nutritionally and economically, yet biologically they are vulnerable to both over‐exploitation and degradation of their habitat. Their importance in the tropics for living conditions, human health, food security and economic development is enormous, with millions of people and hundreds of thousands of communities directly dependent, and many more indirectly so. Reef fish fisheries are also critical safety valves in times of economic or social hardship or disturbance, and are more efficient, less wasteful and support far more livelihoods per tonne produced than industrial scale fisheries. Yet, relative to other fisheries globally, those associated with coral reefs are under‐managed, under‐funded, under‐monitored, and as a consequence, poorly understood or little regarded by national governments. Even among non‐governmental organizations, which are increasingly active in tropical marine issues, there is typically little focus on reef‐associated resources, the interest being more on biodiversity per se or protection of coral reef habitat. This essay explores the background and history to this situation, examines fishery trends over the last 30 years, and charts a possible way forward given the current realities of funding, capacity, development patterns and scientific understanding of coral reef ecosystems. The luxury live reef food‐fish trade is used throughout as a case study because it exemplifies many of the problems and challenges of attaining sustainable use of coral reef‐associated resources. The thesis developed is that sustaining reef fish fisheries and conserving biodiversity can be complementary, rather than contradictory, in terms of yield from reef systems. I identify changes in perspectives needed to move forward, suggest that we must be cautious of ‘fashionable’ solutions or apparent ‘quick fixes’, and argue that fundamental decisions must be made concerning the short and long‐term values of coral reef‐associated resources, particularly fish, for food and cash and regarding alternative sources of protein. Not to address the problems will inevitably lead to growing poverty, hardship and social unrest in many areas.  相似文献

ABSTRACT:   Since the 1990s, the international market for importing aquarium fish is suspicious of stock coming from South-East Asia. Fish catches are still executed with cyanide-based toxic products. In the present paper, the potential of the French Polynesian Islands to develop a marine aquarium fish business with a new approach is explored. Coral reef fish are captured at the larval stage with crest nets, then larvae are reared in aquaria before being put on the world ornamental fish market. This approach offers several advantages: (i) larvae are captured with a passive system placed on the reef crest (crest net) that does not destroy the environment and limits the stress on collected larvae; (ii) larvae are then put into farmed basins that allow them to be controlled sanitarily; and (iii) larvae are weaned at the farm and fed rapidly with artificial food. This method increases survival rates as it eliminates the food acclimatization problem of fish captured at adult stage (main cause of fish mortality in aquaria). Overall, reared larvae will constitute a new product in terms of species, sizes and quality of ornamental fish on the aquarium market.  相似文献

An essential prerequisite of a sustainable fisheries management is the matching of biologically relevant processes and management action. In fisheries management and assessment, fish stocks are the fundamental biological unit, but the reasoning for the operational management unit is often indistinct and mismatches between the biology and the management action frequently occur. Despite the plethora of population genetic data on marine fishes, to date little or no use is made of the information, despite the fact that the detection of genetic differentiation may indicate reproductively distinct populations. Here, we discuss key aspects of genetic population differentiation in the context of their importance for fisheries management. Furthermore, we evaluate the population structure of all 32 managed marine fish species in the north‐east Atlantic and relate this structure to current management units and practice. Although a large number of studies on genetic population structure have been published in the last decades, data are still rare for most exploited species. The mismatch between genetic population structure and the current management units found for six species (Gadus morhua, Melanogrammus aeglefinus, Merlangius merlangus, Micromesistius poutassou, Merluccius merluccius and Clupea harengus), emphasizes the need for a revision of these units and questions the appropriateness of current management measures. The implementation of complex and dynamic population structures into novel and less static management procedures should be a primary task for future fisheries management approaches.  相似文献
