The tendering and bidding of engineering construction is a means, which makes use of the function of market mechanism to carry on or transmit the project.It has a history over one hundred years abroad, but it is used in China with great force only twenty years.Because actualizing construction tendering and bidding goes with the reform of market mechanism, the fashion of construction tendering and bidding in China is different from that customarily used internationally and there are many differences in means and procedures.In this paper, beginning with the theory of tendering and bidding, the premises of the first-price-sealed tendering and the current condition of China are compared and the means and development objects of tendering in the period of national economy transition are discussed.Finally, some problems and strategies to the problems of the mold of tendering of bill quantity of construction works are discussed.  相似文献

There is chaos existed in the building market systems to some degrees in recent years, which has not only endangered the engineering quality and safety, but also has caused lower investment benefit as well as corrupted cadres and social vogue. So it is necessary to further rectify the building market. In this paper, the main existing problems including breaching the principle of bidding, contracting, rules of owners, monopolization and blockage, involving main bodies and government branches are analyzed. Then corresponding solutions in domestic building market from the standings of construction procedure, legal system, law execution supervision and management of main bodies are pointed out.  相似文献

By analyzing the process of enterprise information engineering construction and intra relationship among information system requirement, business process modeling, application system constructing and project management, one of 4 meta model composed of requirement engineering, process engineering, application system engineering and support engineering is proposed for enterprise information engineering. The developments and applications of the business processes and its application systems are integrated into the same development space and application space. Basing on this, a prototype system composed of requirement modeling environment, business process modeling environment, application system modeling environment, and support engineering environment has been designed and built, which is used for supporting enterprise information engineering constructing. Application fields of CIMS and related technologies have become more and more wider,especially in manufacturing industry,but there isn't paid an attention to value in construction industry.This paper expounds the great functions of CIMS on improving the comprehensive competitive capabilities and quality of construction of building enterprises, as breakthrough with quality management and control of building engineering. On the basis of throughly analyzing the feasibility and necessarility of application of CIMS in construction enterprises,combining with the practical conditions of construction industry,it puts forward the point that CIMS's rope theory applied in manufacturing industry popularizes to construction industry. Aiming at the urgent requirements of project management from roadway design enterprises, key technologies and application of networked roadway design project management are studied. First, requirements analysis and a general technology scheme are proposed for networked roadway design project management. Next, key technologies are studied systematically, including workflow analysis and improvement, networked and dynamic project monitoring and coordinating, and integrated project information management. Based on the key technologies, an application system of networked roadway design project management is developed and applied in some real projects of roadway engineering design. A case study is presented to illustrate the management process based on the networked project management system. The engineering applications show that the system can effectively improve the management efficiency, reasonably configure and optimize design resource, monitor and coordinate project plan and schedule, and accurately evaluate the performance of design team members.  相似文献

In order to achieve optimal bidding strategy of power plants in electricity market, the authors build optimal bidding model by predicting the bidding coefficients of competitors, and the optimal bidding coefficient without considering transmission capacity is achieved. Based on the bidding coefficients, the market clearing model is built, and the expected market clearing price is achieved. According to the expected values, the authors calculate the power flow. When forecasting the transmission congestion, this paper presents an optimal bidding model taking transmission congestion into account. Based on sensitivity analysis, the output regulation of power plants with minimum cost of eliminating congestion is achieved. Simulation results demonstrate that the proposed method can help power plants achieve the optimal profit.  相似文献

The value-at-risk(VaR) model is a statistical model to estimate and control financial risk,and used to measure the most probable loss on the next deal stage of financial asset portfolio.Based on the principle of the value-at-risk,in this paper the value-at-risk is to be applied to the risk evaluation of construction project.Assuming the sub-project prices abide by the BQ model are random variable which conform to normal distribution,this paper has built up the portfolio of project according to biding and quoted price of construction project,and adopted the variance-covariance method to measure the value-at-risk of the biding and quoted price in order to provide a feasible risk analysis tool for the evaluation of construction project bidding.  相似文献

生物质厌氧消化技术是目前最成熟、应用最广泛的生物质能利用技术之一,目前已制定部分建设和生产标准,但未形成完整的标准体系,影响了该产业的发展。通过对德国、加拿大、美国等生物质厌氧消化技术发达国家的相关标准分析,结合中国生物质厌氧消化技术产业发展的现状以及市场需求,从产业链的角度提出了中国生物质厌氧消化技术标准体系框架。该体系分为基础标准、通用标注和专用标准3个层次,并按照产业和市场需求对近期拟制定的标准提出相关建议,该标准体系的提出有利于提高生物质厌氧消化技术领域的标准设置和管理水平,减少标准之间的重复与矛盾,为该行业的发展提供技术支持和理论保障。  相似文献

Valuation based on the bill of quantifies will change the existing valuation mode of tender and bidding. For the standardized management of tender and bidding for power projects and the inteUigentized information management of power enterprises, it is an inevitable trend of reform to apply the valuation mode based on the bill of quantifies. According to the characteristics of power projects, this paper expounds the working process of the valuation mode based on the bill of quantities and analyzes the goal and function need of the tender and bidding management system. Considering the calculation procedure of the valuation and the quote strategy of quantities bill, the composition of fees for the valuation is settled and the calculation method is designed. To establish the management system of tender and bidding with a valuation based on the bill of quantities is beneficial for the costing reform of power projects and the perfection of the tender and bidding market. Therefore it is of great significance to spread the new management mode of project costing with a valuation based on the bill of quantities.  相似文献

Since China adopted formalized and standardizedprocedures of tender and bidding in the construction industry, many illegal actions have been prevented effectively. However, the together-conspired bidding, a new illegal activity,recently emerged in many regions of China. It is widely believed that the establishedfair competition system will be frustrated and the healthy development of the industry will be harmed, if the together-conspired bidding can not be controlled. This paper firstly introduces the background of the together-conspired bidding and stressed the necessity of preventing together-conspired bidding. Then, the whole procedure of together-conspired bidding is studied and ananticipated profit model fortogether-conspired bidding is provided from the economic angle. According to the analysis on interactions between the economic factors and the anticipated profits, some strategic methods to prevent the together-conspired biddingare recommended.  相似文献

Investment on construction projects has become an important factor in improving the development of economy in China.The non-price bottom bidding is a representation that the investment on projects is becoming standardized.During the years of trying out the non-price bottom bidding,the colluding in bidding or bidding below the cost has happened several times,which have damaged the benefits of owners.To solve theses problems,this paper firstly studies the reason of these problems-the failure in the normal relationship between principal and agent.Then,some measures have been presented as follows: building systematic and scientific system of qualification prejudication,judging behaviors of colluding in bidding and bidding below the cost with reason and providing a surety mechanism of the project.The authors hope that these measures are beneficial to non-price bottom bidding.  相似文献

渔业船联网工程是通过在渔船上搭载信息感知、处理和传输装备,从而实现船与船、船与岸之间的信息交换和智能化服务,在渔业生产、海上通信、安全管理、渔政执法及海洋探测等领域具有的重要科学意义和实用价值。本文分析了渔业船联网工程体系的应用现状及演化趋势,详细总结了渔业船联网感知层、传输层和应用层的国内外现状及发展趋势,梳理了所涉及的关键技术和科学问题。围绕渔船探测、海洋通信、数据融合与挖掘等重大需求,分析了中国渔业船联网发展在基础研究、平台建设、尖端技术、装备工程、标准体系等方面存在的主要问题与障碍,指出了中国渔业船联网工程体系科技创新发展对策,提出了以“突破关键技术、研发核心装备、构建基础平台、形成创新能力”为目标、以“探索期、部署期、拓展期”为路线的系统工程发展建议。  相似文献

Competition among construction companies becomes drastic while market economy is gradually established in China.It is a problem of concern that how to rationally evaluate the competitive ability of construction companies in order to plan the competitive strategy for companies.The multi index system and comprehensive index are proposed in this paper and Analytic Hierarch Process(AHP) is applied to calculate the weights of multi index.The evaluation model of competitive performance of construction companies is presented based on AHP.An example for the evaluation model is given.The results demonstrate that the model can be used to efficiently evaluate the competitive performance of construction companies.The competitive strategy can be suggested through analyzing some factors influencing the competitive performance of construction companies.  相似文献
