Urban Environmental and Urban Ecological Problems in the Sustainable Development of Chongqing City and Its Countermeasures

The main urban environmental and urban ecological problems existing in the sustainable development of Chongqing city were introduced in this paper. Furthermore, the causes and features of these problems were analyzed. At last, some countermeasures, which would provide some scientific bases for accelerating the urban sustainable development of Chongqing city, were suggested.     

环境污染转移对中国农村可持续发展的影响

为了建设中国特色社会主义新农村,实现农村的可持续发展,环境污染向农村转移的问题就必须高度重视。笔者主要分析了环境污染转移对中国农村的生态环境及农民身体健康造成的严重影响,结果导致贫困,并指出环境污染转移导致了恶性循环,同时提出了相应的对策建议。最后得出的结论是污染企业要走循环经济之路,中国农村未来的发展方向是发展生态农业。     

基于旅游角度的城市生态环境质量评价与分析

从旅游角度,对我国生态环境质量进行评价与分析。首先,从气候、大气、声音、园林绿化、交通、市容、环境维护等方面选择10个生态环境质量评价指标,首次把气候条件作为生态环境质量的一个构成方面;其次,利用主成分分析法构建了生态环境质量的综合评价指标;然后,对我国省会城市的生态环境质量进行了评价;最后,对城市生态环境质量与入境旅游流的关系进行了计量分析。主要结论有：我国省会城市的生态环境质量存在较大差异;同一个城市在不同方面的生态环境质量存在较大的差异;气候、园林绿化、车辆通畅等环境质量与入境旅游流存在显著的相关性。     

A Study on Human Settlement Environment from View Point of Regional Culture

Culture is a basic element in human settlement environment.In this paper,considering the characters of progress in China's urban development in different stages,the urban culture is studied in respect of the age and space,then the connotation and development of regional culture are discussed.Through comparing the growth of Chongqing and Hong Kong cities,this paper presents a new idea for the study on Chinese urban development of modern times from the view point of regional culture.     

农林产品产地环境生物多样性研究探讨

食品安全是当今世界关注的一个热点,农业生态系统产地环境质量的好坏直接影响着农林产品的质量安全。保护和利用产地环境生物多样性对维持农业生态系统稳定和可持续发展具有重要意义。从生物多样性出发,探讨了产地环境生物多样性现状、丧失原因,提出了产地环境生物多样性的保护措施,旨在促进农业生态系统健康的培育与优质农林产品的实现,为中国农林业可持续发展提供参考。     

Analysis of Environmental Quality and Its Problems in Construction Engineering

The environmental quality problems of construction engineering are endangering the existence and sustainable development of human beings, so their treatment is becoming common understanding of all levels of governments and the public. In this paper, the forming course and affecting factors of environmental quality and main symptoms of its problems are analyzed from the definition of environmental quality in construction engineering. Then, the essence of the problem is revealed, that is comprehensive abilities for quality activities and their results can't meet the regulated requirements. Finally, it expounds five basic characteristics of the problems to enhance people's understanding.     

中国污染场地环境管理存在的问题及对策

为了完善中国的污染场地法律法规体系和管理办法,建立健全场地修复管理体系,笔者概述了中国目前的污染场地环境管理体制,指出管理体制现存的问题,结合中国的环境现状,提出建立完整的环境管理标准体系、加强场地修复信息公开化、完善场地修复决策支持系统以及场地修复再开发评价,是解决中国污染场地管理和修复的根本。

内蒙古环境污染水平与经济增长的库兹涅茨关系分析

为了给内蒙古环境政策提供依据,以进一步促进内蒙古环境与经济之间协调发展,笔者研究了内蒙古环境污染与经济增长之间的关系。基于环境库兹涅茨曲线模型,采用1986-2009年内蒙古环境经济数据,建立内蒙古工业污染物排放与人均国内生产总值(GDP)之间的评价模型。结果表明,在研究区间内,内蒙古固体废弃物与工业废气排放量产生量急速上升,与人均GDP之间的关系处于倒“U”型曲线的左半部分上升阶段：2009年的固体废弃物产生量比1986年增长了10508.32万t,平均年增长率为9.17%。2009年的工业废气排放量比1986年增长了22828.36万t,平均年增长率为11.54%;其中,SO2排放量与人均GDP之间已存在拐点,并呈现完全的倒“U”型关系,拐点发生在人均7793.76元时。工业废水排放量增长率变化较缓,平均年增长率为0.35%;烟尘和粉尘排放量在研究时段内逐年递减。通过工业污染物排放及其可能影响因子之间的灰色关联度分析,探究了1986年后内蒙古工业污染物排放的库兹涅茨曲线的成因。结果表明,内蒙古市环境污染的主要关联因子包括产业结构、GDP总量、单位GDP能耗、城镇人口比例。本研究结果将为内蒙古经济在不断增加的环境压力下保持可持续发展、协调经济增长与环境污染之间的关系提供参考。     

Research on Measurement and Report of Environmental Accounting

In this paper, the problems of bringing natural resources and environmental condition into accounting are discussed and lay emphasis on object measurement, imaging and disclosure in accounting report of environmental accounting. The author suggests that the environmental accounting is the necessary production of global economy for sustainable development in modern society; it is also a new ecological accounting subject formed by the result of environmental economies and accounting penetrating into each other. As a contribution of accounting circles to sustainable development, environmental accounting has become a hot topic in recent years.     

A Study of the Index System for Sustainable Development of a Town

The sustainable development of a town is a comprehensive concept often considered in terms of several aspects such as economical, environmental, ecological, social and cultural. In this paper, the index system for sustainable development of a town is set up from three aspects: economical, social life and resource and environment, taking account of the situation in China. Finally, a pilot study is carried out with a town in Chongqing as an example, an evaluation system of sustainable development is developed for efficient and accurate evaluation of the development of a town.     

New Study on the Administrative Litigation of Public Environmental Welfare

The establishment of the administrative litigation of public environmental welfare is a great necessity.It benefits to make up the limitation of traditional chain of command,to ensure the environmental right of citizen and to accommodate the need of international environment protection.The administrative litigation of public environmental welfare is that the plaintiff including the people's Procuratorate,citizen,corporation and other organizations can sue administrative organ who harms or will harm the environment. China may establish its own administrative litigation public environmental welfare through the following creative construction system,such as exerting the function of the people's Procuratorate,proper setting of lawsuit domination,increasing new kinds of judgment,etc.     

影响沉积物释磷强度环境因素研究进展

湖泊沉积物中磷的释放是阻碍富营养化湖泊治理关键,弄清楚影响湖泊磷释放过程的影响因素及机理对于控制湖泊富营养化至关重要。本文总结了沉积物中磷存在的主要形态、分类以及生物有效性,重点阐述了影响内源磷释放的环境因素,分析了当前沉积物内源磷释放过程及机理研究中存在的问题,并对未来湖泊内源磷释放过程和机理的研究方向提出了相关研究方向。     

Discussion on Water Environment Problems and WaterEnvironment Protection Countermeasure in Three Gorges Area

The present status of water environment in three gorges area of Yangtze River is analyzed in this paper.The importance to enhance water environment protection and ecology environment protection in Three Gorges area of Yangtze River is also discussed in this paper. Some suggestions about water environment protection and ecology environment protection in Three Gorges of Yangtze River are also provided . Finally, the environment constructional targets to let clear water mirror on Three Gorges area of Yangtze River again are put forward.     

统筹城乡发展中的农村资源与环境问题及其对策

“十二五”时期是全面建设小康社会的关键时期,是深化改革开放、加快转变经济发展方式的攻坚时期。作为转变经济发展方式的重要途径,统筹城乡发展也是现阶段“三农”工作的指导思想与政策支持体系的核心内容。从统筹城乡发展的内涵入手,分析了统筹城乡发展中的农村资源与环境面临的形势、问题及其根源,并从改造传统产业、实施农村清洁工程、调整农业产业结构、推进农业清洁生产和提高农民科学素质等多个方面提出了应对之策。     

环境雌激素类农药灭多威对生殖系统的影响研究进展

农药灭多威是一种广泛使用的氨基甲酸酯类杀虫剂,同时也属于雌激素内分泌干扰物即环境雌激素。环境雌激素对人类健康和生态环境存在严重威胁,因此笔者就灭多威对生物生殖组织结构、生殖功能、生殖酶活性以及生殖细胞凋亡等方面的影响进行了简要综述,并提出了需要进一步研究的方向,对深入了解灭多威生殖毒性危害,积极采取危害防治措施、保护生态系统具有重要意义。     

Study on Gross Control and Comprehensive Treatment of Urban River according to Fu River in Mianyang District, Sichuan

To provide quantificational instruments of river environmental management and Gross Control Layout of the urban river,in this paper,the water quality actuality was appraised by the standard exponent means,the functional water areas were divided,and the water quality coupling models were established in subsection.Then the water environmental capacity was calculated using VC .Finally,the value of water environmental model was constituted and its capacity was approached.The quantificational gist of the water resource everlasting exploitation and society economy sustainable development in urban river region is provided.

农村环境教育是当前环境教育的重点、难点,研究它具有重大理论和实践价值。主要从农村环境教育的必要性、农村居民环境素质的调查与分析、农村环境教育存在的问题、农村环境教育的内容与对策等方面对近年来国内农村环境教育研究现状进行综述,并展望了该研究领域未来发展趋势。
