Riding Mountain National Park, Manitoba, is home to a population of free-roaming elk (Cervus elaphus manitobensis) that have been found to be infected with Mycobacterium bovis, the agent of bovine tuberculosis (TB). The disease has also been found in a number of cattle herds near the Park and, as a result, Manitoba has been assigned a split status for bovine TB. A number of government agencies, with input from representatives from the wildlife and agricultural sectors, have responded by devising a program to detect, investigate, control, eradicate, and prevent TB in both wild and domestic animals. Experience from these efforts can be applied to the control of other diseases, such a foreign animal disease, elsewhere in Canada.  相似文献

The risk of foreign animal disease introduction continues to exist despite Canada's strict regulations concerning the importation of animals and animal products. Given the rapidity with which these diseases can spread, especially in areas with dense livestock populations, eradication efforts which rely solely on quarantine and stamping-out measures can present a formidable undertaking. This, combined with growing economic and ethical considerations, has led to renewed interest in the use of vaccination as a tool in controlling foreign animal disease outbreaks. Vaccination has effects at the individual and population levels. Efficacious vaccines reduce or prevent clinical signs without necessarily preventing virus replication. They may also increase the dose of virus needed to establish an infection and/or reduce the level and duration of virus shedding following infection. Vaccine effectiveness within a population is a function of its ability to reduce virus transmission. Transmission is best described by the reproductive ratio, R, which is defined as the average number of new infections caused by one infectious individual. By helping to reduce the R-value below 1, vaccination can be an effective adjunct in abbreviating an outbreak. Nevertheless, vaccination can also complicate serological surveillance activities that follow eradication, if the antibody response induced by vaccination is indistinguishable from that which follows infection. This disadvantage can be overcome by the use of DIVA vaccines and their companion diagnostic tests. The term DIVA (differentiating infected from vaccinated individuals) was coined in 1999 by J. T. van Oirschot of the Central Veterinary Institute, in The Netherlands. It is now generally used as an acronym for 'differentiating infected from vaccinated animals'. The term was originally applied to the use of marker vaccines, which are based on deletion mutants of wild-type microbes, in conjunction with a differentiating diagnostic test. The DIVA strategy has been extended to include subunit and killed whole-virus vaccines. This system makes possible the mass vaccination of a susceptible animal population without compromising the serological identification of convalescent individuals. The DIVA approach has been applied successfully to pseudorabies and avian influenza eradication, and has been proposed for use in foot-and-mouth disease and classical swine fever eradication campaigns. This paper will survey current vaccine technology, the host immune response, and companion diagnostic tests that are available for pseudorabies, foot-and-mouth disease, classical swine fever and avian influenza.  相似文献

This review addresses the scientific, ethical and economic factors that impact on the welfare of farm animals. Respect for animals within the food chain is considered within the context of an ethical matrix that affords respect according to the principles of wellbeing, autonomy and justice to consumers, farm animals, farmers and the living environment. The welfare of a farm animal depends on its ability to sustain fitness and avoid suffering. The responsibility of the farmer is to make provision for good welfare through good husbandry; he cannot ensure good welfare. Improvements to farm animal welfare can only come about within the context of the forces that drive the free market. In essence, consumers need to afford a greater extrinsic value to farm animals. The costs to farmers of legislation to impose higher animal welfare standards are substantial but the cost to consumers can be very small. The responsibility is therefore on the consumer to convert an expressed desire for higher welfare standards into an effective demand. A promising route to encourage and fulfil this demand is through welfare-based quality assurance schemes with quality control ensured by independent audit. At present, audit protocols are based largely on identification of the elements of good husbandry. Ultimately we need a further independent audit to ensure that the outcome of these perceived elements of good husbandry is, in fact, good animal welfare.  相似文献

Concerns about farm animal welfare vary among individuals and societies. As people increasingly consider the values underlying current farm animal production methods, farm animal welfare policy debates have escalated. Recent food animal protection policies enacted in the European Union have fueled highly contentious discussions about the need for similar legislative activity in the United States. Policymakers and scientists in the United States are apprehensive about the scientific assessment, validation, and monitoring of animal welfare, as well as the unforeseen consequences of moving too hastily toward legislating farm animal welfare. The potential impact of such legislation on producers, food prices, animals, and concerned citizens must also be considered. Balancing the interests of all stakeholders has therefore presented a considerable challenge that has stymied US policymaking. In this review, we examine the roles of ethics and science in policy decisions, discuss how scientific knowledge relative to animal behavior has been incorporated into animal welfare policy, and identify opportunities for additional refinement of animal welfare science that may facilitate ethical and policy decisions about animal care.  相似文献

Applied ethology in general and farm animal ethology in particular have a great importance in connection with animal welfare regulations on a national and international level. They have through the legislation on animal welfare brought about important repercussions on housing of farm animals, wild animals and experimental animals in Switzerland. The animal welfare legislation has been a considerable boost to scientific research. The application of ethological knowledge in the legislation and in practice has indeed also its limits. An overview of the current European legislation concerning animal welfare is given. The legal requirements concern the housing and care of production animals (poultry, calves and swine), the transport of animals and the killing of animals (not only in slaughterhouses, but also in case of contagious animal disease outbreaks). General information concerning the principles and contents of European pieces of legislation as well as detailed information concerning requirements for individual animal species is given. Furthermore, other elements concerning animal welfare such as castration of piglets, ritual slaughter and animals used for experimental purposes are also reviewed. Finally, some recent initiatives in the field of animal welfare are mentioned and useful links are provided for finding the various legislative acts and additional supportive information.  相似文献

The contribution of animal experimentation to biomedical research is of undoubted value, nevertheless the real usefulness of animal models is still being hotly debated. Laboratory Animal Science is a multidisciplinary approach to humane animal experimentation that allows the choice of the correct animal model and the collection of unbiased data. Refinement, Reduction and Replacement, the "3Rs rule", are now widely accepted and have a major influence on animal experimentation procedures. Refinement, namely any decrease in the incidence or severity of inhumane procedures applied to animals, has been today extended to the entire lives of the experimental animals. Reduction of the number of animals used to obtain statistically significant data may be achieved by improving experimental design and statistical analysis of data. Replacement refers to the development of validated alternative methods. A Laboratory Animal Science training program in biomedical degrees can promote the 3Rs and improve the welfare of laboratory animals as well as the quality of science with ethical, scientific and economic advantages complying with the European requirement that "persons who carry out, take part in, or supervise procedures on animals, or take care of animals used in procedures, shall have had appropriate education and training".  相似文献

In this paper first the general cascade of animal disease eradication from the voluntary control programme up to culling of infected animals is described. Afterwards the development of the eradication of Bovine Herpes Virus in Lower Saxony is illustrated. Obvious the number of farms which are not eradicating decreases since the testing on BHV1 is obligate in Germany. In 2004 60% of the cattle holdings were free from BHV1. At least the measures which will be taken in Lower Saxony to increase the success of eradication are explained.  相似文献

Public and consumer pressure for assurances that farm animals are raised humanely has led to a range of private and public animal welfare standards, and for methods to assess compliance with these standards. The standards usually claim to be science based, but even though researchers have developed measures of animal welfare and have tested the effects of housing and management variables on welfare within controlled laboratory settings, there are challenges in extending this research to develop on-site animal welfare standards. The standards need to be validated against a definition of welfare that has broad support and which is amenable to scientific investigation. Ensuring that such standards acknowledge scientific uncertainty is also challenging, and balanced input from all scientific disciplines dealing with animal welfare is needed. Agencies providing animal welfare audit services need to integrate these scientific standards and legal requirements into successful programs that effectively measure and objectively report compliance. On-farm assessment of animal welfare requires a combination of animal-based measures to assess the actual state of welfare and resource-based measures to identify risk factors. We illustrate this by referring to a method of assessing welfare in broiler flocks. Compliance with animal welfare standards requires buy-in from all stakeholders, and this will be best achieved by a process of inclusion in the development of pragmatic assessment methods and the development of audit programs verifying the conditions and continuous improvement of farm animal welfare.  相似文献

Certification that a country, region or state is "free" from a pathogen or has a prevalence less than a threshold value has implications for trade in animals and animal products. We develop a Bayesian model for assessment of (i) the probability that a country is "free" of or has an animal pathogen, (ii) the proportion of infected herds in an infected country, and (iii) the within-herd prevalence in infected herds. The model uses test results from animals sampled in a two-stage cluster sample of herds within a country. Model parameters are estimated using modern Markov-chain Monte Carlo methods. We demonstrate our approach using published data from surveys of Newcastle disease and porcine reproductive and respiratory syndrome in Switzerland, and for three simulated data sets.  相似文献

Teaching veterinary students about animal welfare science, ethics, and law has been identified as a priority of the veterinary curriculum. Suggested content for such a course, the stage at which it should be taught, and possible methods of teaching and assessing the subject have been outlined. Critically, such a course needs to address the quantification of the impact of humans on animals (welfare science), the analysis of our moral obligations (welfare ethics), and knowledge of minimum welfare standards (welfare legislation). A mixture of both teaching methods and assessment techniques is needed to ensure that sufficient skills and knowledge and a deeper understanding are achieved.  相似文献

The paper reviews the eradication of bovine tuberculosis from Australia with special reference to surveillance and managing the risk of animals exposed to tuberculosis infected animals during the latter stages of eradication. The successful eradication was based on a sound technical program with strong industry and government support. The model of joint industry and government funding and decision-making first used during the brucellosis and tuberculosis eradication campaign (BTEC) has been successfully incorporated within subsequent livestock disease control programs in Australia. An overview of the history of tuberculosis eradication in Australia provides a background to the surveillance approach. Australia was fortunate that there were no wildlife reservoir hosts. Feral animal reservoir hosts were removed during the eradication program. Surveillance to detect rare diseases is recognised to be statistically challenging with high resource requirements. Australian veterinary authorities have a high level of confidence that the combination of increasing sensitivity of abattoir surveillance systems by the submission of all granulomas detected at slaughter with increasing risk management of animals exposed to tuberculosis infected animals during the final stages of eradication provides a high level of assurance that Mycobacterium bovis has been eradicated.  相似文献

Over the last 30 years concern about farm animal welfare has increased and has become a public issue in the Netherlands. Public discussion has stimulated research in this field, financed by both government and industry. Dutch society in general and consumers of animal products in particular, want to see high standards of welfare for production animals. Good animal welfare has gradually gained more impact in the total quality concept of the product. This will encourage scientists to continue to analyse the welfare status of animals and to come up with innovative solutions for the remaining problems. At ID-Lelystad much effort is put into farm animal welfare research. This research includes for example, the development of behavioural tests for quantifying and interpreting fear in cattle, investigations into the effects of dietary iron supply and a lack of roughage on behaviour, immunology, stress physiology, and pathology in veal calves, studies of the ontogeny of tail biting in finishing pigs and feather pecking in laying hens as well as evaluation of the welfare effects of automatic milking in dairy cows. The results of these projects contribute to concrete improvements in animal husbandry and expertise and support policy making and legislation. The animal industry as well as retailers should aim at the further implementation of this knowledge and to specify welfare standards to guarantee consumer acceptance of animal production.  相似文献

Departments of animal sciences must be relevant to a society in which a small number of people can raise almost all the food animal products needed. The declining number of people involved in animal agriculture has decreased enrollment of students interested in food animals in many departments of animal science. However, several departments welcomed students from a diverse background and began research on animals other than food animals. In many states, the undergraduate enrollment is made up primarily of students interested only in companion animals. A benefit of this is that we have recruited new students into animal agriculture and they have gone on to excellent careers. We have a new challenge now: how to maintain and expand the efforts in teaching, research, and outreach of companion animal science. Departments wishing to expand in teaching have examples of successful courses and curricula from other departments. Some departments have expanded their teaching efforts across their own university to teach about pets to a wider audience than their own majors; other departments can follow. In research, a small number of faculty have been able to establish extramurally funded projects on pets, including horses. But it will be difficult for more than a handful of departments to have a serious research effort in dogs, cats, birds, fish, or exotic animals. Departments will have to make a concerted effort to invest in such endeavors; joint ventures with other universities and colleges of veterinary medicine (or medicine) will probably be required. Funding sources for "traditional" efforts in nutrition, reproduction, and physiology are small and inconsistent; however, with the progress of the equine, canine, and feline genome projects, there should be opportunities from federal funding sources aimed at using animal models for human health. In addition, efforts in animal behavior and welfare can be expanded, perhaps with some funding from private foundations or animal-supportive organizations.  相似文献

A survey to measure attitudes toward farm animal welfare was developed. We targeted animal science faculty because of their influence on animal production in the United States. We initially interviewed 34 faculty members from a large Midwestern public university to assist with questionnaire development. After our written survey was developed, we pilot-tested our questionnaire at this same university. Thereafter, we sent an e-mail advance notice, first survey, and follow-up survey/thank-you to the national population of animal science faculty members. With an n = 446 (response rate = 45%), we observed the following: 51% (for layer birds), 58% (for meat birds), 66% (for swine), 84% (for dairy), 86% (for sheep), and 87% (for beef) of our respondents agreed that the predominant methods used to produce various types of animal products provided appropriate levels of animal welfare. Our findings showed that greater than 90% of respondents support general principles of animal welfare, such as keeping animals free from unnecessary fear and distress. However, specific practices that have been shown to elicit distress (e.g., castration without anesthetic) were deemed a concern by only 32% of the respondents. Various industry practices/outcomes were assessed for level of concern and varied from a high of 83% of respondents agreeing that flooring effects on lameness in intensively farmed animals are a concern, to a low of 16% agreeing that early weaning in pigs is a concern. Summed attitude scores showed significant relationships with the demographic variables of gender (P < 0.01) and political ideology (P < 0.01), with women and those holding more liberal political views being more concerned about farm animal welfare issues. Gaining an awareness of various stakeholders' attitudes (e.g., animal scientists, veterinarians, producers, and consumers) toward farm animal welfare will assist animal welfare scientists in knowing which research topics to emphasize and, perhaps, where critical gaps in accessibility of knowledge exist.  相似文献

Awareness of animal influenza and its prevention and control is important for ensuring livestock health, production and welfare. In China, a country stereotyped as a major source of emerging zoonotic infectious diseases, research on the public understanding of animal influenza is limited to the Han, the main ethnic group. The present qualitative study in Southwest China investigated awareness of animal influenza among the Dai, an ethnic minority. The participants (15 men and 10 women, ages 18–83) were smallholder farmers of pigs and poultry in rural areas of Jinghong, Xishuangbanna, Yunnan Province. A mixture of interviews and group discussions took place in homes and villages. The participants were asked about their knowledge of avian influenza (H7N9), swine influenza (H1N1), precautions taken to protect against influenza, procedures when animals were sick and perceived risk of animal influenza. The data were analysed following coding and thematic analysis. The findings demonstrated a limited understanding of animal health and welfare among participants. Specifically, they were largely unaware of animal influenza (H7N9, H1N1) including its causes, symptoms, prevention and treatment. The farmers were also uninformed of the risks they faced and unknowingly engaged in behaviours which increased direct or indirect exposure to infected animals, a risk factor for human infection. They also reported poor usage of veterinary services. In order to guarantee the health, welfare and production of their livestock, immediate action is needed to enable Dai smallholder farmers to prevent and respond to animal influenza effectively and timely.  相似文献

Colleges and universities have an obligation to teach the basis of animal husbandry and welfare and must prepare students so that they can respond effectively to challenges by proponents of the animal welfare and animal rights movements. Veterinary curricula must now contain formal instruction in professional ethics and humane stewardship of animals for accreditation by the American Veterinary Medical Association. It is helpful if students have an understanding of farm animal behavior, stress physiology and methods of assessing welfare prior to learning about the animal welfare/rights movement's philosophies and issues. A review of early judicial practices, "classical" Judeo-Christian philosophy, the philosophy of Rene Descartes, Jeremy Bentham, Albert Schweitzer, and current philosophers and the entertainment media places the movements in perspective. Students should be familiar with such concepts as the mind-body controversy, equality of suffering, self-awareness or intelligence, and speciesism. After acquiring an appreciation of the basics, a knowledge of the issues facing animal agriculture and the arguments for and against each issue are necessary. Graduates of colleges of agriculture need to realize the potential effects the movements can have and take the initiative to improve the image of animal agriculture.  相似文献

The accepted paradigm of foreign animal disease preparedness in Canada, the emergency for which to prepare, starts with identification of the exotic viral agent in a Canadian farm animal population. This narrative focuses on the containment of the infectious agent, within diseased animals, on infected premises. Framing the emergency as a disease incursion limits rational imagination to only one version of one potential animal emergency. This framing of the problem directs the carcass disposal solutions to consider only methods to dispose of viral infected material. However, in all documented responses to catastrophic swine diseases in the past three decades, the number of uninfected animals caught up in movement control zones and killed greatly exceeds the number of infected animals killed. The temporary closures of slaughterhouses in spring 2020 due to COVID-19 transmission resulted in thousands of healthy market hogs surplus to market; an unanticipated emergency of healthy pigs. This paper proposes an alternate carcass disposal option for material from uninfected farms. “Excarnation by exposure” is a natural process of debulking and dehydrating carcasses by blow fly larvae, mitigating financial costs of final disposal. Excarnation by exposure is a reasonable and possibly necessary additional option for the management of uninfected carcasses in a catastrophic emergency response in commercial pigs.  相似文献

As far as the small animals are concerned, animal husbandry refers to animal welfare and management. There are five main areas of undergraduate instruction in this subject--normal animal behaviour, nutritional requirements, restraint, housing and management in disease. University education, vacational studies and personal experience all provide important sources of knowledge. Most university instruction in small animal welfare and management is provided in the clinical courses where extensive care material can be utilised in practical teaching. Integration of the animal husbandry and clinical courses is to be encouraged.  相似文献
