The process values of university research are important in the context of several significant social and economic trends in American life. These values are being taken into account in the design and administration of federal programs. Federal programs to support these values should be distinguished from programs to support the product values of research. Failure to distinguish between these two types of programs will lead to a further dilution of quality in programs designed to advance science as a legitimate end in itself. The scientific community can best protect its own interests by helping federal agencies and universities and colleges develop a funding system to support the process values of university research on a cooperative, regional basis.  相似文献

三大粮食作物基础研究:中国开始引领世界   总被引:2,自引:1,他引:1  
为了解我国水稻、玉米和小麦三大粮食作物基础研究现状及我国在世界所处的位置变化,基于文献计量视角,对过去15年间(2002—2016)在生物学和农业科学高质量学术期刊上,刊载的水稻、玉米和小麦论文进行计量分析。结果显示:从所使用文献计量指标来看,通过国家对科技创新的持续投入和科学家们的不懈努力,我国水稻和小麦基础研究,已经走在世界前列,开始领跑全球。玉米基础研究,中国科学家表现出强劲发展势头,部分优秀科学家已经走在了国际竞争最前沿。相信随着国家对科技创新的持续投入,我国三大粮食作物基础研究很快将能全面引领全球,为保障我国和世界粮食安全提供重要保障。  相似文献

In conclusion, I believe the components which I have discussed constitute an outline of a sound program for federal support of science in universities, which provides first, a basic minimum of funding proportional to the growth of the research student population, and second, a pattern of grants based upon justified need and individual merit for more costly instruments, post-doctoral appointments, and other factors that allow our best scientists to be more productive. In addition, there is, of course, the array of major national facilities and programs, each judged individually, in fields requiring very costly equipment.  相似文献

A policy framework for analyzing educational research and development has been proposed. The framework consists of five primary elements focusing on the contexts in which educational R & D operates, its goals, its characteristics, its manpower, and its decision structures. These five primary elements interact to produce two secondary elements concerned with priorities and objectives, and strategies and tactics. The framework was applied to three current policy proposals in educational R & D including directed R & D programming in the U.S. Office of Education, the request for funds for experimental schools, and the proposed National Institute of Education. Rigorous application of the framework to major policy questions such as these three can help us examine issues before they arise. It can help prevent errors. Its application can provide greater assurance that primary, secondary, and tertiary consequences-those that arise from the interaction of the consequences we most directly perceive-will receive examination. This kind of consideration can help produce the desirable and intended effects and avoid the detrimental consequences of unanticipated impacts in unintended areas.  相似文献
