The growth of the international migration of health workers in recent decades has taken place in the context of the transnationalisation of healthcare provision as well as of governance and policy responses. This paper examines international policy responses to cross‐border health worker migration in the Asia Pacific region. These include multilateral (global and regional) and bilateral policy agreements, policy dialogue and programmes of action in relation to key issues of ethical recruitment, ‘circular’ migration and labour rights and key themes of health workforce planning and management. The paper brings original new analysis of international datasets and secondary data to bear on the pressing and important questions of what international policy initiatives and responses are at work in the Asia Pacific region, and what these mean for the nature of migration governance in the region. The paper's focus routes the evidence and argument towards current research and policy debates about the relationship between health worker migration, health worker shortages and poor health outcomes. In this, the paper brings new insights into the analysis of the international policy ‘universe’ through its emphasis on multiple and intersecting cross‐border institutions, initiatives and actors operating across different scales. Coherent national and international strategies for integrated health worker migration governance and policy need to incorporate these insights, and the paper considers their implications for current strategies to attain universal health care and improved health outcomes in Asia Pacific and beyond.  相似文献

While in recent years much has been written, and even more spoken, about the interrelationships between population and development, and particularly the importance of acknowledging population parameters in development planning and policy formulation, reality in most Pacific island countries and territories falls short of this rhetoric. Long-term development plans and strategic development frameworks are still compiled without due consideration of demographic circumstances, and economic and public sector reform proceeds in many countries seemingly oblivious of contemporary population dynamics. It is not always lack of basic and timely data that accounts for this malaise, as is evident from a myriad of demographic indicators reported by a variety of government agencies and regional and international organisations. However, these often manage to portray quite different demographic scenarios using identical data sources. This paper examines the institutional and methodological context within which Pacific island population data are collected and demographic information is produced. It concludes by discussing ways in which demography and demographers can contribute towards more realistic planning and policymaking in the Pacific.  相似文献

Although economically interdependent, political rivalry between Japan and China have brought about the inability of the Association of Southeast Asian Nations Plus Three (APT) process to transform itself into an East Asia Summit (EAS) as originally envisioned. The existence of the APT and the EAS as two separate entities not only reflected the politico‐security rivalry between the two neighbours but more importantly affected the direction and progress of East Asian regionalism as a whole. Aiming to provide a historical account of the EAS process and examine Japan's role in the development of the EAS framework, this paper argues that Japan has put greater attention on the EAS and made numerous unilateral initiatives to develop it. While Japan does not seek ultimate power, it considers the EAS as an excellent opportunity to: (i) raise its influence in the region vis‐à‐vis China; (ii) elevate the status of the EAS in region‐building and (iii) check Chinese advances by fulfilling its long‐held policy of having other Asia Pacific countries, primarily Australia and New Zealand, join. Nevertheless, the decision to expand the EAS to include the USA and Russia will have some adverse effects on Japan's unilateral ambitions and the furtherance of regionalisation processes.  相似文献

Abstract: Through reviewing South‐East Asia’s recent economic engagement with the global economy, this paper points to profound recent transformations in the scope and character of the region’s development. Foreign direct investment was the key driver of regional growth in the pre‐1997 period, yet currently, the region faces a more difficult and multifaceted economic arena from which to attract such funds. Foreign direct investment is more selective, both geographically and by sector, than was the case in that earlier period. This paper explains the confluence of economics, business practices and politics that are giving rise to these outcomes, and concludes from this that development trajectories in South‐East Asia will become more diverse between the countries of the region, with implications for how we understand regional economic performance.  相似文献

The realisation that climate change might necessitate resettlement of people displaced initially raised interest in the experience of development‐forced displacement and resettlement (DFDR). Looking back, in 1980 the first international policy on involuntary resettlement was approved to address perceived weaknesses in state property and expropriation law to safeguard people in the way of development projects. Since then international policy and praxis have brought global attention to developmentally displaced people but have not guaranteed them an effective safeguard. Recently, renewed attention has focussed on state legal and governance frameworks substantively and procedurally. Identifying four key policy objectives that resonate with climate change displacement I analyse their treatment in a data base of DFDR laws and regulations from 40 Asia Pacific states. This analysis finds overall little legal congruence. Innovative new formulations in some Asian state laws address recent public criticisms and research findings, but mostly are yet to demonstrate positive outcomes for displaced people. Pacific states increasingly abandon expropriation law to negotiate lease terms for public infrastructure projects with customary landowners that do not extinguish customary title. Any laws governing climate change relocations must protect rights, livelihoods, well‐being, inclusive decision‐making and community initiatives with procedures whilst not relinquishing climate‐change‐reducing action.  相似文献

Abstract: Notwithstanding the existence of considerable intra‐regional trade, the Asia‐Pacific region was slow to catch onto the concept and phenomenon of regionalism. Not many regional integration arrangements were created in the region and the ones that were created did not go far. Over the preceding three‐and‐a‐half decades, the high performing Asian economies adopted outward‐oriented strategies, promoting brisk trade expansion trade and foreign investment. Asia‐Pacific regionalism was essentially market‐led and uninstitutionalised. Regional production networks were the consequence of market‐led economic dynamics in the region. Large corporations, including transnationals, contributed to the growth of a pan‐Asian industrialisation process and trade expansion. This scenario underwent a transformation in the 1990s, particularly during the Asian crisis of 1997–98. Conscious economic and monetary co‐operation with institutional support increased considerably. Asia‐Pacific economies are more committed to regionalism – both economically and institutionally – now than ever before.  相似文献

Abstract: Will future transportation carbon dioxide (CO2) emissions per capita in Asia Pacific economies follow historical trends of the now developed world? Evidence to date is inconclusive. A comparison at similar income levels (purchasing power parity) between recent emissions in Asia Pacific countries and historical emissions in developed countries suggests diverging patterns. (A) High‐income Asia economies (Japan, Hong Kong and Singapore –‘low emitters’) exhibit lower emissions than a selected sample of seven developed countries (United States, Australia, France, the Netherlands, Italy, Sweden and United Kingdom). (B) Another set of Asian countries (South Korea and Taiwan –‘medium emitters’) follow the emissions trends of European countries, which are lower than those of Australia and the United States. (C) A third Asian group (Malaysia and Thailand –‘high emitters’) exhibit emission trends comparable to that of Australia. We describe these trends, examine their causes and extrapolate likely futures for emissions in low‐income Asia Pacific economies (China, Indonesia, Philippines and Vietnam). Although such predictions are speculative, the available evidence suggests that road CO2 emissions for Indonesia, the Philippines and Vietnam will follow those of the third group (high emitters), while those for China may follow either Group B or Group C.  相似文献

In the last 30 years international migration has been transformed from being of little or no significance in Asia to being of substantial economic, social, political and demographic importance. Two types of migration which have increased greatly in significance since the 1970s are international labour migration and refugee movements. Throughout most of the last two decades Asia has had more refugees than any other world region, although numbers have declined in the 1990s with the success of resettlement and repatriation programmes for Indochinese refugees. On the other hand, international labour migration has continued to increase in scale and importance, with the majority of workers moving between Asian countries in the 1990s, although the Middle East remains an important destination. It is argued that two elements, proliferating migrant social networks and the emergence of a vibrant immigration industry, have given a momentum to international migration which to some extent limits the power of nation states to control it. There is some concern among countries in the region that the increase in migration is creating excessive economic dependence upon the export of labour. Fears that migration threatens social cohesion depend upon the extent to which migrants settle permanently in destination areas.  相似文献

The article aims at discussing the rise of the green bonds in the context of the multilateral development banks, by problematizing their threats and potentialities to be an alternative to the existing financing system within the sustainable development agenda. It scrutinises the development rhetoric behind the emergence of multilateral development banks in the Global South, specifically in the Asian context, and attempts to foster alternatives to the Bretton Woods institutions. The two largest initiatives in that sense – the New Development Bank and the Asian Infrastructure Investment Bank – started in Asia and also target countries in the region, giving the growing influence of China and the enhancement of interregional cooperation through the BRICS countries, currently led by China, India and Russia. The paper argues that there is limited scope for the promised innovations in both project assessment and the role of private capital, given the prioritisation of infrastructure as the premise to achieving the right to development among emerging and least‐developed economies. The research departed from the quantitative and qualitative analysis of the projects funded by the New Development Bank and the Asian Infrastructure Investment Bank, from their inception until 2018, considering the approach that such institutions have taken to the social and environmental standards from their normative framework.  相似文献

Abstract: As the most populous country on earth with 10 per cent of its rare species of flora and fauna, China's environmental practice is of great importance. Already the country is one of the most polluted places in the world. At least seven out of the ten of the world's most polluted cities are located in China. It is the second largest producer of greenhouse gases after the United States, inflicting heavy, long‐term casualties on its own public health and economic development as well as on those of its close neighbours in the Asia‐Pacific region. How to strike a proper balance between environmental protection and fast economic growth will have an important impact on China's modernisation outcome and its international standing. The country began to pay serious attention to environment problems in the 1970s. Since the adoption of the reform and opening‐up policy in the late 1970s, it has signed or ratified many international treaties dealing with environmental issues. By now, it has entered into most international environmental regimes. But how compliant is China with respect to commitments made to these regimes? How willing and capable is it in complying with international environmental norms and rules? What does sustainable development mean to China? How do red tape, fear, inexperience, and ignorance affect China's efforts to protect its environment? And how do inter‐ministerial wrangling and the growth of green NGOs within China affect its compliance? This paper tries to answer these questions.  相似文献

Cyberjaya is one of a long line of aspiring science and technology parks in the Asia‐Pacific region that have attempted to create a successful technopole, and in doing so become the ‘Silicon Valley of Asia’. The paper attends to the place‐making strategies through which Cyberjaya was positioned as a new ‘global hub’ for information communication technology and multimedia industries, framed as an extremely ‘sticky place’ (Markusen, 1996). That is, a place within a global economic system where local skills, infrastructure and capital attracts and makes research and development and corporate headquarters reluctant to leave. The paper considers that despite considerable infrastructural investment and state‐led urban boosterism to ‘sell’ Cyberjaya to prospective investors, more than 10 years after its completion in 1999 the development has become little more than a zone of disconnected business process outsourcing industries comprising low value‐added outsourcing activities.  相似文献

Abstract: The Melanesian sub‐region of the South Pacific, in particular, has been branded by some political analysts as an ‘arc of instability’ because of upheavals such as coups (Fiji), ethnic conflict (Solomon Islands), paramilitary revolts (Vanuatu), and secessionist rebellion and civil war (Bougainville‐Papua New Guinea and the Southern Highlands). Simplistic notions and prejudices about the region pose challenges for journalists attempting to report with depth, context and analytical skill. Pressures and dilemmas for the news media continue to gain momentum in the South Pacific, often from a cultural as well as socio‐political dimension. While the media in some countries is refreshingly outspoken and courageous, in others it has a trend towards self‐censorship. This article critiques coverage in the region and some of the problems in an age of globalisation and preoccupation with security. It also sketches the challenges for media education designed to contest images of the region beyond ‘coups, conflicts and contraband’.  相似文献

Abstract: Asia Pacific economies – particularly Japan, South Korea, China and Singapore – play a large and growing role in the commercial aircraft industry, despite the fact that the region has no major independent plane‐maker. Instead, Asia has secured a significant position in the increasingly elaborate global production networks of Boeing and Airbus. The wider Asian significance in those networks has been fostered not only by the region's deep capital and human resource assets but also by the catalytic actions of developmental states in the region. Moreover, decades of rapid air traffic growth have made Asia a crucial market for Boeing and Airbus. In response, the American and European giants have been compelled to outsource more of their business to Asia in order to win sales and to design new airliners tailored to the needs of Asian customers. Together, the increased importance of Asia in both the design and the manufacture of commercial aircraft point to a future in which Asia will capture an ever‐larger share of the value created in one of the world's most technologically sophisticated and strategically significant industries.  相似文献

This paper captures some of the structural deficiencies within the United Nations' decision‐making processes at its headquarters in New York. Ideas and methodological approaches from critical geopolitics are adopted here to examine semi‐structured interviews held with Pacific ambassadors (n = 7) at the United Nations and bring new knowledge to an underexplored area. Results demonstrate that the institutional capacities of Pacific small island states hinder their ability to voice their concerns adequately at every United Nations' forum, while shifting imaginaries and a decline in popularity of issues has seen a drop in on‐the‐ground financial assistance for these states. In this way, this paper attempts to contribute to our understanding of the practice of international diplomacy within the United Nations.  相似文献

As economic growth centres, the Southeast Asian cities feature high population pressure, unsustainable land use, environmental degradation, and large ecological footprints. It is difficult to manage environmental health and basic services for urban dwellers, and ensure optimum flow of ecosystem services in the context of rapid, unplanned, and haphazard urbanization. These challenges are particularly multifaceted in the developing countries of Southeast Asian region. This study, based on secondary sources, adopted multidisciplinary lenses, such as geographical information systems, socio‐economic perspective, and sustainability science to examine the population situation, land use change pattern, and drivers of environmental degradation in the Southeast Asian cities as well as the Dhaka megacity, and brought forth a fresh perspective to look into contemporary urban ecosystems, population dynamics, environmental health, and sustainability. It also focused on identifying the commonalities among the cities under study to create a common understanding towards promoting collaborative urban development. This study shows that the urbanization process in the Southeast Asia region is taking place mostly in an unplanned and haphazard manner. With little concern for nature, life‐supporting ecological systems, and the environment, urban spatial growth continues unabated. The data surveyed and discussed in this paper shows that the current style of urbanization in Southeast Asia can best be called unsustainable. The findings also suggest that the general wellbeing and welfare of the current and future generations in Southeast Asian cities as well as in Dhaka is at risk. The paper recommends concerted efforts towards making the urbanization process sustainable, including better urban planning, policymaking, and international and regional cooperation.  相似文献

Out of a total of 38 million people living with HIV/AIDS globally today, the Asia‐Pacific is home to about 7.4 million – a figure which constitutes a sharp rise to previous years. In absolute numbers, infections in Asia are projected to exceed African figures within a decade. This has largely to do with economic changes towards market‐based capitalism, widening socioeconomic disparities and increased levels of mobility (internal and cross‐border), as for instance in China and Indonesia. Overall, the epidemic in Asia has been described as more complex than in Africa involving a multiplicity of transmission modes. The case studies presented in the contributions to this special issue discuss the connections between issues of mobility, gender, (trans)nationalism and sexuality in understanding the HIV/AIDS challenge in the region. The various ways in meeting the challenges of HIV/AIDS in Southeast and East Asia are analysed, whereby non‐governmental and community‐based responses often emerge as more effective than state interventions.  相似文献

The Asia Pacific region is demographically extremely diverse, with respect to both the sizes of national populations and the processes that determine population growth. Nevertheless, it is clear that in the 1990s development planning needs primarily to confront the implications not of continued high fertility, but of often rapid fertility decline to as yet uncertain levels. Vietnamese ‘blue boats’ – small wooden‐hulled fishing boats – are now entering the territorial waters of Pacific Island countries and illegally catching high‐value species found on remote coastal reefs. Crossing several international boundaries and traversing a distance of over 5000 km, these intrusions have alarmed Oceanic countries, including Australia. Lacking administrative capacity as well as jurisdictional authority to effectively control the vast stretches of island coastlines individually, governments and intergovernmental bodies in the region have called for strengthened coordination of surveillance efforts while also pressuring Vietnam diplomatically. This paper reviews these latest developments and is the first to provide a focused assessment of the issue. Through the lens of Copenhagen School of securitisation theory, we analyse responses of national and regional actors and their portrayal in online media to understand how blue boats are constructed as a security threat within a narrative of maritime, food and human security. Arguably, Australia together with the Forum Fisheries Agency, who advise on the governance of offshore tuna resources, have so far acted most decisively – in a way that might see them extend their strategic role in the region. We propose a comprehensive empirical research agenda to better understand and manage this nascent, flammable and largely unpredictable inter‐regional phenomenon.  相似文献
