农村土地整治项目的规划设计是土地整治项目的重要步骤,但由于我国开展农村土地整治项目规划设计时间不长,积累不足,导致规划设计存在诸多问题,直接影响农村土地整治项目的顺利实施。该研究以重庆市为例,通过文献综述法、实例分析法等研究方法,在提出规划设计应遵循的原则基础上,剖析当前土地整治规划设计存在的问题及产生问题的原因,并提出了相应的对策与建议:一是提高规划设计行业门槛,加强行业自律;二是完善相关项目设计要求;三是强化规划设计项目的针对性;四是加强规范管理;五是充分尊重民意。  相似文献

The past decade has seen a rapid increase of numerical simulation studies on photobioreactors (PBRs). Developments in computational fluid dynamics (CFD) and the availability of more powerful computers have paved the way for the modeling and designing PRBs, a strategy that was abandoned from the late 1970s until the 1980s because of its complexity. This paper reviews the present status of numerical modeling for PBRs as well the application of CFD in the design of PBR for the mass production of microalgae. Emphasis is on the major breakthroughs in PBR design that may lead to scaling-up. Most simulations have been conducted in bubble column PBRs, which offer many advantages. Their geometry is simple in design with no moving parts, and they are easy to construct and operate. A majority of published simulation studies used two-phase models (air and water) and employed the Eulerian-Eulerian mixture model. CFD models have been vigorously validated by experimental and laboratory studies, with most claiming to have achieved good results. However, current PBR scale-up projects still need to resolve hydrodynamic issues within the PBR, in order to optimize factors for microalgal growth. To create ideal conditions inside the PBR, the main factors that influence microalgal growth such as light intensity and distribution, gas injection and mixing, and hydrodynamics/flow pattern which are the key for design and scale up must be thoroughly understood.The present practice of PBR design using CFD can be considered both an art and a science because of some numerical simulation issues which are yet to be resolved and the complexity of fluid mechanics inside the PBRs. Nonetheless, CFD has proven to be an effective tool in predicting the complex inherent phenomena in the PBRs. The CFD technique has shown to be very promising to successfully design and develop PBRs which can be commercially available for scale-up.  相似文献

Over the past 20 years, computer software has become integral and commonplace for operational and management tasks throughout agricultural and natural resource disciplines. During this software infusion, however, little thought has been afforded human impacts, both good and bad. This paper examines current ethical issues of software system design and development in relation to privacy, accuracy, property, accessibility, and effects on quality of life. These issues are explored in the context of simulation models, databases, geographic information systems and artificial intelligence programs, especially expert systems. New approaches to system development place a much higher emphasis on the effects of system deployment within a complex human environment. Software design decisions often depend on more than one ethical issue, possibly conflicting, where the appropriate ethical choice is not always clear cut. Professional codes of ethics do little to change peoples’ behavior; rather, incentives for using an ethical approach to software development may lie in significantly increased likelihood of system success.  相似文献

Agriculture has been enormously productive in recent decades. The main problem is that fragmentation of issues, knowledge, and responsibilities has hidden the costs associated with this success. These are mainly environmental, social, and health costs, which have been assigned to other ministries, with their own histories unconnected to agriculture. Now that agricultural policy has achieved its success, its costs are becoming apparent. The current system is preoccupied with traditional views of competitiveness and efficiency. Policies, programs, and regulations are organized to support specific commodities, not farming and food systems. Responsibilities are extremely fragmented and frequently uncoordinated. In this environment, the focus on nourishment, food security, and environmental sustainability is subordinated to economic issues.The future lies in reorienting agricultural policy away from maximum production and towards sustainability. We propose a major transformation of the policy making apparatus in order to shift the focus of the system towards nourishment, food security, and sustainability. A new policy making system must be built on the themes of: integrated responsibilities and activities; emphasis on macro-policy; transdisciplinary policy development; proximity of policy makers to the diverse groups affected by problems needing resolution; food systems policy.The design principles for such a new system are taken from the theory of food security and ecology. Using these principles, we design a new provincial department of food and food security, and test this design with two case studies.  相似文献

西气东输二线项目规模庞大,面对众多的业务接口和信息接口,极易在设计质量、设计进度、配合施工、变更处理等方面出现问题。例如:下游用户分输量和分输口变化,设备资料不完备,运行单位在施工阶段对设计提出修改意见,地方规划导致路由确定困难,与地方协调能力欠缺,初设和地质勘察深度不够,专项评估和文件报批周期长等。同时,施工图设计漏项、地质勘探不详、设计不细,设计勘察分包缺乏有效的资质审查和管理,不及时执行集团公司的标准要求,设计联合体各单位之间缺乏有效的沟通与协调,设计单位工作效率低,图纸设计变更频繁等问题,均对施工进度和施工成本产生较大影响。基于对项目实施过程中设计管理问题的梳理和剖析,提出设计改进的可行性建议。  相似文献
