AbstractThis article examines the implications and limitations of First Nations forestry negotiations in British Columbia (BC), Canada by assessing how effectively the Tl’azt’en Nation is able to realize benefits under the current form of negotiations. The primary goal of the Tl’azt’en Nation has always been to defend their Aboriginal interests within their ancestral lands, which would entail the cessation of clear-cutting on their traditional territory. Although the community has pursued some economic opportunities in the forestry sector to improve their socioeconomic conditions, despite their efforts, the socioeconomic status of the community remains unchanged. The collective experience of the Tl’azt’en Nation illustrates that simply obtaining certain forest tenures and short-term-based revenue sharing agreements does not adequately meet their forestry and self-sufficiency goals. Without addressing the fundamental issues and challenges facing the community, the current practice of forestry negotiations between the Provincial government and the Tl’azt’en Nation has produced no significant benefits to the community. 相似文献

Wetland protection is a complex issue. In the executive system of wetland preservation, the central government is the main body of policy formulation and implementation. Although China has taken many steps to protect wetlands, there are still some institutional, legal and policy problems in the area of wetland protection. This article presents an analysis of these factors. First, the authors state and analyze the major legal and management problems currently hampering wetland protection in China. Then the authors believe that in the future, new problems of wetland protection will arise. In China, Pinus pumila is mainly distributed in Daxing’anling, while those growing in the eastern Daxing’anling are primarily covered under the jurisdiction of Huzhong Forest Bureau. P. pumila is an evergreen shrub, 3-6 m high, and always grows vigorously. Its trunks creep along the ground, usually 10 m long or more. It is easily flammable because of the large amounts of resins and volatile oils in its body. Attacking forest fires is a dangerous work, especially in P. pumila scrubs. The fires in P. pumila scrubs are very different from those in other forest types, e.g. fierce combustion and heavy smoke. In this paper, the distribution characteristics of P. pumila scrubs were presented. Attacking techniques and safety precautions for attacking fires in P. pumila scrubs were also discussed. 相似文献

Forest certification has become a key driver in efforts towards sustainable forest management. Certification processes include commitments to respect the rights of Aboriginal peoples. However, there has been little investigation into the relationship between certification and Aboriginal rights. This paper examines the effectiveness of certification in addressing a range of First Nation concerns, taking the example of FSC's National Boreal Standard, applied in the provinces of Quebec and Ontario, Canada. This is done through documentary analysis of audit reports for all public land certificates in this region, with particular attention paid to ‘conditions’ (required changes) issued as part of the audit process. Results indicate that 86% of FSC certifications led to at least one condition relating to First Nations' rights, but that most were deemed minor. The two most common issues flagged by conditions were: agreement for the management plan and the evaluation and protection of First Nations' resources and sites. Analysis of subsequent reports revealed that all conditions were resolved within the allotted time period. A qualitative analysis of conditions revealed a tendency for auditors to accept partial conformance when evaluating compliance. We conclude that FSC certification is pushing forest managers to make progress on a wide variety of fronts, but through a lens of ‘continual improvement’ rather than strict conformance with the standard. 相似文献

Pest management research within the context of agroforestry is in its infancy, and it is often difficult to say when a particular
pest justifies investment in research to establish facts. Understanding the potentials and drawbacks of farmers’ indigenous
ecological knowledge (ethnoecology) may form the basis for constructive collaboration between farmers, agroforestry scientists
and extension staff. Therefore, the objectives of the study were to (1) assess farmers’ knowledge and perceptions of pests,
(2) prioritize pest problems that limit tree planting and maize production based on farmers’ own criteria and (3) to identify
farmers’ indigenous pest management practices for priority pests. Data were collected using community meetings, individual
interviews and direct observation by the first author. The farmers involved in this study in eastern Zambia had over ten years
of experience, while most of the farmers in Mozambique and parts of southern Malawi were new to agroforestry. Farmers perceived
insects as the major causes of tree mortality, followed by drought, bush fires and browsing by livestock. Among the biological
constraints to maize production, insects (particularly termites and stalk bores) and weeds (particularly Striga asiatica) were more important in farmers’ minds than crop diseases. Fundamentally, the farmers’ perception of the causes of tree mortality
and crop pests agreed with researchers’ perceptions and the literature. Both termite and witch weed problems were associated
with low soil quality, and farmers use various indigenous control practices to control these pests. Some farmers did not know
the causes of tree mortality, and hence do not take action. Farmer’s perception of tree mortality was found to be a function
of operator-specific variables such as sex, level of education and years of experience with tree species. 相似文献

This study conducts a survey on the urban forest parks in Taiwan to assess the benefits and affecting factors. The results show that the larger the area of the park, the higher the degree of satisfaction with the landscape and the status of the plants, and the higher the density of trees, the lower the degree of satisfaction with the scenic view. The shading effect is positively correlated with the diameter of plants at breast height, canopy cover area, and proportion of green coverage. However, higher green coverage is associated with lower satisfaction regarding the scenic view and the uniqueness of the landscape. Most visitors are less satisfied with the area of plants and landscape attractiveness. The study results can be used to evaluate the impacts of setting up urban forest parks. The outcomes also provide guidance for the relevant authorities for sustainable management and future policy making. 相似文献
