Participatory forest management is credited for supporting social learning processes and fostering capacity of forest users for collaboration and collective actions. Despite more than a decade of practice, the empirical evidence substantiating the contribution of participatory management for the capacity development of forest users is scarce. This study assesses a participatory forest management program in Madhupur Sal forest, Bangladesh, by comparing the capacity of de-facto groups of participants and nonparticipants and identifies factors that influence the capacity development. Data were collected using a mixed method approach which combines both qualitative and quantitative methods of data collection. Results indicate that participants differed from nonparticipants significantly in terms of various capacity dimensions related to collective actions. Extension services, credit support, trust within society, information and communication influence the level of capacities in tribal population to adapt and respond to changes. The initiatives to manage natural resources are likely to be more successful if the forest management program initiators consider several factors that influence the capacity development of resource users.  相似文献

This paper includes a review of international sustainable forestry development followed by an analysis of forest policies in Bangladesh. There have been four different government forest policies in Bangladesh since 1894. The first two forest policies (1894 and 1955) were exploitative in nature. Most of the regulatory documents were developed during the first two policy periods. The third forest policy instituted in 1979 by the sovereign Bangladesh government had contradictory elements and mutually inconsistent policy statements. It addressed for the first time forestry extension through mass motivation campaign. Current forest policy formulated in 1994 has been considered to be the most elaborate policy in the history of the country. Under this policy, participatory social forestry has been institutionalized in Bangladesh. The analysis shows that, although it is possible to attain the stated policy targets, progress is slow and is blocked on several fronts. A number of identified technical, managerial and logistical problems are hindering policy and program implementation. In addition, corruption contributes to the observed problems. The real strength of Bangladesh forestry is locally based, participatory forestry, co-management of protected areas and highly motivated people who increasingly recognize the need for a healthy forest ecosystem that will provide future economic stability. Because it is the rich homestead forests of Bangladesh that generate the majority of commercial forestry products, it is important that education continues at the grass-roots level. In addition, educated forestry and environment professionals have been identified as the future driving forces towards better, and sustainable, forest management. Results of this study make it clear that Bangladesh and other developing countries are not presently in a position to accept and adopt internationally derived forest policies due to inadequate institutional support, political instability and poor governance. Therefore, along with development of criteria and indicators of sustainable forest management and forest certification, international policy scientists must consider institutional development, professional skill development, identification and adoption of indigenous technology and long-term financial support in developing countries. Without these, all international processes, policies and directives will be of little value and produce few substantive results.  相似文献

The Forest village scheme was introduced by the Forest Industries Organisation (FIO) of Thailand in 1967 as an attempt to stop further spread of the fast increasing shifting cultivation and deforestation in the country. The underlying princple of the scheme is to relate reforestation with social welfare of the people involved. It is essentially a modification of the traditional taungya method of plantation establishment.The salient aspect of the scheme is to induce the shifting cultivators to settle down in villages where each family is given tenure over a plot of land to construct a house and develop a homegarden around it. The farmers are required to help establish and maintain forest plantations, in which they are permitted to raise agricultural crops during the first three years of its establishment. The farmers are also given free medical and educational facilities, and technical advice on crop and livestock husbandry. They can also earn cash rewards for successful plantation establishment.Although the scheme has not achieved its full target in terms of area covered and number of families settled, it is proving to be a successful method of luring people away from destructive shifting cultivation. The approach is applicable to other countries and regions with similar land-use problems and socio-cultural background.The paper also examines the constraints to the effective working of the scheme, provides some simple suggestions for improving its functioning and identies some of the issues that can easily be tackled by research.  相似文献

孟加拉目前共建立了19个保护区,包含了该国家全部4种森林类型。这些保护区既可以保存生物多样性,也为当地群众维持生计提供资源。一直以来,各个保护区由国家林业局统一管理以确保森林的可持续性:近期,一项共同管理措旌开始在5个保护区试点,借此发展参与森林保护的伙伴。此项措施已经产生一些积极的影响,还要适当的附加限制的发挥积极性,确保共同参与这项措施获得成功,推进正在进行的保护计划。本文综述了已发表的研究成果、政府和项目文件,来分析保护区的现状,并给出相应的建议。  相似文献

Large forest fires have recently increased in frequency and severity in many ecosystems. Due to the heterogeneity in fuels, weather and topography, these large fires tend to form unburned islands of vegetation. This study focuses on a large forest fire that occurred in north-eastern Spain in 1998, which left large areas of unburned vegetation within its perimeter. Based on a satellite post-fire severity map we searched for the relative influence of biotic and abiotic factors leading to unburned island formation. We divided the area of the fire into individual units we called “slopes” which were meant to separate the differential microclimatic effects of contrasted aspects. The number of unburned islands and their areas were related to 12 variables that influence their formation (i.e. land cover composition, aspect, steepness, forest structure, two landscape indices and weather variables). We hypothesized that unburned vegetation islands would concentrate on northern aspects, in less flammable forests (i.e. broadleaf species) and higher fragmentation to interrupt the advance of fire. While north and western aspects did have a higher presence of unburned vegetation islands, our study suggests greater presence of islands in slopes that are larger (i.e. more continuous areas with relatively homogeneous aspect), with greater proportions of forest cover, with higher wood volumes and with lower proportions of broadleaf species. Climate also played a role, with relative humidity and wind speed positively and negatively correlated to island formation, respectively. Unburned vegetation was more frequent on slopes with lower diversity of land covers and higher dominance of one land cover in the slope. Since slopes with only one land cover (i.e. forests) had more islands than slopes with multiple cover types, we infer that under severe meteorological conditions, fragmented forests can be more affected by wind and by water stress, thus burning more readily than forests that are protected from this edge phenomenon. These results would reinforce forest management strategies that avoid linear features (fire-lines and fire-breaks), to enhance fuel treatments that focus on areas and minimize fragmentation.  相似文献

在孟加拉国吉大港山区选择两块研究地,研究轮换种植对土壤中真菌和细菌群落的影响。两块研究地均包含轮换种植和本地社区管理的乡村森林,第一块研究地点选择在兰加马蒂地区,第二块研究地点选择在吉大港的班多尔班地区。在两个地点和不同用途的地块中,其表面土(0-10cm)和地表下土(10-20cm)的土壤质地不同,分别为砂壤和粘土。轮作地的土壤pH和含水量比乡村森林的低。研究结果表明:在兰加马蒂和班多尔班地区,大多数情况下,轮作地的表面土和地表下土壤中的真菌和细菌群落数量比乡村森林的低。在兰加马蒂和班多尔班地区的轮作地中,炭疽菌属(CoHetrotrichum)和镰孢菌属(Fusarium)真菌稀少,而两个地方的不同用途地块中均有细菌球菌属(Coccus),芽孢杆菌属(Bacillus)和链球菌属(Streptococcus)。在两个地方的不同用途地块中常见的真菌有曲霉属(Aspergillus)、根霉属(Rhizopus)、木霉属(Trichoderma)和青霉菌属(Penicillium)。在其它的土壤区系中,由于轮换种植导致土壤环境退化的程度还需要进一步的研究。  相似文献

This review describes the non-timber forest products (NTFPs) used for different aspects of beauty-care in Bangladesh on the basis of extensive literature survey. The diverse plant species, including used parts and using patterns for hair care, facial treatments and body care, were summarized in 13 tables. This paper accumulate the scattered knowledge regarding the use of plants in beauty-care in Bangladesh, to draw the extent of use of NTFPs in health care and to record the knowledge for assessing the possibilities of further implementation in herbal cosmetics industries. The structured knowledge can be used in policy making process for sustainable management of these valuable NTFPs leading to the conservation of the country's biological diversity. It is suggested that intensive field level research is necessary for securing sustainability of NTFPs.  相似文献

An explanatory survey was conducted to assess the contribution of plant diversity to the ecological and socio-economic condition of the rural household in the offshore island of Bangladesh.Assessment was done by means of multistage random sampling.The homestead sizes of the study area were classified into 3 groups viz,large (>0.25 ha),medium (0.05-0.25 ha) and small (<0.05 ha) based on the result obtained from a preliminary survey,and a total of 45 homesteads,15 from each group,were selected randomly for the study.The average annual income from homestead's plant diversity varied from Tk 5730.00 (US$95.5) to Tk 17500.00 (US$291.67).The rural people were mainly dependent on their homegarden for woodfuel and nutritional requirement as forest was unavailable in the island.The rural people here also cultivated the plant species as a safety measure from frequent cyclone.Constraints hindering the development of homestead plantation were identified and suggestions were given such as the adequate supply of seedlings of fast growing native species and conservation of endangered species to meet the demand of the household as well as to keep ecological balance.  相似文献

Empirical information regarding the role of homestead forests in household economy is essential in understanding the importance of these resources. Identification of the factors that affect homestead forest production and understanding forest owners' attitudes toward key forest management issues have great significance in making appropriate policy responses to manage these resources on a sustainable basis. In Bangladesh, homestead forests are claimed to play an important economic role in rural livelihoods, but no reliable quantitative information exists. This study was undertaken to investigate the role of homestead forests in the household economy, examine if forest production and income vary across landholding size classes, to explore the relationships of homestead forest production with species richness, education level, and household size, and to assess the attitude of homestead forest owners toward key forest management issues. Results show that homestead forests contribute 15.9% of the household income and generate 51.4 man-days of employment per household per year. Production of homestead forests significantly varies across landholding size classes. It was observed that forest production depends significantly on species richness of homestead forests and the education level of forest owners. However, no such relationship was found between forest production and household size. The study revealed that farming families depend more on forest income than nonfarming families. Attitudes of forest owners toward key forest management issues differ significantly across landholding size classes. For example, although the majority of the forest owners prefer fruit species to timber species, the percentage of respondents decreased as the landholding size class increased, while the opposite trend was observed for timber species. The findings of this study suggest that diversification of forests and extension of education amongst forest owners would improve forest production. Furthermore, forest policy should address the concerns of the forest owners in different landholding classes and focus on their specific requirements to enhance sustainable forest management.  相似文献

ABSTRACT

The more and more diffused multifunctional role addressed nowadays to public forests, calls for targeted analysis aimed at highlighting the overall outcome of different practices implemented on the same forest compartment, according to the locally prevailing function. This study was carried out in four Italian beech forests across a latitudinal gradient representative of multiple management history, stand structure, and dominant stand age. We analyze forest structure at the compartment scale before and after silvicultural practices. We aim to explore relationships and similarities between 10 stand attributes (mensurational and structural variables) to identify relevant indicators for the monitoring and management of forest ecosystems. Results indicate changing patterns of correlation and similarity among mensurational variables following practice implementation. A sensitivity gradient to silvicultural practice was finally identified within the four sites investigated as a result of the diverging stand structure. Our approach suggests a way and provides an insight for the design of adaptive forestry management practices required to meet environmental targets, in addition to the already acknowledged supply of primary goods and services.  相似文献

The assessment on key ecological factors affecting runoff and soil erosion and the usefulness of plot-level monitoring of soil erosion was conducted by collecting runoff and soil loss records from 14 runoff plots. The runoff plots were set up in two catchments in Central Kalimantan, Indonesia, where conventional logging and Reduced Impact Logging (RIL) took place. Runoff plots were set up in forest areas with different levels of logging disturbances, i.e. harvesting areas (four plots), skid trails (six plots), and undisturbed/control areas (four plots). The magnitude of runoff and soil loss from skid trail plots were found to be the highest, followed by control plots and harvest plots. Canopy cover, sapling density, litter depth and woody debris appeared to be important ecological factors that determine the magnitude of soil loss. Tree canopy determines the size and erosive power of the raindrops. Sapling, litter layer, and woody debris protected soil surface, thus preventing soil detachment, and provided surface roughness that minimised soil particle movement down the slope. The roles of these ecological factors were less significant compared to rainfall in determining the magnitude of runoff.

Canopy cover, sapling density, litter depth and woody debris can be measured quantitatively or qualitatively without complicated equipment and methods. Furthermore, they are sensitive to logging disturbance which make them suitable verifiers of soil erosion. Forest managers need to limit disturbance to these factors in order to minimise soil erosion in their logging operation areas. Monitoring of soil loss using runoff plots was cost-effective and provided valuable information about soil erosion risks caused by logging operations. Runoff plots clearly demonstrated site disturbances where the plots are located. Monitoring allowed more direct linkages to be made between management practices and their impacts on runoff and soil erosion, thereby enabling forest managers to identify problems and take appropriate preventive measures to improve their management practices.  相似文献

In this paper, we investigate the interactions and feedbacks between the drivers of forest cover and other land uses by building a novel longitudinal dataset and adopting alternative modeling strategies. Our longitudinal dataset integrates land-use and land-cover change (LULCC) information, derived by interpreting satellite imagery, with social-economic statistics across eight counties in Heilongjiang over a period of 37 years. Employing both instrument variable and system of equations methods, our models capture the inherent endogeneity embedded in the land-use changes and the effects of such factors as demographic change, economic development, and management transition on the forest condition. To validate the robustness of our models, a series of identification, endogeneity, and other tests are conducted. Our results demonstrate the dominant role of agricultural expansion in forestland loss as well as the importance of considering the substitution between forestland and wetland in analyzing the drivers of LULCC in general and deforestation in particular. The significant coefficient of the Natural Forest Protection Program implies that it has played a positive role in protecting local forests. The positive coefficient of built-up area in the farmland equation suggests a strong link between farming and residential/commercial construction; likewise, the negative coefficient of irrigation indicates that wetland loss is adversely affected by the change in local cropping pattern. It is hoped that these and other findings will improve our knowledge of the forest dynamics and their socioecological drivers, leading to more effective policy making and implementation and, ultimately, better resource conditions.  相似文献

Since 1985, Ecuador's Ministry of Agriculture has undertaken a demonstration project to promote improved agroforestry practices in already cleared lands of Ecuador's Amazon lowlands to promote regeneration of deforested areas. An important expected outcome of this project is to ameliorate growing population pressures on remaining national forests and natural reserves. These practices include managing natural regeneration of marketable timber trees intercropped to Coffea canephora var. robusta and grass-legume associations, using adequate techniques of coffee pruning, and planting Desmodium ovalifolium CIAT 350 as a ground cover crop or a forage legume in paddocks of the genus Brachiaria. This research was conducted to assess the potential economic impact of such a strategy and to feed back information on research and policy issues.Improved agroforestry practices in this region are not only technically practicable but also economically feasible. Proposed technologies enhance long-term productivity of both land and labor while saving on external inputs and hired labor, making on-going systems more adoptable and sustainable. Future land-use policies should consider on-farm primary forest preservation and controlled natural regeneration of high-value timber in secondary forests as socially efficient land-use patterns. Future research must address germplasm of grass and forage legumes both shade tolerant, and less field management-demanding than current ones.To have a lasting effect this technology should probably be incorporated into a Regional Forest Management Plan, for sustainable production at the secondary forests created with agroforestry technology.in cooperation with Fundación para el Desarrollo Agropecuario del Ecuador, FUNDAGRO, Casilla No. 219, Suc. 16 CEQ, Quito, Ecuador  相似文献

Forest cover is a key attribute of local communities and affects the spatial organization of any given region. Changes in forest cover are influenced by spatially-varying biophysical and anthropogenic factors mainly associated with urban-rural, coastal-inland and elevation gradients. The present study investigates the relationship between the socioeconomic structure of local communities and selected indicators of forest landscape in Italy, including change in forest area over time (2000  2012), using an exploratory multivariate analysis based on principal component analysis, hierarchical clustering and discriminant analysis. We assess the importance of socio-spatial structures, economic dynamics and demographic patterns in the geography of forest cover, expansion and loss, considering 149 statistical indicators that are used to evaluate the multiple dimensions of sustainable development. The results point to agriculture, income, education and labour market indicators as a key predictors of contexts with high forest cover and moderate changes in forest area (both gain and loss) from those with low forest cover and marked changes in forest area. High forest cover in rural districts was spatially associated with local communities featuring depopulation, unemployment, low educational levels and subsistence agriculture. These factors consolidate land abandonment and soil erosion. The highest rate of change in forest area was observed in economically-growing, accessible local contexts with dynamic socio-demographic profiles. Integrated environmental and socioeconomic policies for sustainable development are required to incorporate forest cover and changes in wooded area as pivotal variables and may benefit from a better understanding of the role of local communities in forest management.  相似文献

对辽宁省集体林林权改革中林农行为进行了调查与分析,结果表明:有82.00%的林农在林权改革中获得了林地,86.76%的林农对林权改革满意,84.84%的农户有投资的意愿,进行林下多种经营的林农户数有了显著提高,增长了2倍。影响林农进行林业生产投资的主要因素是:缺乏资金,担心政策变化,采伐限额限制木材生产。筹措资金、保持政策的连续性、科学经营森林(合理分配采伐指标)是巩固集体林权改革成果的基本保障。  相似文献
