This paper explores cross‐border ethnic relations as an important socio‐economic strategy for the borderland Iban population in West Kalimantan, Indonesia. Iban seeking more lucrative wage work have long used their ethnic identity to facilitate circular labour migration across the international border into Sarawak, Malaysia, a strategy which has also compromised their claims to Indonesian citizenship. Drawing on long‐term field research among the West Kalimantan Iban, we examine the close interconnections among cross‐border labour migration, ethnicity, identity, and citizenship, and how this plays into contemporary issues related to Indonesian political and economic change.  相似文献

Abstract: China's urban land reform is a gradualist process of transforming a planned land allocation system to an open land market system, while the ownership of the land remains under the control of the state. This process defines the relationships between local government and emerging non‐public interest groups in the land development process. These issues can be most clearly seen in the State‐Approved Development Zones, where municipalities have been encouraged to promote economic development and test out land policy initiatives. Using the institutionalist and urban growth machine analytical approaches to land development processes, this study examines the operation of development processes and the role of local government and its relationship with other interest groups. By employing a case study research strategy, focused upon the Hangzhou High‐Technology Zone, the study uncovered a local government‐led growth coalition which featured participation by other interest groups and revealed the applicability and variations when applying two strands of theories to a socialist economy in transition. Besides the land reform policy implications drawn from the case study evidence, the study concludes that the presence of interest groups and the missing community organisations unique to China give new theoretical implications and that both theories work much better with the economic domain than with the political domain largely because of a lagged political reform.  相似文献

This paper takes issue with the desakota model developed by Terry McGee by elucidating the illegal land use and construction in the rural–urban transition zone in China, with the additional case study of Tianhe Village in Guangzhou City. The paper emphasises the need to examine the geography of illegal activities along the approach of geographies of difference. It has shown that illegal land use and construction is prevalent in rural China. In rural areas where cultivated land has been converted to non‐agricultural purposes, peasants are left with no alternative but to use land and construct buildings illegally. Some have increased their income by leasing out flats to migrant workers, whereas others have not been able to do this. This study has revealed that underneath the positive and integrative picture portrayed by the desakota model is its negative and disintegrative counterpart. Illegal land use and construction is one such example. Unless we incorporate both into our studies, we will not be able to comprehend the urban morphology of Chinese city regions in the new millennium.  相似文献

Since the early 1990s, Ulaanbaatar, the capital of Mongolia, has experienced rapid rural to urban migration and population growth resulting in the growth in informal settlements across the city. The informal settlements are known as ‘ger’ districts. In response to these pressures, since the 1990s, the central government has adopted a programme of land reform and metropolitan planning. These new reforms take place in the context of a unique, post‐socialist political, economic and institutional context. The land reform process has attempted to privatise land ownership, which has traditionally resided with the state. The privatisation process was initiated under the new Constitution of Mongolia, which initiated reforms in all sectors of social and economic development, and since 2003, targeted land reform in ger districts. Running parallel, a series of urban land‐use planning schemes have been introduced to frame the development of Ulaanbaatar in the context of an emerging market economy. Although master plans for urban development have been established since the 1950s, urban land‐use planning is a new concept in this emerging market economy. The aim of this paper is to trace the rationales and challenges of implementing master plans and land privatisation processes in Ulaanbaatar. Drawing on interviews with city, national and local government officials conducted in 2009, the paper focuses on the implications of these reforms for both the government and the residents of ger districts.  相似文献

In recent years, tier‐two fashion countries have been making gains in the global fashion industry, with hip young brands, buzz‐worthy fashion weeks and export‐oriented designers. The Canadian fashion industry, on the other hand, continues to fall behind and instead has experienced recent high‐profile closures of leading domestic fashion names. This paper explores why this is the case by considering a wide range of factors from a historical and institutional perspective. We argue that Canadian fashion is facing a number of systemic problems relating to wider institutional and policy weaknesses, rather than a lack of talent and know‐how within the entrepreneurs and businesses in the sector. While the fashion industry is indeed global, we argue that it is in fact national and local level factors—political, economic, and cultural—that structure and constrain the Canadian fashion industry for independent designers. Through exploring the experiences of this group of actors—entrepreneurial fashion designers—in this particular context, we not only learn about Canada as an economy but also what is needed in order to develop the fashion industry more broadly. We provide a framework for analysing the range of socio‐economic, historical, and political factors at the national level which affect the performance of the fashion sector and the operation of fashion designers as the entrepreneurial actors at the heart of the industry.  相似文献

Based on interviews and participant observation conducted in the province of East Kalimantan, Indonesia, from 2008 to 2012, this paper examines why the agrarian reforms have failed to secure the land rights of local farmers. Since the fall of the authoritarian government in 1998, Indonesia has seen limited, but growing government recognition of customary land rights of local farmers living in forest areas. I present a case study of two villages, in which the greater discretion on the part of the local community to negotiate with large‐scale oil palm estates has led to the abuse of power by local elites, as well as territorial tensions between local communities. The finding questions the optimistic view that state recognition of customary land rights of communities would automatically lead to the security of landownership of local farmers, and its underlying image of harmonious local communities in which members share coherent interests. The agrarian reform that has centred on communities' rights of control over land and natural resources is problematic. When local communities do not possess capabilities for resolving conflicts in an equitable and transparent manner, third‐party intervention is needed to assist communities to strengthen local land rights.  相似文献

ABSTRACT Economic and demographic restructuring, along with the increasing desirability of environmental amenities, have driven growth in the eight‐state region of the Rocky Mountain West to extraordinary levels in recent decades. While social scientists have developed a solid conceptual understanding of the processes driving growth and change in the region, the broad nature of the land use outcomes associated with in‐migration has not received nearly as much scholarly attention. This article initiates an in‐depth empirical investigation on the magnitude, nature, and spatial variation of land use change in the Rocky Mountain West over the 1982‐1997 time period. Data from the USDA's National Resources Inventory reveals that the conversion of landscapes from rural to urban types of land uses varies significantly from place to place, not only in terms of total land developed, but also with respect to how population pressures and a number of other local characteristics of counties manifest themselves in the spatial pattern of growth.  相似文献

Landowners and the private investors often have contradictory interests in joint ventures. Although development planners sometimes believe that government can harmonise these contradictions, state interests in development often lead them to support the interests of private capital. While joint ventures may be useful ways of pooling human, material and financial resources, this article draws on a case study of two pilot joint venture oil palm schemes in Sarawak, Malaysia, to show that the legal construction and administration of native customary land rights generate lower results for landowners than they do for the private sector. Information and power asymmetries constrain the ability of affected natives to realise fair benefits under a joint venture arrangement. When institutional constraints that give a measure of protection to native rights and interests are dismantled in the rush to establish commercial plantations for example, an unregulated market can be detrimental to landowners’ rights and long–term interests.  相似文献

Hundreds of hydropower dam projects, of all sizes, have been initiated in Yunnan Province, China, since the late 1990s. This paper frames hydropower‐driven resource reallocations as resource grabs that combine aspects of land, water and green‐grabbing, investigating how two dams built along the Red River have impacted local communities and how corporate and governmental stakeholders have viewed local livelihood changes and considered compensation mechanisms. This research documents how hydropower expansion triggers changes in both land and water availability, in turn depriving riverside communities of a wide range of intersecting livelihood benefits. Villagers were compensated for some losses, but in ways that failed to address how impacts accumulated over time and how hydrologic changes would impact overall livelihood activities. Financial compensation and specific environmental and modernisation agendas legitimised resource reallocations together with the provincial, national and global development campaigns driving them. Considering how different actors experience, frame and address the impacts of hydropower development through a resource‐grabbing lens elucidates the compartmentalised approaches of distant hydropower actors as well as scholars. This study answers recent calls to mobilise the scholarship on resource‐grabbing in the service of shedding light on the socio‐political projects driving resource reallocations and their livelihood impacts.  相似文献

Peatland fires and the impact of transboundary haze are often intertwined with socio‐environmental externalities of neoliberal forest governance and overlapping systems of resource property rights in Indonesia. New peatland governance strategies are emerging to address fires and haze by reorganising peatland management using a more ecologically relevant scale that territorialises peatland according to its hydrological characteristics. Employing the concept of the eco‐scalar fix, this paper interrogates rescaling peatland governance as a strategy to address the socio‐ecological crisis associated with the conversion of peatland into mono‐agricultural land. However, rescaling peatland governance entails the risk of merely displacing socio‐environmental crises to areas considered less ecologically important rather than addressing them. Drawing on a case study of a peatland restoration in Riau, Indonesia, this paper shows how emerging hybrid forms of peatland governance can address the environmental externalities that have unintentionally been created. This hybrid form of peatland governance has pressured actors across multiple types of property to rework the ways that environmental commons are controlled and accessed.  相似文献

>Although Sarawak has a rapidly growing economy, the benefits of growth have been focused largely in the urban centres. However, the majority of the population lives in rural areas, where poverty, although on the decline, prevails. Attention is given to the role of rural roads in countering remoteness and, hence, promoting more equitable development. To assess the impact of rural roads, two roads were used for comparison. One provided Iban communities with access to Betong, a small district town. The other provided Bidayuh communities with access to Kuching, the capital city. This paper focuses on three economic impacts of roads – agricultural production, employment, and household income. Findings show that the impact of roads varied within an area (a function of remoteness) and between areas (also a function of remoteness). Impacts were considerably greater when roads provided communities with access to a major urban centre compared with a small town. The implications of these findings are discussed in relation to the government's strategy of rural development.  相似文献

The purpose of this paper is to explore the impacts of extra‐local economic and political forces on the business community participants of the governing regime coalition in Akron, Ohio, and in turn, how other regime partners responded to and engaged with the changing constitution of Akron's business community. Unlike the UK where municipalities receive substantial fiscal support from regional and national governments, American cities are more readily forced into regime partnerships with other public and private actors for fiscal solvency, including, primarily, the local business community. In the case of Akron, the local business community experienced a prolonged and ongoing period of comprehensive deindustrialization and economic restructuring, forcing the city into partnerships with less traditional non‐private sector actors as Akron's business community structure continues to transform. A secondary objective is to forward the utility of social network analysis in regime theory applications. Social network analysis offers a way to situate arguably the most influential actors in a regime coalition. Utilizing the directories of Standard and Poor's Index of Corporations and Directors from 1975 through 2006, social network analysis is performed on the interlocking network of corporations and civic organizations based in Akron for each decade, allowing a longitudinal view of the changing business community partners of Akron's governing coalition.  相似文献

The promotion of intensive farming through organic and fair trade certification appears contradictory to the increasing significance of non‐farm income sources in rural Asia as well as in many other parts of the rural South. By observing a sugarcane producer co‐operative comprising land reform beneficiaries in the Philippines, this paper explores the reality of livelihood diversification as practised by member households of the certified co‐operative, focusing on the compatibility of certification‐supported farming with diversified activities. In this case, diversification at the household level progressed both away from farming and into farming. Behind the long‐term use of agricultural certification, there are compelling reasons for continuing both certification‐supported farming and diversified activities, and for employing mechanisms that further the compatibility at all phases between the former and the latter, and maximising income‐generating opportunities. The operation of communal land with agricultural certification may be an effective form of assistance to land reform beneficiaries who share a strong desire to be landowners.  相似文献

Viewing the Salween River as a transboundary commons, this paper illustrates how diverse state and non‐state actors and institutions in hybrid and multi‐scaled networks have influenced water governance in general, and large dam decision‐making processes in particular. Putting power relations at the centre of this analysis and drawing on the conceptual lenses of hybrid governance and critical institutionalism, we show the complexity of the fragmented processes through which decisions have been arrived at, and their implications. In the context of highly asymmetrical power relations throughout the basin, and the absence of an intergovernmental agreement to date, we argue that hybrid networks of state and non‐state actors could be strategically engaged to connect parallel and fragmented decision‐making landscapes with a goal of inclusively institutionalising the transboundary commons and maintaining connected local commons throughout the basin, foregrounding a concern for ecological and social justice.  相似文献

The contracting out to private providers of services previously delivered within the state has been framed critically as ‘hollowing out’ and read for its erosion of social democracy, social justice and welfare, as well as its inefficiencies in practice. It is commonly dismissed as neoliberalism. In this paper, we highlight the gains made through this new contractualism by Te Oranga, the Family, Health and Education division of Te Runanga o Te Rarawa located in the Far North of New Zealand. Our aim is not to narrate the exceptional, but to point to the inherent resistances to totalising projects residing in agency and place. Placed at the service of a deep sense of community being and community good rather than self‐interest, delivery contracts have enabled Te Oranga to pursue an alternative form of local development and craft a set of progressive spaces. Although highly contingent upon powerful Maori political projects, we argue that the case suggests that gains may be sought in other settings, albeit partial, temporary, and politically contingent. We thus offer a more nuanced account of neoliberalism by highlighting its agency, fractures, politics, and contradictions, and by demonstrating that actualised neoliberalisms are co‐constituted with other political projects.  相似文献

China’s entry into the World Trade Organisation (WTO) exposes its state‐owned maritime, aviation and telecommunications operators to unprecedented competition. This development raises a series of critical issues about China’s transition from a state‐planned regime towards a real market economy. How will China’s leading state‐owned firms in deep‐sea container shipping, air passenger transport and telecommunications respond to the dilemma posed by the World Trade Organisation and to what extent has Hong Kong been involved in China’s transport and communications restructuring process? These broad issues are addressed by examining progress on the Chinese Government’s post‐1993 plans to restructure each of the key state enterprises in sea‐land transport, air transport and telecommunications. Specifically we are concerned with the degree to which China’s national champions in these transport and communications arenas have been remade into global players. Particular attention is paid to the role of Hong Kong in this transformation since its return to China in 1997. Our studies show that China has transformed its national champions into a global players in container shipping. The process may be beginning to happen in air transport but has yet to get underway in telecommunications.  相似文献

Relying primarily on English language scholarship, this paper seeks to highlight the dynamics of China's economic integration beyond its borders as Chinese economic actors extend their search for commodities—in this case into the Russian Federation for timber products. The paper considers the shifts in the political economy of Russian forestry exports from a predominantly domestic and Japan‐focused trade during the 1947–1991 Cold War era to a north–south trajectory increasingly emphasizing trade with China from 1993 to 2010. Chinese and Russian bilateral trade data, acting as a barometer of national forestry‐related policies, highlight the economic convergence and benefits brought to both the Russian and Chinese timber sectors over the past two decades. Far from being an environmentally deterministic process—one based on the physical geographic characteristics on the ground in both of these states—this binational commodity trade shows that the geography of the Russia–China forest product trade is highly dynamic, temporally variable, and intimately intertwined with national political and economic considerations.  相似文献

This paper analyses the ‘Simbo for Change’ project in the Western Province of Solomon Islands, a collaboration between Simbo leaders and a Samoan non‐governmental organisation (NGO), with funding provided by the Australian aid programme. We explore the role of local leadership in catalysing an island‐wide community development project that has generated new livelihoods opportunities and led to greater community cohesion and more proactive governance. By mobilising around a ‘collective subject’ (Simbo as an island community), the project allowed existing skills and practices to be revalued and extended, particularly in relation to chiefly governance and the standing of women in the community. While mobilising the island scale was important in building social cohesion and support for livelihoods activities, this was not a parochial identity but was redefined by stronger connections to off‐island markets, organic accreditation for Simbo, renewed interest from provincial and national government authorities and by the enduring trans‐Pacific friendships established with the Samoan NGO and its trainers. The case study provides an example of the constructive potential of the island scale in Melanesia, whereas other recent studies of similar scale‐making processes have focused on violent conflict generated by industrial scale mining.  相似文献

Abstract: The emergence of social and environmental movements against plantation forestry in Southeast Asia positions rural development against local displacement and environmental degradation. Multi‐scaled NGO networks have been active in promoting the notion that rural people in Southeast Asia uniformly oppose plantation development. There are potential pitfalls in this heightened attention to resistance however, as it has often lapsed into essentialist notions of timeless indigenous agricultural practices, and unproblematic local allegiances to common property and conservation. An exclusive emphasis on resistance also offers little understanding of widespread smallholder participation in plantation production across the region. A useful method of approaching the complexity of local responses to plantation development is through the history of legal and informal resource tenure, within an analysis of rural political‐economic restructuring. Drawing on research in Thailand and Sarawak, I suggest that a more nuanced appreciation of both the structural constraints and deployments of agency which characterise the enrolment of rural people into plantation commodity networks, opens up new spaces for analysis and political action, which supports a geographically embedded view of relations of power, rural livelihoods and environmental politics.  相似文献

Partnership discourse is making advances in development dialogue as a means to improve the livelihoods of the agrarian populace. In Papua New Guinea, productive partnerships flourished during the early growth of the coffee industry. After the demise of plantations and rural mills in the lead up to political independence, the support services that plantations used to provide to smallholders, including centralised processing, have ceased as have price incentives for quality. Consequently, smallholders began to produce coffee of inconsistent quality and their productivity has also declined. However, coffee value chain partnerships have the potential to reverse the present decline of coffee production and increase the productivity of coffee farmers and address the inconsistency and the supply of low‐grade coffee. Using two case studies of farmer cooperatives, we investigate collective action and also assess partnerships among present value chain actors. The case studies were supported with interviews of value chain actors to gain further insights into partnerships with farmer groups. This paper illustrates that through collective action and partnerships, coffee farmers can improve coffee production and quality, enhance governance systems in grower groups, attract community development services and diversify into other entrepreneurial activities.  相似文献
