Despite numerous assessments of the sensitivity and resilience of drylands to degradation, there has been little research into the way affected communities innovate and adapt in response to land degradation. This paper shows how local and scientific knowledge can be combined to identify rangeland management strategies to reduce or adapt to land degradation. To achieve this, we have developed and applied a four‐stage social learning approach based on stakeholder participation in three degradation ‘hotspots’ in communal rangelands of the Kalahari, Botswana. This approach aims to collate, evaluate and apply both scientific and local knowledge on rangeland degradation and management options. First, current practice and possible management options were identified from the literature. Second, a series of semi‐structured interviews with rangeland users identified local knowledge of strategies to reduce and adapt to land degradation. Third, these options were discussed and evaluated with rangeland stakeholders in focus groups held across each study region. Finally, the outputs from these focus groups were used to produce rangeland assessment guides for each region that provided management options agreed to be locally relevant by both researchers and local stakeholders. The study found that the majority of strategies reported in the literature were not suitable for use by pastoralists in the Kalahari. However, many of the strategies suggested by stakeholders could only be applied effectively under common property regimes, giving impetus to the growing literature encouraging institutional reform to strengthen common property management regimes. The research stimulated a social learning process that combined knowledge from local stakeholders (both pastoralists and extension workers) with the scientific knowledge of researchers to provide a range of management options that could help land managers reduce or adapt to land degradation. By combining participatory research with insights from scientific literature in this way, more relevant results were provided than either approach could have achieved alone. The complex and dynamic nature of environmental problems requires flexible and transparent decision-making that embraces a diversity of knowledges and values. For this reason, stakeholder participation in environmental decision-making has been increasingly sought and embedded into national and international policy. Although many benefits have been claimed for participation, disillusionment has grown amongst practitioners and stakeholders who have felt let down when these claims are not realised. This review first traces the development of participatory approaches in different disciplinary and geographical contexts, and reviews typologies that can be used to categorise and select participatory methods. It then reviews evidence for normative and pragmatic benefits of participation, and evaluates limitations and drawbacks. Although few of the claims that are made have been tested, there is evidence that stakeholder participation can enhance the quality of environmental decisions by considering more comprehensive information inputs. However, the quality of decisions made through stakeholder participation is strongly dependant on the nature of the process leading to them. Eight features of best practice participation are then identified from a Grounded Theory Analysis of the literature. These features emphasise the need to replace a “tool-kit” approach, which emphasises selecting the relevant tools for the job, with an approach that emphasises participation as a process. It is argued that stakeholder participation needs to be underpinned by a philosophy that emphasises empowerment, equity, trust and learning. Where relevant, participation should be considered as early as possible and throughout the process, representing relevant stakeholders systematically. The process needs to have clear objectives from the outset, and should not overlook the need for highly skilled facilitation. Local and scientific knowledges can be integrated to provide a more comprehensive understanding of complex and dynamic socio-ecological systems and processes. Such knowledge can also be used to evaluate the appropriateness of potential technical and local solutions to environmental problems. Finally, it is argued that to overcome many of its limitations, stakeholder participation must be institutionalised, creating organisational cultures that can facilitate processes where goals are negotiated and outcomes are necessarily uncertain. In this light, participatory processes may seem very risky, but there is growing evidence that if well designed, these perceived risks may be well worth taking. The People's Republic of China‐Global Environment Facility Partnership to Combat Land Degradation in Dryland Ecosystems promotes an integrated ecosystem management (IEM) approach to restore, sustain and enhance the productive capacity of dryland ecosystems. This paper provides an analysis and synthesis of the funding strategies, methods and approaches that have been applied and tested under the Partnership to pilot and scale up IEM and sustainable land management (SLM) practices in the western People's Republic of China under its first 10 years. On the basis of a mix of methods using literature reviews, data collection at selected pilot sites through household questionnaire surveys, stakeholder workshops and field sampling, the following lessons were generated: (i) mainstreaming of IEM into relevant policy and development frameworks has been the most effective way of mobilizing funding for scaling up of SLM; (ii) SLM best practices need to be combined with economic incentives for land users, and pilot demonstrations of SLM need to be integrated into larger investment programmes to achieve impacts and economies of scale; (iii) market‐based approaches to scaling up of SLM, such as payment for ecosystem services and public–private partnerships, have a role to play, but cost–benefit analysis need to be better integrated into payment schemes; (iv) the economic benefits of carbon sequestration are too low to fund eco‐compensation schemes on their own but can provide supplementary funding; and (v) land degradation and SLM monitoring and assessment systems should be multiscale to support decision‐making on SLM and to monitor impact from the local to the national level. Participatory methods and community‐based approaches have an important role to play in combating land degradation. This paper follows a well‐defined participatory framework to identify key stakeholders and to select Sustainable Land Management approaches for reducing soil erosion and land degradation in the Troodos Mountains of Cyprus. Among the options suggested and evaluated by stakeholders, terrace rehabilitation had the best overall performance, followed by crop diversification and afforestation. Stakeholders agreed that the rehabilitation of dry‐stone terraces was the preferred option, as it is a practice with high environmental benefits and fits well in the local socio‐cultural context, despite the higher cost compared to other options. In the first year of implementing the approach, three mountain communities co‐organised hands‐on terrace maintenance events, engaging more than 160 people in rehabilitation activities. The community‐based approach has sparked the interest of people within and beyond the research site, and another series of events is scheduled for the coming season. This outcome indicates that social innovations can benefit from the integration of local and scientific knowledge, while participatory process can enhance the self‐confidence and organisational structures of local communities. Sustaining and enhancing the impact of the approach in the long‐run require developing local terrace maintenance institutions, actively engaging the youth in terrace management and improving the profitability of mountain farming through the differentiation of local products. Most desertification research focuses on degradation assessments without putting sufficient emphasis on prevention and mitigation strategies, although the concept of sustainable land management (SLM) is increasingly being acknowledged. A variety of already applied conservation measures exist at the local level, but they are not adequately recognised, evaluated and shared, either by land users, technicians, researchers, or policy makers. Likewise, collaboration between research and implementation is often insufficient. The aim of this paper is to present a new methodology for a participatory process of appraising and selecting desertification mitigation strategies, and to present first experiences from its application in the EU‐funded DESIRE project. The methodology combines a collective learning and decision approach with the use of evaluated global best practices. In three parts, it moves through a concise process, starting with identifying land degradation and locally applied solutions in a stakeholder workshop, leading to assessing local solutions with a standardised evaluation tool, and ending with jointly selecting promising strategies for implementation with the help of a decision support tool. The methodology is currently being applied in 16 study sites. Preliminary analysis from the application of the first part of the methodology shows that the initial stakeholder workshop results in a good basis for stakeholder cooperation, and in promising land conservation practices for further assessment. Study site research teams appreciated the valuable results, as burning issues and promising options emerged from joint reflection. Land degradation is a gradual, negative environmental process that is accelerated by human activities. Its gradual nature allows degradation to proceed unnoticed, thus reducing the likelihood of appropriate and timely control action. Presently, there are few practical frameworks to help countries design national strategies and policies for its control. The study presented here developed a framework for the national assessment of land degradation. This framework is envisaged to support governments in formulating policies on land degradation. It uses time‐series remote sensing data to identify the rate and extent of land degradation, local experts to identify prevalent degradation types and drivers of the degradation and field observations to validate the overall assessment. Its simplicity, use of freely downloadable input data and self‐triangulation of the assessment methods make it suitable for rapid assessment of land degradation on a national scale. It was tested in Somalia, where it exhibited accuracy greater than 60 per cent when assessing land degradation. This framework is relevant for designing national strategies and policies that address land degradation and provides an opportunity for accurate identification of areas to target with comprehensive local assessment. Testing of the framework in Somalia showed that about one‐third of the country was degraded because of loss of vegetation cover, topsoil loss and to the decline of soil moisture. Overgrazing, excessive tree cutting and poor agronomic practices in agricultural areas were identified as the primary drivers of the country's land degradation. Maize production in Swaziland's middleveld is being increasingly threatened by the Striga asiatica weed (also called witchweed). It parasitises the maize crop to provide itself with water and nutrients, preventing the crop from growing properly. In this paper we examine the impacts of this bio‐indicator of land degradation on rural livelihoods, investigating how farmers and policy makers are responding to the problem. Our results show that farmers' ability to control weed infestations is determined by a number of environmental, social and political‐economic drivers and that national policies to reduce land degradation offer little assistance. Low‐technology methods employed by farmers are an important step in alleviating the problem, but farmers' understandings of why these methods work are limited and they often neglect to combine control strategies. At the local level, there is a need to support farmer‐to‐farmer learning and education programmes to broaden and deepen farmer knowledge about S. asiatica. At the national level a more supportive policy context is necessary that recognises weeds as an indicator of a more serious overall land degradation problem, and which uses broader criteria to determine what constitutes land degradation. Without this attention, the threat from S. asiatica could increase in both area and intensity, with profound effects on both food security and the sustainability of rural livelihoods. This paper proposes a methodological approach to data gathering as a sound basis for understanding land degradation processes, breaking down barriers of distrust between Government officials and land users, and promoting participation in planning for soil and water conservation. It examines how landscape changes, of value as indicators of erosion, are perceived by land users and can be used in planning. It is proposed that the participation of land users in the construction of questionnaires, data gathering, analysis and writing up of the findings are examples of the participatory initial stages in planning.  相似文献

The Okavango catchment in southern Africa is subject to environmental as well as socio‐economic transformation processes such as population growth and climate change. The degradation of soil and vegetation by deforestation and overgrazing is one of the downsides of this development, reducing the capacity of the land to provide ecosystem functions and services. In this study, climate simulations are brought together with secondary socioeconomic, pedologic and remote‐sensing data in a GIS‐based assessment of the factors commonly associated with land degradation risk. A high resolution overview is provided for decision‐makers and stakeholders in the region by identifying priority intervention areas where a long‐term decline in ecosystem function and land productivity is most likely to occur. The approach combines 19 risk factors into seven individual ratings for topography, landcover, soil, demography, infrastructure, livestock pressure and climate. These ratings are then weighted and combined into an integrated degradation risk index (DRI). The results show that the land degradation risk is quite heterogeneously distributed in the study area and caused by different factors. Three hot‐spots are identified and compared, one of which is in the far northwestern part of the catchment, one around the local center Rundu and one on the outskirts of the Okavango Delta. We conclude that the approach is suitable to give an overview on degradation risk in the study area, although the classification process is a crucial procedure that should be standardized for further research. This review of soil erosion (SE) studies in Russia focuses on two main tasks: (i) ensuring the completeness and reliability of SE data in Russia, a large country (17.1 million km2) with a variety of natural and socio-economic causes of land degradation, (ii) assessing the possibility of including a SE indicator among the indicators of land degradation neutrality (LDN). A wide range of statistical, remote sensing, mathematical modeling data, the results of scientific and field studies obtained at different levels were analyzed. It is asserted that in Russia the total area of eroded lands and those under erosion risk occupy more than 50% of all agricultural lands, whereas soil fertility of croplands decreased in Soviet time (from 1950s to 1980s) by 30–60% only due to water erosion. However, recent scientific studies indicate a decrease in erosion rate and in the area of eroded land during the last 30–40 years as a result of abandonment of arable land and subsequent overgrown with natural vegetation. The climate change resulting in decrease of the depth of soil freezing, flow of spring runoff also adds to the decrease of soil erosion. The SE indicator was suggested as an important complement to three global LDN indicators. At national and subnational level, it can be interpreted through such indices as “Rate of soil loss” (ton ha-1 yr-1) and “Total soil loss” (1000 tons, in certain area during selected time period). At local level the set of indices can be wider and site-specific, including those obtained through remote sensing data by using the classifier of thematic applications of remote sensing technologies; the example was tested at the local site.  相似文献

The integrated assessment modeling on acid rain has incorporated several related effects and pollutants into a multi-pollutant/multi-effect approach, resulting in complex integrated models and policy assessments. The development and implementation of effects-oriented cost-effective emission reduction strategies in Europe are based on integrated assessment models. The project on national integrated assessment modeling in Finland, Denmark, Spain and Sweden aimed to support the national evaluation of European emission reduction strategies. The tasks covered the comparison of inventories and projections for emissions of sulfur, nitrogen oxides, ammonia and volatile organic compounds, assessment of control techniques and related costs, concentration and deposition scenarios to estimate environmental effects of acidification, eutrophication and ground-level ozone and their temporal aspects, uncertainty analyses on both individual modules and whole integrated models, and dissemination of results to stakeholders. The integrated assessment modeling provided a consistent framework for the harmonization of input data and in-depth scientific research tasks on emissions, pollutant loading and impacts including comprehensive uncertainty analyses, and facilitated the dissemination of knowledge to policy-makers.  相似文献

Abstract. When Albania emerged from its seclusion in 1991, the scientific community had its first opportunity to interact with its international counterparts. Soil resource assessment was made with systems developed in the early 1950s, laboratory facilities to provide supporting data were poor, and it was recognized that a new assessment was urgently needed. The country faces a major challenge in reforestation and soil conservation against a background of overgrazing by sheep and goats and clearing of trees and scrubs for fuelwood. Even orchard and olive trees were used as fuelwood during the winters of 1990 and 1991. Since then, gully and rill erosion has accelerated on many of the sloping lands. In addition to reforestation and conservation measures to reduce the pressures on the sloping land, it is necessary to enhance productivity on the fertile valley bottom soils where most of the agriculture is confined. In the recent past, grain yields have declined due to reduced fertilizer use (low purchasing capacity), and poor management practices. More recently productivity has slowly improved, but land degradation, particularly erosion, has visibly increased. USDA Natural Resources Conservation Service in collaboration with the Land Resources Institute of Albania, initiated work on a new national soil map through collation of existing information and field studies. The land unit for land use planning, evaluation, and general management decisions, is the Major Land Resource Area (MLRA). Each MLRA encompasses geographically associated soils, the majority of which have broadly similar patterns ofclimate, water resources, and land uses. The MLRAs presented here are based on the soil map of Albania at 1 : 200 000 scale. The MLRA information provides an overview of the landscape and natural resources. It can be used to assess land suitability for various crops, opportunities to achieve self sufficiency in food production, selection of areas for both field crops and highvalue crops for export, and identification of appropriate farming system technologies. Each MLRA will have a set of degradation processes which can be flagged, therefore each of them becomes a unit for decision making with respect to investments in research and mitigating technologies. The task is far from complete. Appropriate databases are needed to support the decisions that are being made at national level. To complement the MLRA and related database, decision support systems are needed for the important task of developing policy options.  相似文献

The contribution of local knowledge to ecological sciences has not been fully exploited: there is still a gap between the recognition of farmers' knowledge as valid and an effective use of such knowledge in activities aimed at sustainable development. This study explores the use of farmers' indicators of erosion for developing a rapid tool for water erosion assessment at field level in the West Usambara Mountains (Tanzania). Two extensive field surveys were conducted in the research area concurrently. One survey consisted of applying an established erosion assessment method, the Assessment of Current Erosion Damage (ACED). According to the erosion features observed, fields were classified into five erosion classes, from very slightly eroded to very severely eroded. The second survey consisted of recording the type and number of indicators of erosion listed by farmers and present in the fields. The number of farmers' indicators per field increased with erosion intensity, from less than four in slightly eroded fields to more than eight in severely eroded fields. All farmers' indicators were positively correlated to the ACED erosion assessment classes. However, two groups of farmers' indicators could be distinguished in terms of erosion assessment: strong indicators, which were observed in more than 70% of cases in severely eroded fields, and weak indicators, which were observed more frequently in slightly and moderately eroded fields. Weak indicators appeared to be indicative of other land degradation phenomena, such as chemical fertility decline. Strong indicators and number of indicators were used to create a field erosion assessment tool in the form of a classification tree. The tree was built using one half of the field survey data and validated using the other half. The tree consisted of a hierarchical sequence of questions. Presence of rills and number of farmers' indicators were the most important factors of the tree. The validation yielded a highly significant Spearman's rho correlation coefficient (0.81). The contingency table showed that more than 80% of very severely eroded fields were correctly classified, whereas most misclassification occurred among slightly and moderately eroded fields. Farmers include land degradation phenomena and soil fertility decline in their definition of soil erosion. Soil and water conservation planning should address this broader farmers' perception by including, e.g., soil fertility improvements beside soil conservation. The distinction between strong and weak indicators of erosion is important in recommending the right intervention in the right spot, e.g., by counteracting soil erosion where strong indicators are present and by improving chemical fertility where weak indicators are present. The classification tree is of empirical nature and may need adaptation before being applied to other areas. The proposed methodology can be easily replicated and showed a high potential to provide extensionists with a field tool for erosion assessment. The classification tree was a successful example of integrating different types of knowledge for enhancing the co-operation between stakeholders involved in the erosion-control activities.  相似文献

This study uses a local political ecology approach that examines the physical and social dimensions of land use and soil erosion and their broader political and socioeconomic environment in Ban Lak Sip, a village located in the uplands of the Luang Prabang Province in Laos. The study indicates that, despite an explicit government policy aimed at improving both socioeconomic and environmental conditions, the resulting livelihood change has in part led to a deterioration in working conditions with mixed impacts on the environment. While land degradation and economic transition appear to have driven villagers to rework the role and importance of the land in their livelihoods, this paper argues that the Laotian rural development policy has constrained the adaptation process and led to a significant intensification in labour and land use. In fact, Ban Lak Sip villagers have had to adapt both to actual land degradation processes and to a discourse on upland environmental degradation constructed by the Laotian State and international development actors. Soil sealing is considered among the most dangerous of land degradation processes on global, European and national scales. Despite important policy documents aiming to mitigate this soil threat, it currently shows no signs of abating, and current efforts often do not result in appropriate implementation of soil sealing mitigation in spatial planning, which represents the subject area governing soil sealing. In this paper, we show a spatial decision support system – based on a Geospatial Cyberinfrastructure – with the aim of applying it as an operational instrument aiming towards soil sealing mitigation. The system has the ambition to impact on those who take decision over soil sealing; typically, these are not agriculture experts but rather spatial planners. This tool, focusing on mitigating such crucial land degradation, allows the users – via the Web – to produce ‘what‐if’ land planning scenarios thanks to the ‘on‐the‐fly’ modelling engines. Therefore, integrated geospatial quantitative data and procedures may be directly and freely used by planners. The tool has been applied to and tested in an area in the South of Italy. Results from two applications are reported: one addressing municipal planning and the other on a more detailed spatial scale. Furthermore, results include quantification of rural fragmentation, loss of soil ecosystem services and an estimate of soil sealing evolution over time. The tool was developed with the help of end users and indirectly explores a change of paradigm where soil science and landscape/urban planning work together to provide operational instruments that may be adopted by local communities in addressing soil sealing issues with a proactive approach. The Australian farming sector is continuing to intensify, particularly within 300 km of the east and southern coastlines. In the future there will be fewer and larger farms, which will use more fertilizer, support more stock, grow more monoculture crops, and utilise more marginal soils. This is likely to increase the major environmental impacts of soil degradation, salt, nutrient and sediment contamination of waterways, and greenhouse gas emissions. Australian national water policy continues to focus on land, stream and groundwater salinity issues, although there is now a greater recognition of the importance of nitrogen and phosphorus losses from agriculture. The general philosophy of policy for dealing with nonpoint source pollution has been towards a voluntary rather than regulatory approach, with state and national governments supporting a range of programs to encourage sustainable agricultural practices. A catchment (watershed) based approach, through the use of integrated catchment management plans, is the primary way that non-point source pollution is addressed at the farm and local level. At an industry level, cotton, grains, meat, sugarcane and dairy amongst others, as well as the Australian fertilizer industry, have responded to non-point source issues by investing in research and development, and developing codes of practice aimed at abating these environmental impacts. Understanding the economic, social, political and cultural contexts of farming as well as the environmental impacts of agriculture are very important in determining the appropriateness of policy responses for Australian farming systems.  相似文献

Participation by local communities in the assessment and monitoring of efforts to implement global environmental conventions (GECs), such as Convention on Biological Diversity (CBD) and the UN Convention to Combat Desertification (UNCCD), is a topic of growing interest worldwide. Previous implementation efforts were constrained by the lack of a methodological framework that integrates local knowledge and ecological methods. This study, conducted with assistance from Maasai herders in northern Tanzania, evaluated a socio‐economic and ecological framework for integrating local communities into assessments of the GECs. To reach decisions related to CBD, herders used livestock grazing suitability (GS) and proxy indicators of biodiversity, while to reach decisions related to CCD herders used potential grazing capacity (PGC) related to the risk of degradation. We proposed criteria for indicator selection and developed step‐wise research methods to assess performance of the indicators at spatial scales. The ecological and anthropogenic indicators were then analysed using a correlation matrix to evaluate management decisions. We showed that changes in ecological indicators influenced herder decisions. The anthropogenic indicators for potential were more sensitive to changes in soil degradation, range conditions and trends; while the decisions related to GS were more sensitive to the majority of the proxy indicators of biodiversity. The decisions reflected the potential responses to management, which had implications for CBD and CCD. Because decisions constitute a multiplicity of activities, the responses by local communities could be related to the potential role played by each indicator in the implementation of the convention at the local level.
