The patterns of forest resource use in South Korea have been overviewed along with the forest resource availability to the forest users and in relation to the socio-economic conditions of local people. In South Korea, forest income arises more from non-timber forest products (NTFPs) and forest ecosystems services than from timber. The relationship between availability of forest resources and income of residents in mountainous villages was addressed with statistical analysis of results of household surveys conducted in Gangwon-do Province. The result indicates that the mere existence of forest resources and related cultural heritages is not enough for local communities to obtain income from forest land. Proper arrangements for local communities in accessing the forest resources and knowledge of making use of the resources is required to make the relationship constructive for people's livelihood. Joint management agreement between forest communities and the forest owner serves both parties for sustainable forest management in Korea as seen in the case of maple sap collection within Seoul National University Forests. The traditional knowledge held by local residents is of value for income generation for forest dependent communities and is considered as an integral part of sustainable forest management as seen in the case of native honey bee keeping near protected forest areas managed by the national forest authority. However, traditional cultural values may be positive or negative for ecologically sound forest management as seen in the pest management policy of the Korean government formulated based on cultural value rather than considerations of ecosystem health.  相似文献

Fengshui forests, very popular among the ethnic minorities in the rural areas in Guizhou Province of China, have spiritual symbolic meanings and are strictly managed. This paper examines the nature, history, local perceptions and management of fengshui forests in two Buyi villages in the Guizhou Province. With their long history, the fengshui forests are perceived to provide good wishes, security, unity, fortune, wealth and health to the local communities. Fengshui forests act as a form of “community based nature reserve” which maintains the health of natural forests, especially hydrological features and prevention of soil erosion. Cunguimingyue (Folk Regulation and Customs) is the primary local normative mechanism that maintains the fengshui forests in a good condition. The lessons learnt from local fengshui forest management needs to be incorporated in for contemporary China's forest policy formulation as these forests play an important role in rural livelihoods.  相似文献

Forest management has been usefully defined in terms of production, utilization and distribution of products, and the institutional or organizational arrangements by which they are carried out. Both technical and social aspects of forest management are treated as parts of a single system. Traditional knowledge of the use and management of forests still has a vital role to play in forest management today. This is because traditional practices are believed to be often favourable towards conservation and sustainable use. It is therefore valuable to establish a framework to evaluate the contribution of traditional knowledge to forest management today. Accordingly, a framework, based on ethnobotanical information, is proposed in this paper, with quantitative and qualitative indicators suggested for different variables relating to traditional knowledge. The discussion is based on ethnobotanical case studies from Yunnan and other provinces of China in which we have been working.  相似文献

Among the Dayak people in East Kalimantan, simpukng (“forest gardens”) are an important component of their traditional farming systems. Simpukng is managed secondary forests in which selected species of fruits, rattan, bamboo, timber and other plants are planted. While most are owned by families and passed down from one generation to the next, some are managed on a communal basis. Complex customary Dayak rules exist that control the use and inheritance of these forests that help to avoid over-exploitation of resources. There is clear gender division of labour among Dayak in the management of simpukng that provide a range of products – for household consumption and sale and for customary rituals – fruits, vegetables, medicines, fire wood, honey, rattan, bamboos, and timber. Local knowledge about the more highly valued species are discussed. These indigenous forest garden systems are currently under threat from large-scale mining and logging activities; conflicts between local and external agencies are unfortunately frequent. This paper examines the development and management of simpukng in four Dayak villages in East Kalimantan and their implications on sustainable management of natural resources, with particular emphasis on the role of local knowledge of some of the more highly valued species and the current challenges faced by these communities in maintaining their traditional agroforest management practices.  相似文献

Detailed spatial changes in foreststructure in a central Swedish landscape were examinedusing geographic information system techniques. First,the influence of grazing and burning on forest densityand structure in the 19th century landscape wereanalyzed. Then, the development of the landscapeduring the 20th century, together with the impactof modern forest management methods on foreststructure, were analyzed using historical sources. In1907, over 20% of the 2200 hectare study site wassparsely-wooded (12 m3 ha–1) with old trees.These areas have been reforested with single-storiedmiddle-aged and old pine stands (66 m3 ha–1in 1989) during the 20th century. Firesuppression and changes in land use from subsistence-to-industrialforestry, facilitated Norway spruceregeneration as undergrowth in open Scots pine standsafter logging. This natural regeneration has, to alarge extent, been cut down and replaced by pineafforestation. During the second half of the 20thcentury, the standing timber volume has steadilyincreased, while the mean age of the forest hasdecreased. Today's young dense forests will result inhigher timber values in the coming decades, but theforest has lost a range of ecological niches.  相似文献

The potential for traditional and local ecological knowledge to contribute to biodiversity conservation has been widely recognized, but the actual application of this knowledge to biodiversity conservation is not easy. This paper synthesizes literature about traditional and local ecological knowledge and forest management in the Pacific Northwest to evaluate what is needed to accomplish this goal. We address three topics: (1) views and values people have relating to biodiversity; (2) the resource use and management practices of local forest users, and their effects on biodiversity; (3) models for integrating traditional and local ecological knowledge into biodiversity conservation on public and private lands. We focus on the ecological knowledge of forest users belonging to three groups who inhabit the region: American Indians, family forest owners, and commercial nontimber forest product harvesters.  相似文献

Indigenous knowledge has become a topic of considerable interest within the research and development environment. Incorporating indigenous knowledge into state-led ‘top-down’ conservation and development programmes, however, is still a great challenge. This paper presents a case from Yunnan, Southwest China, in which indigenous knowledge has been integrated into the development of an agroforestry model with non-timber forest products for the Sloping Land Conservation Programme (SLCP) by using a participatory technology development (PTD) approach. This approach was adopted to increase the likelihood that technologies developed would be suitable for resource-poor households. It is expected that integrating indigenous and scientific knowledge, will lead to positive ecological and economic outcomes. Finally, the paper argues that the integration of indigenous knowledge in both forestry policy formulation and implementation is important in the context of sustainable forest management in mountain areas.  相似文献

Environmental education (EE) is a vital dimension of modern day acumen that portends a great promise in solving the myriad environmental resource management challenges at global, regional and local levels. A study was carried out in 18 locations in the Nandi North, Nandi South and Nandi Hills districts of Kenya, which cover the Nandi Hills and Nandi Forests in Nandi County, major water catchments for Lake Victoria. A mixed methodological approach, incorporating both qualitative and quantitative data obtained from focus group discussions, key informant interviews, household survey and observations was embraced in data collection and analysis. The study reveals that there are several strategies that have been adopted by the local population and institutions involved in the management of the Nandi Hills Forests (NHFs) and that these strategies have contributed to an improvement in the perceptions of the local population in terms of the importance of environmental management of the forests. This paper highlights EE as a vehicle for ensuring a sustainable management of the Nandi Hills Forests. As such, it illuminates the great potential that lies in sustainably managing the NHFs by integrating formal and informal EE approaches. It further points out the functional gaps in the management of NHFs and proposes best-practices that could be adopted and/or domesticated in NHFs management regimes.  相似文献

我国林业过去曾经实行过大砍大造的方针,导致全国范围的生态灾难和林区的经济困境。当前正在实施的天然林保护工程和退耕焕还林工程是在我国山地森林应用生态系统管理的良好时机。针对长白山地区天然林的保护与经营,我们建立了一个决策支持系统,简称为FORESTAR。它是以林业局为单位、用GIS框架下的森林资源清查数据建立的。最初的版本包括两个子模块:森林采伐设计和森林恢复经营。在每个子模块下,用户可以比较各种决策条件下的效果,以便从中选优。这个决策支持系统可以用来帮助各级林业工作者实现上下一致的、多目标的森林经营管理规划。图2参17。  相似文献

This article describes the transformation of old-growth forest to managed forests, in North (N) Sweden and boreal regions of North-West (BNW) Russia, from economic, social and ecological perspectives. Whereas in BNW Russia, the logging frontier could be kept moving into unharvested regions, N Sweden earlier had to develop solutions where large-scale logging had already taken place. In 1950–1990, Swedish strategies included rationing of old forest, effective regeneration and also precommercial and commercial thinning. Supporting means were legislation, government-funded subsidies and collaboration among enterprises, researchers and political leaders. BNW Russia is currently facing similar challenges and N Swedish experiences should be analysed and used where applicable. In N Sweden, a too low proportion of representative productive old forests remains, but in the last decades, N Swedish forests exempted from economic use have been significantly increased. Ongoing discussions of also defining areas with more intensive forest management would lead to a zoning, bearing some resemblance to the Russian system, in use since 1943. Russian experience should, therefore, be of interest to Swedish forest policy-makers. Both countries have problems with rural social issues. Both can benefit from collaboration on these aspects of sustainable forest management.  相似文献

Forests are among the most important ecosystems that provide various hydrological services including water production and protection because the vast majority of the water available on the earth comes from forested catchments. The forests provide quality and continuous water yield as well as protective services such as flood control, soil protection, landslide protection, avalanche protection, and prevention against rock falls, which are related to water. However, the quality and quantity of all the forest functions are influenced by forest ecosystem structure and composition such as forest type, tree species, age class distribution, biomass, leaf area, basal area, crown closure, and stand development stages. This study provides an assessment of hydrological services of forest ecosystems through the systematic review of relevant literature till 2018. It mainly focuses on water-forest relations and explains how forest ecosystem structure and composition affect water production, quality, and sustainability. Then, a general framework relating to the integration of hydrological services into forest management is concluded in the context of sustainable management of natural resources.  相似文献

Sustainable forest management is the process of managing forest to achieve one or more clearly specified objectives without diminishing the forest’s ability to continue providing goods and services in perpetuity. In this paper, we show how the African Timber Organization/International Tropical Timber Organization principles, criteria and indicators for the sustainable management of African forests can help timber companies assess their progress towards this goal in Gabon. Through a partnership between International Tropical Timber Organization project PD 124/01 Rev. 2(M), the World Wildlife Fund, and the ministry responsible for forests in Gabon, audits were conducted between 2012 and 2014 to evaluate the implementation of sustainable forest management in 14 forest concessions in Gabon. In general, results show that Principle 4, linked to the well-being of workers and local populations, proved the most difficult principle to implement, while Principle 3, dealing with maintaining ecological functions, was the least problematic. A number of companies were found to be experiencing significant difficulties in implementing management plans. It is also clear that independent forest certification has become a key element for ensuring the successful implementation of sustainable forest management.  相似文献

ABSTRACT

This study examines a participatory forest management program and its impacts on forest conditions in Gebradima Forest, southwest Ethiopia. Vegetation data were collected from both participatory forest management (PFM) and nonparticipatory forest management (non-PFM) forest blocks. A total of 54 plots (27 from each forest block) measuring 20 m × 20 m were employed to collect species composition and structural data. Results indicated that a total of 51 different woody plant species (49 at PFM and 43 at non-PFM blocks), representing 31 families were recorded, with 41 species were shared for both forest sites. Species diversity and evenness were higher in the forest with PFM (H´ = 3.29, E = .85) compared to the forest without PFM (H´ = 2.97, E = .79). The overall mean values of tree/shrub and seedling density per hectare, diameter class (≤ 20 cm) were also significantly (p < .05) higher in PFM forest than non-PFM forests. However, no significant variations were observed in sapling density per hectare and basal area between the two studied forest blocks. It can be concluded that PFM had a positive effect on forest conditions compared with a similar forest without PFM. Hence, it is important to scaling up PFM in neighboring forests.  相似文献

The sal forest is the only plainland forest in Bangladesh, and is of national economic and environmental importance. High population and ever increasing poverty has stimulated exploitation of the forest alarmingly and brought it near extinction. In facing this situation, the Bangladesh Forest Department implemented a participatory management approach, involving the householders living in and around the forests, for forest maintenance and protection. This study examines the effectiveness of practicing participatory forestry on the settlers’ livelihood in the encorached area of the sal forest. The settlers were given degraded and encroached forest land through the program. Two major social forestry models — namely agroforestry and woodlots — are included in the study. Participation in the resettlement increased household income, employment opportunities and financial and non-land assets. It was found that the participatory management regime could attain the sustainability of the forest and accelerate the standard of settlers’ livelihood, hence the program is an efficient management option towards sustainability of the forest resources. These findings suggest that there is a role for extending the approach to rehabilitate other degraded and encroached forest lands in Bangladesh.  相似文献

The shamba system involves farmers tending tree saplings on state-owned forest land in return for being permitted to intercrop perennial food crops until canopy closure. At one time the system was used throughout all state-owned forest lands in Kenya, accounting for a large proportion of some 160,000 ha. The system should theoretically be mutually beneficial to both local people and the government. However the system has had a chequered past in Kenya due to widespread malpractice and associated environmental degradation. It was last banned in 2003 but in early 2008 field trials were initiated for its reintroduction. This study aimed to: assess the benefits and limitations of the shamba system in Kenya; assess the main influences on the extent to which the limitations and benefits are realised and; consider the management and policy requirements for the system’s successful and sustainable operation. Information was obtained from 133 questionnaires using mainly open ended questions and six participatory workshops carried out in forest-adjacent communities on the western slopes of Mount Kenya in Nyeri district. In addition interviews were conducted with key informants from communities and organisations. There was strong desire amongst local people for the system’s reintroduction given that it had provided significant food, income and employment. Local perceptions of the failings of the system included firstly mismanagement by government or forest authorities and secondly abuse of the system by shamba farmers and outsiders. Improvements local people considered necessary for the shamba system to work included more accountability and transparency in administration and better rules with respect to plot allocation and stewardship. Ninety-seven percent of respondents said they would like to be more involved in management of the forest and 80% that they were willing to pay for the use of a plot. The study concludes that the structural framework laid down by the 2005 Forests Act, which includes provision for the reimplementation of the shamba system under the new plantation establishment and livelihood improvement scheme (PELIS) [It should be noted that whilst the shamba system was re-branded in 2008 under the acronym PELIS, for the sake of simplicity the authors continue to refer to the ‘shamba system’ and ‘shamba farmers’ throughout this paper.], is weakened because insufficient power is likely to be devolved to local people, casting them merely as ‘forest users’ and the shamba system as a ‘forest user right’. In so doing the system’s potential to both facilitate and embody the participation of local people in forest management is limited and the long-term sustainability of the new system is questionable. Suggested instruments to address this include some degree of sharing of profits from forest timber, performance related guarantees for farmers to gain a new plot and use of joint committees consisting of local people and the forest authorities for long term management of forests.
