Quality Earned Value Method Based on Quality Evaluation

In this paper the features of information asymmetry and information model under the model of management by construction agency in project invested by government are analyzed, the information asymmetry in the main bodies of construction agency in the project invested by government is studied. Especially the advantages and weaknesses in information among government consignor, consuming unit and construction agency are analyzed. A dynamic model of incomplete information among government consignor, consuming unit and construction agency has been set up,a game theory analysis on the actions about the main bodies of construction agency in the project invested by government is carried out.     

草原生态保护补奖政策评价指标体系设计

草原生态保护补奖政策是新时期草原生态环境建设的重要内容和组成部分,是保障草原可持续发展的关键。建立科学、合理的草原生态保护补奖政策评价指标体系,是跟踪项目实施进度效果和及时优化项目实施内容的重要保证。本研究结合草原生态保护补奖政策实施内容,在分析评价指标体系目标及原则的基础上,构建草原生态保护补奖政策评价指标体系。研究结果为政府部门掌握此项评价指标体系,并开展绩效考核奖励提供了参考依据,同时也是跟踪项目实施进度效果并及时优化项目实施内容的重要保证。     

Study on Managerial Mode of Urban Infrastructure Projects

In this paper, the current situation of the management of urban infrastructure construction projects invested by government and the weakness of its managerial mode are briefly analyzed. The authors point out that it is a practical choice to improve the management by innovating in the managerial mode and establishing specialized organizations. Employing basic methods of science of organization and management, referring to the experience of developed countries, a new mode named "Works Bureau" is suggested. Two operational models based on financial and non-financial requirement of government projects are demonstrated in detail.     

Discussion about the Agent- Construction System of Governmental Project in China

The agent - construction system, as a new public project management mode, has been practiced in some cities and attracted attention from the society. This paper firstly studies the features and operation modes of agent - construction system, and discusses the agent - construction system from the viewpoints of promoting competition, nourishing agent -construction enterprises, setting up a supervisory and encouraging mechanism, and its connection with the governmental project procurement system etc.     

论中国政府财政对农业投资效益评估指标体系与评价方法

中国政府财政对农业投资一直没有有效的考核办法,没有量化的考核指标,不利于正确、合理地安排财政对农业投资。因此,迫切需要制订一套评估财政对农业投资效益的指标体系。在遵循合理原则的基础上,运用“德尔菲法”构建的中国政府财政对农业投资效益评估指标体系,共三部分18个指标。在指出运用该指标体系的三个关键环节后,给出了运用该指标体系的两种方法：测分评价法和指标比较法。     

Analysis of Social Appraisal Index System in Public Project

The social evaluation theories of public project still have not been standardization today, and have effects on the process of the construction to city. One of the main reasons lays in that the index system, about the social evaluation theories of public project, connects with many fields, has many non-economic index and difficult in measuring the every index. This article is to mark off the main factors involved in social evaluation effectually, to set up index system of social evaluation practically, and to settle firm ground for methodology and theory of public project.     

Advance of Management Performance Evaluation in Petrochemical Engineering Construction Project

Toward the characteristics of petrochemical engineering construction project and the need of project management performance evaluation, this paper analyzed the status of project management performance evaluation study and the status of project management performance evaluation study in petrochemical engineering construction project. This paper suggested the direction of project management performance evaluation study in petrochemical engineering construction project, which is to establish the performance evaluation index system of petrochemical engineering construction project management and performance evaluation method, to establish process performance evaluation system of petrochemical engineering construction project management, to develop performance evaluation software of petrochemical engineering construction project management.     

基于多级模糊综合评价的土地整理项目后效益评价指标体系构建及应用

土地整理项目后效益评价是土地整理项目后评价的核心组成部分,笔者从经济效益、社会效益和生态环境效益三方面构建土地整理项目后效益评价指标体系,并以泰兴市分界乡土地整理项目为例开展实证研究,运用模糊综合评价法,进行项目后效益的模糊综合评价。结果表明：泰兴市分界乡土地整理项目综合评价等级为“基本成功”,社会效益成功度最高,经济效益次之,生态效益成功度最低,项目建设从整体上取得了较好的综合效益。在此基础上,分析该项目实施中存在的问题,提出了当前土地整理项目开展及后效益评价的建议,以期对我国东部平原区土地整理项目后效益评价工作起到参考借鉴的作用     

城乡统筹背景下农村集体建设用地复垦效益评价——以重庆市荣昌县为例

研究目的：对农村集体建设用地复垦效益评价进行内涵剖析,建立农村集体建设用地效益评价指标;研究方法：用多因素综合评价法建立农村集体建设用地复垦效益评价的指标体系、确定指标分值,用层次分析法确定指标权重;研究结果：（1）农村集体建设用地复垦效益评价可以从经济效益、社会效益和生态景观效益三方面进行分析;（2）通过对重庆市荣昌县1个街道、2个镇的农村集体建设用地复垦项目案例进行分析,结果表明,农村集体建设用地复垦项目产生了较好的经济效益,而社会、生态景观效益相对较弱;研究结论：建议建立农村集体建设用地复垦效益的标准化指标评价体系和效益评价的长效机制。     

On Precise Yang Le Inequality and Deficiency Sum

Along with the increase in the number of large-scale construction projects, a series of negative effects concerning various interest-related parts have emerged,which urges a comprehensive and objective evaluation of construction project so as to evaluate its overall satisfaction. In this paper,an evaluation indexes system of construction project satisfaction was advanced,which consists of 19 values coming from all main interest concerning parties, including users, investors, owners, suppliers, government and organizations nearby. A BP neural network evaluation model was built which was self-adaptive, self-organizing and self-study. And this evaluation model was applied to specific project ease. The result showed that this approach can improve the reliability and effectiveness of satisfaction evaluation of the construction project.     

通过引入参与式绩效评估体系，充分发挥以工代赈的社会效益

参与式绩效评估是在绩效评估中引入参与式的理念,使用参与式的方法和工具,实现最大限度的公众参与。在以工代赈项目中实施参与式绩效评价,通过农户的参与,可以真实地评价项目是否达到了建设和赈济的双重目的,并对政府提供的公共服务做出评估。在参与的过程中,可以充分调动农户的积极性和主动性,提高农户自我发展的意识和能力,同时对政府部门工作绩效做出客观的评估,使政府和农户间形成良好的互动。     

基于BP神经网络的农业电子商务网站评价研究

提出了适合农业电子商务网站的评价指标体系。建立农业电子商务网站的BP神经网络评价模型,通过BP神经网络对数据进行训练、测试,对提出的评价指标体系进行了验证。通过对结果的分析发现,建立的基于BP神经网络的评价模型在农业电子商务网站评价中具有可行性,在网站建设方面具有较强的参考价值。     

基于层次分析法的农产品产销对接效果评价模型

为了让政府在产销对接中对农产品交易市场进行有效的信息引导。以政府在产销对接中的职能为核心,基于层次分析法建立产销对接效果评价指标体系,选取3个一级指标和11个二级指标,在确定评价指标权重的基础上采用加权平均法建立产销对接效果评价模型。通过模拟3个区县级产销对接主管部门开展的对接情况为研究对象,应用该模型对模拟数据进行实例研究。结果表明,该模型能够在已知各对接主管部门对接情况的基础上计算得出对接效果评价的评价值及排序结果。     

Research on the System and Models of Society-Economy-Environment Appraisal for Construction Project

The society-economy-environment appraisal for construction project can help our government to control macro-economy, make correlation policy and formulate laws and draw up city plan.It has great influence on the sustainable development of our society and it is the demand of the law for the environment evaluation in China.This paper introduced the basic structure of society-economy-environment appraisal system for construction project and the thought of elements transaction.Using the method of AHP, the model of project analyzing and optimizing selection is designed.For the more, the methods of the optimizing models on the selected schemes are put forward.Finally, the integrative analysis has been made on the system design and appliance of this appraisal system.     

基于灰色优势分析的中国农业投入产出水平研究

农业投入产出水平可以从2个方面进行衡量,一是农业投入产出的规模水平;二是农业投入产出的效益水平。灰色优势分析能够在排除主观因素干扰的情况下,对农业投入产出水平评价指标进行赋权,提升了评价体系的可信度。农业产出指标和投入指标的关联序分别表征了各评价指标在衡量农业投入产出水平时的代表性强弱。经测算,1981—2010年,中国农业投入产出规模指数总体上不断升高,但1995年以前主要依靠产出拉动,此后主要依靠投入拉动;农业投入产出效益指数先正后负,且呈“S”形波动,意味着中国农业生产发展已先后摆脱“高效益、低水平”和“高水平、低效益”的非良性状态,开始呈现出“高效益、高水平”的良性发展势头。     

Construction of Popular Science Tourism Evaluation Index System for Geoparks and Empirical Analysis

Popular science tourism is a new tourism mode, and geopark scenic area is an important carrier of popular science tourism. It is the premise and foundation for the popular science tourism development of geoparks to establish a scientific evaluation index system and evaluation model. On the basis of analyzing relevant evaluation models, this paper explored the evaluation system and model of geopark popular science tourism in following steps. First, establish the index system. Based on the theory method, frequency method, and expert consultation method, this paper established the popular science tourism evaluation index system of geopark scenic area. The evaluation index system includes 3 primary indexes, 8 secondary indexes and 30 tertiary indexes. Second, define index weight and scoring standards. Index weights were defined using Analytic Hierarchy Process(AHP), the measuring method of each index and the scoring standards were specified. Third, evaluation model and grade. The evaluation model of popular science tourism development was constructed, and the evaluation results were classified into 4 grades. Fourth, empirical study. The evaluation model was applied to measure and investigate popular science tourism of Henan Yuntain Mountain World Geopark, and the final score was 7.619, indicating a higher evaluation grade of popular science tourism of the park.     

土地整理潜力评价指标体系初探 ——以重庆市为例

旨在构建完整的土地整理潜力评价指标体系，为土地开发整理规划以及在实施土地整理中确定土地整理重点区域和重点项目奠定基础。分别采用了因果分析法、文献资料法、实证分析法等研究方法，从土地整理的目标、土地整理潜力以及影响因素等分析入手，以重庆市为例，构建了省级层次的耕地整理、农村居民点整理、废弃土地复垦、未利用土地开发潜力评价指标体系。     

基于模糊模型识别法的土地整理综合效益分析评价研究——以格尔木市为例

为了验证模糊模型识别法对土地整理项目进行综合效益评价的可行性,从社会、经济、生态3个方面构建土地整理综合评价指标体系,对格尔木市大格勒乡土地整理项目的评价指标量化,利用文献综述法建立模型识别库,根据模型库正态分布数据原理确定隶属函数,建立评价体系与综合效益等级关联度模型。结果表明：格尔木市大格勒乡项目属于“好”级别;乌图美仁乡与郭勒木德镇属于“一般”级别;造成以上级别差异的主要原因是权重较高的社会效益显著性过低,符合项目区实际情况。实例研究证明,基于模糊模型识别法建立的理论和方法在土地整理综合效益评价具有科学性和可操作性。     

基于高标准农田建设的耕地地力评定——以石门县新增粮食生产能力田间工程建设项目为例

[目的]以湖南省石门县新增粮食生产能力田间工程建设项目为例,对项目区建设前和建设后的耕地地力进行综合评定,[方法]选取地形部位、排水能力、灌溉能力、障碍因素、剖面构型、耕层厚度、耕层质地、有机质、有效磷、缓效钾共10个评定因子构建耕地地力评定指标体系和层次模型,采用层次分析法和特尔斐法确定评定因子隶属度和综合权重,运用指数法计算项目区建设前、后的耕地地力指数及其变化值,[结果]确定耕地地力等级,测算出耕地综合生产能力提升量为1860 kg/ (hm2?a),[结论]为高标准基本农田建设和耕地地力提升提供可行性建议。     

农户生计可持续性定量测度及动态分析研究

结合生计可持续性分析框架和PSR概念模型,提出农户生计可持续性的“压力-状态-效应-响应”评价指标体系和评价模型,以重庆市为例,评价并分析了该区农户生计可持续性的现状、演进过程以及结构变化特征。研究表明：（1）提出的评价指标体系能够体现农户生计可持续性的各方面,评价结果能够反映农户生计的实际可持续性水平;（2）重庆市1997—2011年农户生计可持续性逐渐由基本不可持续逐渐提升为基本可持续;（3）状态、效应和响应指数都呈现持续向好的态势,压力指数表现出明显的波动增长特征,其中自然灾害和物价上涨压力是农户生计可持续性的主要限制因素;（4）虽然生计脆弱性压力表现出明显的不确定性,但是政府和农户自身都做出了积极响应,农户生计资产持续增加,农户收入水平和生活质量显著提升。
